A tale of two councils

Are you sure this will work O5-11?
The rest of the O5 council sat, staring at their respective screens in anticipation. The O5 council rarely ever saw each other in person with the exception of O5-4, who, for all extents and purposes, was a man who revealed his name and identity to all, his only name secret being his ability to appear anywhere seemingly at will. This was further backed by rumours of appearances in alternate dimensions or worlds, such as the Three Portlands or Corbenic. He was joined with O5-10 and O5-2, the three sharing a camera.
“This is a level of power no one man should hold” O5-4 interjected. “Imagine if it got into the wrong hands-”
“Enough” uttered O5-01. “Let us hear out O5-11. This idea alone is enough to question her sanity but the realization of such an undertaking means that she now hangs on a very precariously thin string.”
“Thank you O5-1” spoke O5-11. “This project will have the capacity to change the world more so than project Rainbow Body or even Redline- Maybe both combined”
“Allow me to interject” O5-7 interjected, “But by my understanding, both projects failed, and had it not been for the intervention of certain external parties those experiments would have failed”
“Green has a point,'' stated O5-6. “But please continue”.
“As some of you may know the Project was not initially designed by foundation personnel, but instead was a personal creation on behalf of Clarence Prometheus.”
O5-10 visibly recoiled, her face turning beet red in anger, but she remained silent.
“So this was initially used as a cataloging prototype before a scientist- Dr. Richards- acting upon orders from Prometheus himself, was authorized to use “any means necessary” to create a “Prototype managerial device to remotely control essential site functions”. The result is an old Macintosh that has basic ASCII functions, and few commands, but the power it wields is immense. The device was initially in disrepair but I took the liberties of recruiting a former Prometheus Labs employee from our ranks to… restore it to functional order.”
“Exactly what do you mean by this 11?” Asked O5-1.
“Well he can tell you better than I can” she said as she gestured towards a weary young man with chocolate brown hair adorned in a pure white lab coat. “Now you see this was-”
“Isn’t he a bit young to be a prometheus employee?” Interjected O5-3. “He’s just a kid. What is he doing here anyway?”. O5-11 glared at O5-3 before brushing aside a lock of hair and gesturing towards the young scientist, as the council turned to stare at him. “So this is the O5 council,” the scientist said. “Good morning, or evening” he said as he turned towards a projector. “My name is Luke Bishop, and I am the head of the Anomalous Materials lab from Site-50. A few months ago O5-11 came to me with a request to recreate the former “Device” to working order. The inception of the project gave Prometheus power beyond comparison among his order, but it was due to it itself that the ‘89 incident happened. It seemed to pick the Foundation with little prompting, after Prometheus died it remained without an active binding the element, so Eleven has generously provided a few Type Blues besides myself to fully complete the activation if the situation calls. It was found on an exploratory expedition on Research Site 4, where O5-11 found of its whereabouts soon after it’s recovery and enlisted me to return it to working order, which required a sizable amount of holy water to purge site-50 and a few d-class who will not be returning to their posts” he said smiling. “Not only has Eleven gone mad but she brought a mad child with her too" grumbled 05-6
“This is… Interesting” 05-13 said, speaking for the first time. “A double edged sword, one with which we could rise to new heights, but could very well be the downfall of the foundation”, he said with a distorted voice from a black screen. Of the 05 council he was the only one who never revealed his face, noted Bishop. “Perhaps we should consult with the administrator first” 05-4 spoke. “A desicion of this magnitude should not be made haphazardly”.
“You fools are considering it?” 05-6 roared. “O5-11 should be removed from her seat and taken care of, along with this arrogant kid! They are playing with something we could never dream of controlling!”.
“But i’m not a kid-” Luke started to object before O5-1 cut him off. “Decency O5-6. If you have problems with this device you can state them in a more civilized manner”. “Hold on a sec-” Luke started before O5-3 continued in his robotic voice “6 has a point. The plan is stupid, plain and simple. We don’t know what that is or what it’ll do to us. For all we know 11 could be planning a coup of the council again. God knows Mann tried that once before, what’s to stop her?”
Three knocks resounded through each screen. O5-1 stared intently from his office in Site 01 at the collective mass of screens, each representing the council members. The strangest thing was he heard it too. From right behind him. He muted the call, before turning to buzz his receptionist if all was well, while fumbling through his desk for his Colt. “Long time no see 1”.
One by one the O5 council started to disappear from their monitors, each replaced with a black screen. Luke Bishop stared wildly at the screen while taking a step back from the collage of black monitors assembled before him and clutched a golden coin, his blood running along the inscriptions imprinted on it. “Is this supposed to happen?”, he inquired, his voice tense. “No, I suppose it shouldn’t”. Those were the last words uttered by O5-11.
O5-4 stepped back from his monitor, muttering to himself about stupid contingencies. He thought
it best to leave for the time being. He could be at Portland in three minutes, if he hurried, he thought to himself. He got out of his chair, and turned out the lights in the dusty basement he found himself in. He managed to get his jacket on, only to hear a voice behind him. “Where are you going, Mister Fires? I’ve only just arrived”
In a place where the sun never rose, and the dead met their end, O5-13 sighed. This was going to take a while to clean up, but he was fine with it. It was the fifth time something like this had happened, and he was quite tired of it, but it was his job, and he had made a pact with the Administrator. He glanced up at the two moons overhead before picking himself up and standing up. “Please, take a seat, Mister Richardsons. I’m sure that even the immortal become tired at times”
Luke Bishop stood, rooted to the spot. O5-11 had teleported to the other side of the room, and all the O5 council members were staring intently at their monitors. “This is a level of power no one man should hold” O5-4 interjected. “Imagine if it got into the wrong hands-” “Wait” Luke interrupted, his face white as a sheet. “What’s going on here, you all just disappeared, how are you back-” “What is this child doing O5-11?” inquired O5-2.
