The following file concerns an anomaly currently under investigation. Any information presented here may be incorrect, inaccurate or purely speculative.

Object Class: Thaumiel Safe

SCP-4000 at Site-4000 as Foundation technicians examine SCP-4000-1(SCP-4000-2 offscreen).

Special Containment Procedures: SCP-4000 will remain at its original site at Area-06(referred to as Site-4000). Containment procedures will stay consistent with the previously established rules(with an exception to repairs): the containment cell’s door will be replaced with a blast-proof reinforced steel door with keycard terminals that will only allow Level 4 clearance personnel through. A second door will be added to disguise the entrance as a janitorial closet consistent with the rest of Site-4000, the sole differences being clearance level for entry and the 5cm of industrial foam padding inside of the door.

Guards must be posted outside of the containment room of SCP-4000, on the floors directly above and below SCP-4000, and along the perimeter of Site-4000 to prevent all exterior breaches of previous test subjects from Area-06(previous test subjects should be apprehended or terminated on sight). The interior should also be closely monitored and personnel are prohibited from disconnecting or removing SCP-4000 circuitry without prior approval from the O5 Council.

Knowledge of Area-06 should be strictly limited to those assigned to SCP-4000 or on the perimeter of Area-06 on a need-to-know basis based on clearance level. Site-4000 has recently been fitted with radar tracking devices that are able to track all movement in and out of Area-06 by satellite. Any unapproved activity entering Area-06 should be swiftly redirected and/or amnesticized as soon as possible. Any unapproved activity exiting Area-06 should immediately be reported to one of three MTF outposts in Madagascar, the Maldives, and Australia depending on the predicted trajectory of said activity.

Description: SCP-4000 is composed of two entities known as SCP-4000-1 and SCP-4000-2. SCP-4000-1 is a supercomputer of an unknown model replicated for the sole purpose of harnessing the anomalous abilities of SCP-4000-2, an electroconvulsive therapy(ECT) machine similar to a Siemens Konvulsator III model.
The anomalous abilities of SCP-4000-2 have proved to affect the brain in such a way that the synapses, hippocampus, and the majority of the frontal lobe are reformatted based on prior subjects; All memories, thought processes, personalities, intelligence quotients, skillsets, and multiple other traits are cloned and replace any previous aspects of present subjects. Presumably due to the volatility of SCP-4000-2, SCP-4000-1 was created.

When a subject (referred to as Subject A) receives SCP-4000-2, the procedure will appear non-anomalous: the subject will experience a brief epileptic seizure but neural functions will remain normal once the procedure is finished. However, with usage of SCP-4000-1, it is evident that SCP-4000-2 internalizes and records the "data" of every neurological function of Subject A; without SCP-4000-1 this process remains unknown. Once a second subject(Subject B) receives SCP-4000-2, the procedure will begin normally until after Subject B exits the seizure stage. Subject B will then emerge with neural functions almost perfectly mirroring Subject A to the point where a natural procedure(one where Subject A's neural "code" is not altered) will convince Subject B that they are actually Subject A, despite physical characteristics not being affected.

With advancements made to SCP-4000-1's technology, SCP-4000-1 can convert the neural activity SCP-4000-2 records to lines of code that(with proper knowledge of said code) can be used to directly manipulate the output of SCP-4000-2, allowing manual control of the anomalous reformatting event in subjects. The code is transferred to a 640px x 480px monitor directly inserted into SCP-4000-1 where lines can be erased and refilled at will.¹

SCP-4000-1 claims ██m² of space inside of Site-4000(70% of room [REDACTED]-B). All attempts to download or copy the code to different computers have not been successful.

Area-06 is a tropical archipelago located in the Southern Indian Ocean. The exact measurement is unknown, but the number of perimeter security posts estimate Area-06 to be around approximately 1,500,000 km². The amount of islands within the archipelago is still unknown but they all appear to have been inhabited at one point: Every island has at least one rudimentary structure resembling either a homestead or outpost, on average 2kg of garbage and other inorganic waste substances, and the appearance of a hasty exit - the majority of the islands showing signs of being abandoned for months. However, certain islands are still inhabited.

Certain inhabitants of the islands are theorized to be either the previous subjects of early SCP-4000 testing and usage or subjects used as guards to protect Site-4000(henceforth referred to as A06-1). A06-1 Inhabitants are extremely territorial and hostile to all humans within visual proximity(including each other. Given SCP-4000's abilities to alter forms of neural activity as strong as the Intelligence Quotient and combat skill of subjects, the threat levels of individual inhabitants have shown a volatile range from almost neanderthalic combat to highly skilled guerrilla warfare. A06-1 inhabitants seem to have lost the ability to communicate, and will confront Foundation staff or A06-2 inhabitants with extreme force.

The majority of the inhabitants are Class-D personnel² who appear to be more recent test subjects from Site-4000(Referred to as A06-2). Subjects from the A06-2 group have proved to be more diverse than the A06-1 group, preferring collaboration with other A06-2 personnel and the (seemingly recent) common goal of escaping Area-06. Files found on Site-4000 indicate A06-2 personnel to range from highly dangerous criminals with prior histories of psychopathy and violent tendencies to personnel with little to no psychological abnormalities.

