Elevator Pitch: Core of the idea is that it is a super fucked up version of a middle part of Detroit. 2 areas are affected by the activation events caused by the SCP.

Central Narrative: Detroit at 2 chunks of a big area of the SCP has activations that turn the part of the place grayscale looking, if you are caught inside of the SCP during an activation event you are horribly mutated and are put automatically into one of the buildings even if you were on the sidewalk at the time inside the activation zone.

Hook/Attention-Grabber: I had an idea of it being an odd-dimensional rift in the smack middle of Detroit, this dimension is unknown but mutates the living shit out of people. Slowly through the SCP file more and, more clues will spring up on why this is occurring. Different experiment files on subjects inside the buildings after the activation was over, testing is very limited in the fact that the beings that have formed due to this activation are very hostile.

extra idea stuff:Basically in 2 areas of Detroit, there is an activation event that occurs, making the area grayscale looking. The reason this being is the liquid that persists out the buildings, it gets to the point where both areas are consumed in it. Anyone to enter these areas or KIA or MIA, cause they never return. There have been no photos of the inside of the SCP during an activation event. I had an idea of the people never being recognized and being horribly mutated to nearly being unrecognizable because of them being in the activation that or them witnessing the activation turns them into the monsters, but at that point, it would be an XK class scenario. That or them witnessing the activation destroys people mentally, as seeing it in person could be deadly to a person. Basically, Detroit but a certain part of it makes people mysteriously disappear, and possibly in the remaining buildings around the area, there could be horrid mutations of people who have gone missing in this area, the only way there recognized is by blood samples.
