Archived Special Containment Procedures: As an object with a containment class of Tiamat¹, veil-breaking action is permitted in the containment of SCP-XXXX.

As such, the existence of the SCP Foundation, Global Occult Coalition and SCP-XXXX have been made public knowledge. Both the Global Occult Coalition and cooperative governments worldwide have pledged considerable military and scientific resources to aid in the containment and/or neutralisation of SCP-XXXX.

Containment of SCP-XXXX can be separated into three distinct areas; Civilian Protection, Research and Development, and Applied Force.

Civilian Protection

Department: Provisional Department of Civilian Management and Protection

Civilian Protection Procedures: The Provisional Department of Civilian Management and Protection is to liaise with world governments, non-government organisations and other relevant groups to protect civilians. These groups must also manage civilians in such a way which allows the SCP Foundation to operate without interference.

This shall include the maintenance of global martial law, and the rationing of essential resources such as food and electricity. To maintain order among the civilian population, all media which is not controlled by a national government has been deactivated. This includes televised and radio broadcasts, internet communication services, and social media. Other than these broad conditions, the management and protection of civilians will be undertaken at a regional level by pre-existing governing bodies, with guidance and assistance from the SCP Foundation.

In the event that a civilian population must be evacuated to avoid SCP-XXXX, efforts must be taken to destroy any remaining resources in the area which would otherwise be utilised by SCP-XXXX.