However, given the current state of Site-4000 A06-2 personnel have fled Site-4000 and appear to have had resided all over Area-06 at one point. However, since Foundation acquisition of Area-06 the objective of most A06-2 personnel has been to escape.³

Inhabitants will use anything and everything available on their island to make rudimentary weaponry, tools, homesteads, fortifications, and transport. Both groups have proved to be both alarmingly resourceful and persistent to obtain materials.⁴ A06-2 inhabitants don't possess the same knowledge as A06-1 inhabitants, but will tend to have strength in numbers over A06-1.

Addendum-4000.1: The inception of Site-4000 was for treatment of Foundation personnel suffering from mental illness and the negative effects of widespread infohazards and memetic hazards on the human brain. However, after the Chaos Insurgency splintered off from the Foundation in 1924, Site-4000 was eventually compromised and was controlled by the Insurgency until 1948.

Addendum-4000.3: Miscellaneous Logs

Foreword: In 1924, the MTF unit known as the Red Right Hand broke away from the Foundation and formed the Chaos Insurgency. ██ years afterwards, the Chaos Insurgency took Site-4000 by force and Site-4000 was ordered by the O5 Council to be abandoned. Site-4000 was long forgotten until ██/██/1948, 3 hours after multiple attacks and seizures of other Foundation owned sites, SCPs, and personnel took place, when a distress signal from Site-4000 was sent to Foundation sites worldwide. MTF unit Delta-5("Front Runners") was sent to investigate, the Foundation believing that acquisition of Site-4000 would be a valuable strike back at the Insurgency.

D5-5: Yeah, it was Thaumiel in our hands. The C.I.s¹⁰ must have bastardized it somehow making it worthless to the Foundation until now. I just hope I can properly kick their asses after all those raids on our turf.
D5-L: Quit talking back there and look alive, guys. Contact 3 o'clock.
D5-I: What is it?
D5-3: Looks like a small island… a cay, maybe. Someone built a shack in the middle of it but it's lit on fire… there are multiple bodies all over the island, a firefight must have taken place here.
D5-L: Intel, should we investigate?
D5-I: Negative. Your objective is to reclaim Site-4000. Once you do, we'll send teams out to examine the area.
D5-L: Roger that. We-
D5-I: Delta-5, report your status.
D5-L: We're fine - pretty sure we entered Area-06. This place is a bloodbath… if it wasn't for the storm, I'd bet you could hear this shit for miles: there seem to be homemade boats pulling into these islands filled with armed men.
D5-1: You think they're CIs?
D5-L: Negative. Even if they are, they seem way too focused on what they're doing down here to notice us, plus this storm should be giving us proper cover to slip by them.

D5-I: Report.
D5-L: Dozens of arms flashes are visible all over the place; it’s probably the center of this mess… how should we proceed?
D5-I: I highly doubt you’ll be able to safely land anywhere near there without taking a lot of flak; you’ll have to get the parachutes and jump. The pilot will head back to base for reinforcements, so you guys better clear the chickens off the runway before he comes back.
D5-L: Roger that. Alright everyone, we’re dropping in via parachute and landing on the roof of the site. There are two different roof entrances into the building, so we will each split into two groups of three and clear and move until we have the site contained. Divide and conquer, people. Move out!
Various activity is overheard as D5 units L through 5 suit up and jump out of the helicopter. Once the doors open, not even the pounding thunder and whistling wind can drown out several claps of gunfire, explosions, and loud boat engines. The sounds only get louder as each Delta-5 unit pulls their ripcord and descends onto the roof.
D5-L: 2 and 4 on me, we’ll take the East entrance. 1, 3, and 5 take West. Standard pincer formation: two in the front, one in the middle watching the flank.
D5-5: Copy that.
Each team heads to their respective entrances.
D5-4: Holy shit, who did that?
D5-I: What is it?
D5-4: Someone ran a freighter straight into the site. I can see some movement and more muzzle flashes on it. Where the hell did they get a freighter?
D5-L: Don’t worry about that right now. Everyone ready?

D5-1: Ready.
D5-L: Copy that. Breach on my count - three, two, one.
D5-2 fires two shotgun rounds at each door hinge before D5-L kicks it down. D5-3 and 1 do the same and the two teams enter.
D5-4: Contact!
3 shots are heard. Target fired no shots
D5-L: Target down

D5-I: Report, was it a CI?

D5-L: I doubt it… Caucasian male, sinewy build… looks like he tried to make Kevlar out of scrap metal and trash. He looks kind of like the rest of the guys we saw raiding the islands earlier.
D5-I: What do you think is happening here?
D5-L: I don’t know, maybe they’re pirates?

D5-I: I wouldn’t be so sure, this area has little to no ship traffic and no piracy hotspots nearby.
D5-3: Contact! Flank!
Multiple arms are discharged.
D5-5: Yeah, we definitely have CIs on this side. We found two guys but both went down without a fight.
D5-L: They could be fleeing. That can be good or bad for us, team. Let’s keep moving.

