Special Containment Procedures: All government officials in both the Hudson city government and those in the St Croix County government responsible for the affected area are to be offered campaign donations and cash bribes to prevent rezoning of properties to residential status in Hudson and modification of the city limits. Funds are not to exceed standard containment budget. Officials that do not comply are to be amnesticized of any correspondence. Current Foundation understanding indicates that this is likely unnecessary as the anomaly seems to be self-containing, but it is to be performed as a safety precaution given the events of Incident XXXX 7-14-201█. New activity of either the anomaly or municipal government is to be reported to the current project head immediately.

Description: SCP-XXXX is the town of Hudson, Wisconsin. SCP-XXXX has 2 currently documented anomalous properties. The first is that it is impossible to have a permanent residence¹ within the city. Residences within the city limits are all zoned in surrounding townships, despite this being a violation of most zoning laws, or unoccupied. Buildings and properties used for other purposes such as retail, storage, and other commercial and recreational uses seem to have no anomalous features. Temporary residences, such as hotels, seem to be similarly unaffected. What defines a permanent residence is still under investigation by The Foundation. Current theories include intent to live within the property as a primary residence for more than a thus-far undetermined period of time, clairvoyance as to whether the residence will be permanent without the intervention of SCP-XXXX, and a resident describing the area in question as “home”. The second anomalous property is possible control of local weather systems. The full extent of this ability is unknown.
The anomalous effects of SCP-XXXX seem to be constrained to the city limits of Hudson, Wisconsin. Foundation testing of this has included diverting city limits around a parcel of land and housing D-Class personnel for 2 weeks. No anomalous activity was reported, and the parcel of land was established as a severance package for former researcher Dr. [REDACTED]². No anomalous activity has been observed since the property’s issue in ████.

+ Incident Report XXXX 7-14-201█

Incident Report: On 4-23-201█, researchers proposed testing of the anomaly by housing D-class within the city limits inside a building zoned for commerce. On 7-14-201█, 4 Scranton Reality Anchors were activated within the building, one placed at each corner of the first floor. Anchors were tested using standard Foundation procedures to ensure that all anchors were both working properly and only affecting the building being tested. At approximately 2:00pm, 6 D-Class Personnel (numbered 40192-40197) were brought to the building and informed that they would be using it as their primary housing for the foreseeable future. At 3:32pm, a change in the weather forecast was noted to include severe thunderstorms, rather than a clear evening as predicted. At 6:14pm, a tornado was observed to touch down approximately 0.4km from the southern city limits of Hudson along the bank of the St Croix River. Tornado was noted to travel north through the town, causing minor damage to trees and structures in the area. Tornado was observed to move towards the testing site and pass through it. At 6:53pm, tornado was observed to demanifest. Structural damage was minor throughout the tornado’s path with the exception of the testing site, which was destroyed. All 6 D-Class were killed by the incident. No other injuries or deaths in connection to the tornado were reported either by Foundation observers or local hospitals. See addendum for notes.

Addendum: Given the events of Incident XXXX 7-14-201█, all testing has been postponed indefinitely on SCP-XXXX. Containment Procedures have been updated to prevent attempts to allow residence inside SCP-XXXX. Local weather system manipulation has been added to the description of the anomaly.

Note from Dr. ████³: The events of Incident XXXX 7-14-201█ reveal 2 notable attributes of the anomaly. The first is the ability to think, or at least some semblance of it. The fact that our SRAs didn’t stop the tornado signifies that it was detected to be a natural result of weather in the area. This implies that SCP-XXXX determined it could not prevent residence through regular means and found a way to bypass it, by performing anomalous actions that had a sufficiently long chain of repercussions resulting in a “non anomalous” natural disaster. The second important attribute is that the anomaly’s full abilities are not necessarily fully known. For this reason, I have suspended all further testing of SCP-XXXX, as no real danger seems to be clearly presented by it unless it is specifically violated.