D5-1: Wait, one left a radio receiver. I’ll see if I can locate their frequency and patch it through our call…
Chaos Insurgent: …as been breached! I repeat, the convicts have broken through our defenses and breached the armory! Everyone rally up at the computer cell now!
A roaring cheer can be heard in the background of D5-L’s team
D5-L: I think they just left the armory. Shit they’re coming this way. Get back, get back!
D5-L and his team shuffle around and slam a door shut, the faint cheer growing louder.
D5-I: Delta-5, report!
D5-L: We’re in what looks like a containment cell. There’s bodies everywhere in here and-
The cheering gets closer, turning into a roaring battle cry in the background.
D5-L: We’ll wait this out here, but we can’t stay for long if SCP-4000 is what they’re after. D5-1, status?
D5-1: All clear here, every CI must have already rallied up. We’ll meet you at the containment cell for SCP-4000.
A large snap and abnormally quick scraping and grinding sounds are heard in the background¹¹.
D5-L: Freeze!
D5-I: Report!
D5-2: We shut ourselves into a containment cell and the guy laying on the bed… yeah, him, he just broke an arm off from that corpse.
D5-4: You sure that arm was there before?
D5-L: Well, how else do you explai-
A loud laceration sound is heard following guttural sounds of D5-L’s throat being slit open.
D5-I: D5-L, report! D5-L, are you there?!
A low muttering is heard. Audio analysis places the muttering loudest by D5-L, but is still unintelligible.
D5-4: The man said freeze!
D5-I: Lieutenant do you copy?
Light scuffling sounds are heard over D5-4’s radio receiver.
D5-4: Intel thi-
Within 287 milliseconds the clicking sound of a rifle being disassembled is heard followed by dull but abnormally rapid bludgeoning sounds¹²
The low mutter continues closer to D5-2 but the battle cry has now advanced to a mass stampede down the corridor, possibly hundreds of sets of footsteps are heard in the background along with celebratory gunshots making any more attempts to analyze the muttering voice impossible.
One shotgun round is discharged and a door has swung open. The battle cries then turn into screams, dozens of gunshots are heard but are quickly cut off by more sounds of rapid weapon disassembly, bone snapping, and asphyxiation. Screams and orders to “fall back” are unanimously followed but it is presumed no survivors escaped. Nothing is reported afterwards but 4 seconds of heavy breathing from D5-2.
D5-1: Who’s there? Lieutenant? Respond!
D5-2: It’s Two… the guy killed Four and the lieutenant. Holy fuck, he killed everyone…
D5-1: “He?” Who’s he? What’s your status?
D5-2: I’m good, I’m good. I think he left though… we were in that cell and we saw some corpses in the corner around the bunk bed. There was one in the lower bunk that I guess was just… lying there.
D5-2 pauses for 3 seconds
D5-2: Yeah, the dead guys who were here first have guard IDs. Fucker must have been laying there for god knows how long. Anyway, we hear a snap sound and I noticed this guard’s arm was torn off and a bunch of scratch marks showed up on the wall in between the bunks. Lieutenant must have noticed it and he turned around and… and the guy was just there… he had already slashed that arm bone across his neck and we didn’t see shit! Before I could even do any fucking thing he already had beaten Four’s head in with his rifle mag- his own fucking mag- over and over and over- and then he just looked at me and his eyes… oh, God he looked at me with tears rolling down his face but he had this smug fucking grin on his face, talking about how he was saved by “the machine”- it’s the SCP! We gotta destroy this thing, god damn it!
D5-5: Two, control yourself! We have a job to do, just get out of there!
D5-2: He tried to kill me… I don’t know how I did it, but I hit him with my shotgun, and he flew out the door but he just stood back up like it was nothing… he was bleeding bad and I could see something was shaking loose underneath his jumpsuit where I hit him, but he just stood up and gave me this look until those… well, whoever the hell’s storming this place showed up and then he just disappeared… and the hallway’s just covered with bodies… he must have cleared this hellhole with nothing more than Four’s mag and a bone knife quicker than we did with six guys, AR assault rifles, and a fucking-

Any other Insurgent out there has his hands full protecting this place, but once reinforcements arrive the site will be ours and nobody, nobody will be a threat to us. Closing Statement: Reinforcements arrived and cleared Site-4000 of opposing forces in 72 hours and continue to search for persons either inhabiting or attempting to flee the newly designated Area-06.

Delta-5 units L and 4 along with ████ Insurgent and convict KIAs have been cleaned out of Site-4000 but any remains of Delta-5 units 1, 2, 3, and 5 have yet to be found. SCP-XXXX testing and research will begin tomorrow at 0600.

Interviewer: Dr. Cray

Foreword: After reinforcements claimed Site-4000, A06 personnel have attempted to seek asylum from Area-06 through escape. With the exception of SCP-4000 research, capturing A06 personnel alive has been a high priority due to the information they posses about a pre-Foundation Area-06¹³.

Dr. Cray: Please state your name for the record.

D-1930: My name is Yemi H██████.

Dr. Cray: Excellent, thank you. Mr. H██████, I can’t imagine who you think we are but I can assure you we are not the same people that attacked you or your island.

D-1930: That was not my island. The island belonged to the Captain.
Dr. Cray: Sorry, who?
D-1930: Do you know how I ended up here?
Dr. Cray: I’m afraid not, sir.
D-1930: I was approached by men much like yourselves after I was put in jail for having a husband when I still lived in ████, my home town in ██████. They told me I could be reunited with him if I became a “Class D” in an experiment. I didn’t know I was just going to another prison.
Dr. Cray: What happened once you came here?
D-1930: It was horrible. I thought the law hated gay men the most where I came from, but it was worse here. They tried to use the machine to “cure me” which meant removing my native language, memories, and my love for him. The worst part about it is that I think it worked… I barely remembered him until I accidentally found my file during the riots.
Dr. Cray: The riots?
D-1930: Something happened… I still don’t know what but the prisoners here revolted against the guards. It has happened before but it was normally put to rest in minutes. This time, everyone actually made it out. I was fortunate enough to escape with a raft and I made it to a small island. I lasted a long time there.
Dr. Cray: What happened?
D-1930: I’m not entirely sure. I heard that once all the prisoners escaped they began to form groups to survive. Of course most of the animals locked up in here for so long weren’t as interested in survival as they were in lording over these islands. I still remember the distant gunfights every day and night… I don’t think I can sleep without it now…
D-1930 is silent for several seconds, then continues
D-1930: One night I couldn’t sleep so I resorted to watching a pursuit between two speedboats, each run by a different faction of convicts. They were chasing and shooting at each other around the water and would have continued it through the night if the boat in the back didn’t kill the front boat’s driver. The boat went full speed ahead right towards me and flipped, breaking a box open and littering my island with guns and fuel canisters. I hid a while longer while the last of the crews fought it out. It was fine until one of them tried to use my hut as cover.
Dr. Cray: Did you kill them?
D-1930 is silent again.
D-1930: What was I supposed to do? You know these people, they’re murderers! Rapists! They would never-
Dr. Cray: Mr. H██████, you are not on trial, okay? That being said, I don’t see what this has to do with any “Captain.”
D-1930: Well… I fled my island on a boat I stole from the people who came to my island. I didn’t learn until later that the boat was also transporting weapons. I was hunted down everywhere I went until I found the Captain’s island. His crew mates met with me after I landed on their island and let me stay along with some other prisoners from that place in exchange for the weapons. None of us spoke any similar languages, but I could tell they were all in way over their heads. Pretty soon the Captain’s island became a refuge for convicts like us. The Captain and his crew always stuck to their boat, but we did fine on our own.
Dr. Cray: How did he get there in the first place?
D-1930: His crew was from South Africa running cargo. They were attacked on the water and held hostage by what they figured to be pirates, but they turned out to be mongrels¹⁵ that ended up running the boat full speed onto the island.

Dr. Cray: What cargo were they shipping?
D-1930 sighs
D-1930: Nobody knew. The crew said it was sensitive nuclear weaponry destined for the United States, but it felt like they were bluffing to keep others from raiding their boat. Not like that worked, though.
Dr. Cray: Why not? Did any other convicts know what was inside?
D-1930: No, but the ship was basically a large untouched source of free metal so it kept the mongrels busy. It was only when word got around about free metal and nuclear weaponry that everyone else got involved. It got to be too much for everybody… the captain’s crew had either deserted or gotten killed with every attempted raid on us. The remainder of his crew announced that the captain was going to make a deal with the gangs hitting us.
The Captain’s deal meant he would let other gang members have portions of territory on the island so long as the boat wasn’t touched. The island was relatively bigger than most of the islands here, so the land grab was welcomed.
Dr. Cray: How did that go?
D-1930: How do you think it went? Within days the island looked like a bloody favela which started the garbage drops again¹⁶ as if it already didn’t smell like shit before. Our island became a trading capital for the gangs: stolen speedboats, weaponry, metal, one gang managed to make shitty homemade drugs and turned some of the only people I had ever trusted into fucking junkies! And what the hell do you think happened when they found out I “stole” a weapons shipment? Nobody was safe! Nobody!
D-1930 is hysterically yelling and slamming his fists against the table.
D-1930: Our world went to hell and the captain didn’t even give a shit to stop it! The gangs eventually split apart and began killing each other for territory, but there was no need to get involved so long as they didn’t touch his precious boat! Then he torched the island and the ship was stolen and it was all fucking gone! We could never leave!

D-1930: I’ll kill them. If I ever find the captain or any of his pissant mates I’ll kill them myself.

Dr. Cray: Did he or any other crew members escape?
D-1930: I don’t know, but I’m pretty sure they did - must have made a deal with whatever military force bombed the island.¹⁷ The whole island got fire bombed by two helicopters that specifically targeted where the gangs hung around. Every spot was hit except for the ship. There were riots afterwards, people climbing onto the ship. Apparently that day was going to have a serious storm in an hour and they were saying the tide would be enough to get the boat back on water.
Dr. Cray: Has that been attempted before?

D-1930: Not like this - most storms barely touch the stern of the boat but we must have been right under a hurricane. The storm was the green light for the gangs to raid the ship, and they must have cleared them out quick because they were already throwing things over.

Dr. Cray: Like what?

D-1930: “Like what?” Like the heavy bloody containers that’s what. I’m guessing the boat wasn’t rising quickly enough so they just started pushing them off somehow. Everyone was killing each other trying to get a spot on that boat so I hid until the storm cleared.
Dr. Cray: Did you know it wasn’t going to leave the area?
D-1930: Well it didn’t take a bloody genius to recognize the boat was most likely being stolen by the gang’s mentally fucked leader - you know, your people really screwed him badly when we were locked up. I didn’t know where he took that boat but I should have known he would have at least tried to destroy this place before leaving.¹⁸
Dr. Cray: Did much else happen afterwards?
D-1930: Not for a while. Mongrels and other looters came by to steal from the island but nobody actually claimed it for themselves. It was like that for a while that day until I saw helicopters over the ocean heading towards the island. I remember looking closer and seeing that they looked less like the attack choppers seen here and thinking I was saved. I ran out onto the beach, climbed up on one of the containers and started waving and shouting and then I just… blacked out, I think.
Dr. Cray: Blacked out?
D-1930: I don’t know, I can’t remember what happened… I remember just waking up afterwards on the beach… where were the containers?
Dr. Cray: Do you remember anything about the helicopters that day? Anything at all?
D-1930 stammers.
D-1930: I- No, I can’t remember.

Foreword: It is believed during WWII, SCP-4000 and its anomalous abilities were first discovered and exploited by the German Nazi party and was recovered from the ██████ concentration camp. Further investigation into SCP-4000 was granted to Dr. Sergey K█████ due to specializations in psychology and neurology.

Dr. K█████: Investigation on SCP-4000 started when I still operated out of Russia during the war. I had recently joined and I presume since my supervisors had seen enough shock therapy devices pulled from every concentration camp we came across they considered an anomalous one to be a… flash in the pan, if you will.
Dr. Cray: What told them otherwise?
K: Further investigation into the camp led us to the discovery that the majority of the deceased Wehrmacht soldiers had identification numbers tattooed on their wrists. Everyone was confused until my team and I discovered that not all of SCP-4000's lab records were incinerated. We eventually drew the connection between the anomalous abilities of SCP-4000 and the “Nazis” in the camp. Then I think some talk among the O5 people led them to place SCP-4000 out in the ocean.
C: The O5 Council got involved?
K: A faint rumor, but I believe so. I also believe the ability to turn even the most devout Rabbi into Gestapo caught the attention of the O5s - either way, they ordered our team to continue our research in Area-06 and demanded absolute secrecy of SCP-4000 and its site.
C: What experiments were done?
K: Relatively light work. After some Class D personnel were sent here and sent back out after minor adjustments were made to their personalities, capabilities, even curing medical disorders. Our code for SCP-4000-1 was so finely tuned we could modify each other.
All I needed was five minutes and I was fluent in English, among several other languages and dialects, I can read any line of our Site-4000 security orientation packet from memory, and I’m pretty sure I mastered American football without even touching American soil. Anyway, at that point I understood why the Council wanted it hidden-
C: American football is really that important to the Foundation?
K: No, it was because of [UNIDENTIFIED RUSSIAN DIALOGUE]. I think the closest saying for that in English is “knowledge is power” and with the right code we had all the power we needed. For example, how is my English right now?
C: Accented, but you’re doing fine grammar-wise.
K: How about now? If I spoke with you over the phone right now and started talking about football and hunting would you believe I was a Soviet?
C: No, no I would not.
Dr. K█████ reverts to his native accent.
K:** Do you see? Learning languages fluently is one thing, but it takes considerable time and practice for even the highest ranking sleeper agent to form a local dialect and fully immerse themself in the mind of the enemy; SCP-4000 did both flawlessly. However, if any world powers bent on spreading ideologies like Nazi Germany, America, probably even my motherland even knew something like this existed, it would be abused to no end. The Foundation was probably the most responsible with its existence.
C: Until the Red Right Hand got ahold of it?
Dr. K█████ is silent.
K: Yes, that is correct.
C: How did that go?
Dr. K█████ is silent again
K: I was lucky to bargain with them once they stormed the lab. The majority of the personnel were slaughtered and just mindlessly replaced by informants for the Red Right Hand… I thought that was going to be the worst of it until their first project came.
Moderate shuffling of papers is heard.
C: Notes here indicate that to be “Project Scarecrow,” is that correct?
K: Yes, that is correct. The entire basis for that project began with the North Sentinelese, a tribe commonly known for their resistance against modern society but not as frequently for their high pain threshold. Approximately 90% of North Sentinel Island has a mutated form of Congenital Insensitivity to Pain with Anhidrosis or CIPA - an extremely rare genetic disorder that interferes with the nerve system’s ability to feel symptoms of physical pain. The average case of CIPA disorder usually affects nerve fibers, but the mutation the North Sentinelese possesses is entirely neurological.
The Red Right Hand, the neanderthals they are, leapt at the opportunity to treat SCP-4000 like some kind of… pain-removal steroid and immediately kidnapped 5 North Sentinelese for testing. To this day I still have no idea how they did it without unwanted attention from the Indian government, seeing as how it is under their jurisdiction. Nonetheless, they brought them onto the site and informed me a platoon of new Red Right Hand recruits was coming to Site-4000 and that I had less than a week to create “proper training” for them.
Their expectations for SCP-4000 frustrated me to no end. I couldn’t just place CIPA into their heads like a scrapbook, the minds of each subject needed to be at least remotely similar and working with a mind that had developed through separation from the rest of society would have been fascinating if I wasn’t being pressured to work that into the various minds of the new recruits. It was all too random.
C: Did you get it developed?
K: It was very rushed but yes. What ended up happening afterwards was… I wouldn’t say unpredictable, but…
C: The notes here explained the recruits exhibiting “tribal behavior,” care to elaborate?
K: That makes sense. When attempting to clone CIPA from the Sentinelese, I learned that SCP-4000-1’s coding conflated several other issues the Sentinelese had from their amygdalae, namely the tribal behaviors, extreme aggression and poor control over both. The new recruits came and I used my code on each recruit. They were all carried on stretchers to their dormitories and were expected to be battle ready once they woke up.
The second they did, they immediately lashed out and killed several Red Right Hand operatives before the dormitories were locked down and gassed. I was certain I blew my chances at getting out of the site alive until they approached me and told me they reported the experiment to their supervisors as a success.
C: They wanted that extreme reaction?
K: I doubt that but what they did inform me of was they weren’t looking to create super soldiers but disposable ones - soldiers that could have easily been criminals, POWs, political prisoners, even civilians shortly before being sent to the front lines. From there, they just wanted the same thing as what happened to their new platoon: They wanted the most unstoppable, remorseless cannon fodder that would literally build off of any opposing loss²⁰ and exhaust the enemy enough for any real force to swoop in afterwards.
They also informed me that the next step was to integrate a more strategic thought process to counter the aggression of their front line. I could tell the objective wasn’t the “instant super soldier” today, but it would be pretty soon. As for the new platoon, they told me any subjects exhibiting tribal behavior would be sent back out into the ocean. From there they would find an island for each individual subject and simply place them there.
C: Weren’t they concerned about the confidentiality of the site? What if one escaped their island or came back to the site?
K: Not with their tribal behaviors, they wouldn’t. If anybody at all, be it outsider or Red Right Hand or even other subjects approach an inhabited island, they will get ruthlessly pursued away or attacked.
C: Were they involved with breaking out all the A06-2 personnel?

K: No… that was later. The Red Right Hand were dissatisfied with the first experiment: they were capable of inhuman strength and flooding battlefields but that was as far as their mental capacity went. They wanted their scarecrows to think tactically and actually act like soldiers… the only way I could provide that was through more Class D but now that the Foundation had no control I didn’t know what to do. They seemed to know, though.
The next morning, I woke up and a general presented me to three people bound and gagged in the lab. One was a strategist, one was a hit man, and the final one was their leader. He told me all three were members of a highly dangerous guerrilla group in South America and should be “more than enough.” I later learned you Americans deem a lot to be highly dangerous in later experiments.
C: Why did you need so many Class D personnel to reach this goal?
K: I never asked for that many. SCP-4000-1’s coding may be better now, but when I worked with it altering one aspect of how a subject’s brain was wired meant ostensibly altering multiple others that might not even seem related to the former in the slightest. Not only that, but changes were irreversible.
What all this meant was if the product of an SCP-4000 test was insufficient or if the wrong aspect got altered, the subject would immediately be sent off as another scarecrow and immediately replaced by the Red Right Hand. With what little margin for error there was, Site-4000 became a prison in no time at all.

K: I was sent away long before that happened. They just told me my services were no longer required at Site-4000 and ordered me to pack my things for departure the next morning. I was probably the most nervous I had ever been on that site at that moment… I figured they were just going to kill me on the way back…
C: So they just let you leave once they didn’t need you?
K: Yes and I thought it was suspicious as you do now, believe me. That’s why your spy friends found me in Berlin rather than Bonn where I was originally dropped off. I figured if I could get past the Berlin Wall quickly I could reach the motherland and safely contact my associates there.²¹
C: When did you say you and personnel performed experiments on each other?
K: Almost all the time. If you want, I can recite the Security Orientation pack-
C: That won't be necessary, doctor. However, it is common - and I mean very common knowledge that SCPs are never to be used on personnel unless approved by those in the highest

clearance levels. We have plenty of approved logs here mentioning proficiency in acadamia, information preservation, and your name was found on none of them. Not even the ones we found for American football.

Foreword: Towards the end of Log 1/2, Dr. Cray was briefed that no logs mentioning Dr. Sergey Kuliskov were found. Three logs were actually found mentioning Dr. Kuliskov, all of them indicating Dr. Kuliskov to have used SCP-4000 to "borrow" several abilities and information on SCP-4000 from Site-4000 personnel, Class D personnel, Chaos Insurgents, and multiple unknown personnel, namely abilities to fabricate truth, clearing areas of hostile territory, and how to operate a cargo ship. To counteract Dr. Kuliskov's ability to lie, Dr. Kuliskov was given Sodium Thiopental before continuing. Further interviews will be conducted by Lieutenant Perry due to Dr. Cray's now inadequate clearance level.

Lt. Perry: You ready to cooperate with us, doctor?
Dr. Kuliskov: No.
P: Alright, the truth serum does work. What were you doing on Site-4000?
K: I operate as a… free agent of sorts, I work with multiple organizations that are interested in SCP-4000 and how it can be used. Unfortunately for them, the Soviet government was interested as much as they were and strongly heeded for the Foundation to relocate SCP-4000 elsewhere, preferably a location they knew about.
P: What organizations? Who sent you?
Dr. Kuliskov laughs.
K: I feel I am not at liberty to say, not with someone of your clearance level within earshot.

K: Unfortunately for you, if you check the logs from SCP-4000 again, you can see I erased as many memories from myself as I inserted. That includes anyone I knew from those organizations, the army, I couldn't even tell you who my mother is. All I remember was that they really wanted an eye on it and all the memory erasure was simply their "scorched earth" policy.
P: Do you have any idea why they wanted SCP-4000?
K: You must not have been there when the other doctor asked that. If SCP-4000 could ever be used on more than one subject at a time, one person could have the power to run any sized hegemony they could ask for, from militias to nation states, the whole population fiercely loyal to the upper echelons simply because SCP-4000 wired their brains to do so.
P: SCP-4000 looks like it can transfer knowledge as well, that's what all the language fluency experiments were about, right? Why couldn't they just use it for that?
K: You clearly don't know political tides that well, my friend, especially nowadays. Just think about what would happen if the motherland never chose to relocate SCP-4000 - at times I believe they are kicking themselves for not holding onto it. If they did, well, you would probably find even the most patriotic yankees proudly singing the State Anthem without giving a second thought to your Star Spangled Banner.
P: So did the organizations you worked for share the same objective?
K: No, but I did not care. I really was working for the highest bidder and was keeping the other organizations around as collateral. However, all of their objectives were nothing short of harnessing the mass power SCP-4000 possesses for themselves. I understood fully that whoever controlled SCP-4000 was going to change history drastically, for better or worse… I just knew I had enough of a head start.

P: And the Insurgency raid, was that a part of your plan?
K: No, it made things a lot harder. I guessed the O5 Council was still trying to monitor Site-4000-
P: You mean the Insurgency? O5s abandoned Site-4000 long after it was taken.
The room is silent for several seconds.
K: Well, whoever was monitoring Site-4000 put me on their agenda. I was forced to stick with experiments on individual people rather than groups and experiments that prioritized making human apes that could fire guns.
Dr. Kuliskov scoffs.
K: Americans.
P: So you initiated the first riots, is that right?
K: Yes, I did. It became harder and harder to operate around the Insurgent agenda so the organizations all suggested I try to reclaim Site-4000. The Insurgency was sending a platoon full of new soldiers over and my plan was to weaponize the new platoon in my favor and against the Insurgency, the only experiments where they actually prioritized using a group of people. It was all perfect except… I am certain I wasn't the only informant in that site… somebody switched the coding I was going to use with an outdated code received after we first experimented on the Sentinelese tribesmen. Not only that, but then they used my code on several high risk Class D personnel, making them razor sharp predators and the platoon a collection of subhuman grunts. That is how the riots started. I was hunted by the Insurgency and narrowly escaped with my life on an escape raft.
P: Is that how you found Island 088-Echelon? The Pretorian?
K: The raft I escaped in ran out of gas, and the ship's crew found me almost dead drifting around outside of their island.
P: Did you know about the cargo on the ship?
K: I knew enough to know that if I got it in the right hands the payoff would definitely be more than anything any of my employers would provide for SCP-4000 alone. It would have been like stumbling on a pot of gold, but I was dying and needed the crew to get back on my feet.
P: Did the crew share your enthusiasm?
K: No, most seemed to dodge the topic and simply said they were transporting Uranium mined from South Africa. I only ever saw one open container on that ship… After what I've heard about what were in those containers, I almost blew any alibi I had… I still pray that that was the only Uranium shipment.
P: What have you heard about the containers?
Kuliskov laughs again.
K: You would love to know, wouldn't you? Special care was taken to insure the Foundation would never even hear of this deal for good reason, especially considering your treatment, or lack thereof, SCPs.
P: What does that have to do with anything? The Foundation is not meant to coddle SCPs, they are captured to be researched.
K: And then underused and forgotten. Take SCP-4000 for example, if properly executed it could be the answer to world peace we, as a species, have seeked restlessly to discover.
P: By creating a worldwide hivemind all bowing to whoever presses its big red button? No, Doctor, you are mistaken.
K: And you wonder why you never knew about the Pretorian. Those who did never were gifted with your tunnel vision were thinking ahead for the future. Two parties, specifically, with two mirrored ideologies. Given political relations with your country and mine as of late, that should clear the air a little.
P: You're saying both the Soviet and American governments knew about the Pretorian?
K: Our "Cold War" would not have been cold for much longer had the Pretorian reached the states. Come to think of it, it's very strange to think that with all the eyes on the Pretorian and its potential that it ended up in the hands of a group that ended up doing nothing but surveillance on it.
P: The Insurgency had their own agenda; as soon as they raided Site-4000 any Foundation interest on it was dropped.
K: Not "dropped" but more "drowned out" which I can't fault you for not knowing that, it must have been exceptionally easy to cover up Site-4000 from America, but the Soviet scientists still had families they left in the motherland. I presume any questions that were too loud were swiftly quieted by the KGB.
However, the pieces remain visible. Is it any coincidence that the Pretorian was shipwrecked in an area unbeknownst to even those with the highest security clearance at the Foundation? How about its proximity to Site-4000? Is it any coincidence that after the Pretorian's island was bombed the Insurgency immediately responded with a worldwide revolt against the Foundation?
P: What was your part to play in all of this?
K: I already told you, my objective was to discover a way to utilize SCP-4000 to-
P: After you found the Pretorian.
K: I didn't have the same level of radio contact as I did when I operated in Site-4000, plus I had to get around the ship's crew. I had to wait until I was healthy enough to move before I could sneak out and steal enough parts to make a radio of my own. I debriefed them on what had happened and they informed me that the Pretorian needed to leave ASAP otherwise the cargo would be mercilessly hunted down.
Attacks came in almost daily waves: convicts were evicting mongrels and other convicts for territory on islands, meaning hundreds of mongrels and convicts looking for easy scrap and a place to live came barrelling down on us alongside Choas Insurgency operatives who attempted to smoke us out via helicopters. The crew lived in a constant state of war and fear, and the crew members who deserted usually came back to us in pieces as warnings to leave the island. The captain eventually allowed certain convicts to claim residence on the island in exchange for weapons, food, ammo, or being able to stand guard. It made it all the more complicated for me - I had to convice him to leave, not set up permanent camp here.
I had a slight suspicion he had already seen my identification when he and his crewmates found me and had his doubts, so I let him "accidentally" find my radio set. I posed as a deep cover CIA agent and told him all the convict gangs attempting to forcefully take the Pretorian were proxies for organizations across the world bent on using the Pretorian's cargo on the rest of the world and that I needed to direct the CIA over to the island to get the cargo out. I told him the only way it could be helped is if he sided with the CIA's "proxy gang" and allowed them to take up residence on the island. This way if anyone wanted to reach the Pretorian, they had to get through the gangs first.
P: He bought that?
K: At times I think he never actually believed anything I said, but the situation would often be so desperate he treated my orders as his lifeline. He did push back, however, saying the gang would attempt to overrun the Pretorian just as quickly as any other gang would. I agreed and outlined a plan to manipulate the relations and politics of the gang so attention would be directed away from the boat and towards each other.
K: We encouraged the growth of businesses on the island - food, scrap metal, boats, weapons, drugs, anything marketable and valuable enough that gangs would police each other if people began murdering or stealing from one another. That was enough to drop any more outside attacks even from the Insurgency with that high of a population on one island.
Kuliskov smiles.
K: It was perfect to gain his trust. However, he still believed I was working to triangulate our position to the CIA, so it was perfect time to begin the second phase.
There was a reason why I picked that gang above any other group of brutes the Insurgency abducted: After the first experiment of North Sentinelese tribalism went wrong, they set me to work on ways to introduce "team work," as they so delicately put it. I eventually did modify the code so they were more collaborative towards each other, but the code ended up making them only collaborative towards each other and still hostile to everyone else. This gang, originally a large sect of Afghan Mujahideen soldiers, were few of the remaining test subjects from that code that lasted past the riots - any other groups either reverted to individual tribalism as mongrels or died trying to take Site-4000 for themselves.
P: What did all that have to do with your plan?
K: They were the perfect gang to protect the Pretorian: Primal enough to ruthlessly defend what they considered theirs while keeping safe distance from what wasn't theirs at the same time. At that point, all the ship's crew needed was a sniper outpost to kill at least one person trying to climb in and they all would scatter. Plus, considering the original objective to convert them to Insurgent fighters by introducing fluency of several languages into their minds made them perfect to barter with other gangs.
That being said, they were still territorial so when more convict groups moved onto the island for profit, there were frequent skirmishes.
P: Was there any worry of new gangs attempting to raid the Pretorian?
K: No, but that's how we designed it: we were molding their area of control perfectly around the ship through supplying rival gangs in areas where they had less control and then supplying the former Mujahideen where control was weak. This eventually formed a "hornet's nest" around the ship where any trespassing attempt was immediately seen as an act of war. We were locked in, but everyone else was locked out.
P: "We?"
K: Well, I couldn't have the captain see me as a proper CIA agent without taking part in any black ops. He still believed I knew a way out, however.
P: How did you achieve this? Didn't you say you were wounded?
K: Yes, but the Pretorian still had its crew. The convict gangs were also small minded so all that was necessary was for the crew to be wearing the right color clothing and to never be seen around the wrong color.
Most of the crew couldn't stomach the work, especially recovering firearms off of killed convicts… they were pretty pennies, those Kalashnikovs. Nobody gave them up without a good fight, especially the Protocol 12 draftees. They were more worse off than even the most starved mongrels and the crew knew it. I believe that was one of the reasons why crew members started deserting in the first place - couldn't handle a little volatility in politics.
Anyway, the captain began to get impatient. The gang warfare had him on edge, the Mujahideen were starting to lose territory again, and the majority of the crew was either dead or dying. My original plan consisted of continuing to throw gas on the island's infighting until it got tool rough for the captain, at which point I would order a helicopter extraction for him which would either be shot at or shot down by all the gangs, preferably taking the captain down with it, then, assuming reinforcements would follow code, they would show up and take the island, allowing full control of the Pretorian.
P: You could have called for an evac chopper? Why didn't you just call it in earlier?
Kuliskov softly laughs.
K: One of my employers, who I won't name because your serum may be good but it's not as good as SCP-4000,²² wasn't even slightly interested in the Pretorian, if you could believe it. They were interested in the people that the island magnetized so well. You should check the Site-4000 manifests, see how many infamous and insufferable "Public Enemy Number One" devils ended up as supreme leaders and despots of Area-06 while the rest of the world, probably even your colleagues thought were six feet under or imprisoned without any hope of return… at least on paper.
Think about the repercussions if men like that had enough fuel, enough information, and were capable in any way, shape, or form to reach or even contact the outside world again. The Pretorian's island was the barrel, and it was filled to the top with fish.
By the time reinforcements had arrived, new quarrels were rising up: the cyclone was wiping the eastern area clean and was moving quickly across Area-06. This meant more refugees were flooding into the Pretorian island and were buying out everything. However, some gang based in the far eastern Area-06 had never even heard of our island and just assumed they could rob everything clean like any other island. Push came to shove, and pretty soon nobody was above petty theivery. People were just starting to leave with both arms full before getting firebombed.
They knew exactly what to hit: they hit every docked boat first so nobody could leave, next they tore apart every gang's main stronghold, most of them you wouldn't have guessed from a distance since they were all huts made out of garbage and metal. Finally, they took care of anyone in plain enough sight to be seen not just up above but by others on the ground solely to set an example. There were some convicts that probably got more firepower put into them than each gang's stronghold put together. "Shock and Awe." Nobody could even hear anything outside of a strong ringing when they were done.
P: According to weather reports, what appears to be a category 3 cyclone hit Area-06. Why call in an evac helicopter during that time?
K: That level of planning was courtesy of one of my employers. The plan consisted of quiet surveillance by me until right before the Indian Ocean's annual cyclone season. Next, the Pretorian was to be swiftly captured by armed forces and then, once air frieghters have recovered the cargo, the cylcone was predicted to wipe the island clean, washing any evidence of what happened into the ocean and leaving the Pretorian to be picked apart by whatever mongrels were left.
It might have even worked had it been the only operation I was working.
