Special Containment Procedures: SCP-4396 is to be contained under the seabed surrounded by D class personnel at three varying distances from it.

First level 2.5km under the ocean floor, 4,211m from the ocean surface and 0.5km from SCP-4396

Second level 1.5km under the ocean floor, 5,211m from the ocean surface and 1.5km from SCP-4396

Third level 0.5km under the ocean floor, 6,211 from the ocean surface and 2.5km from SCP-4396

Each level contains 100 class D personnel, that need to be rotated between the levels once every 24 hours. the class D personnel need to be replaced on a once-per-month or less basis. This has to do with the class D personnel losing their basic cognitive functions such as walking, talking, being able to express emotions and memory of all events who transpire since the time of them getting into that state.

The state seemed to dissipate after a 1-18 months period in which the personnel slowly revert back to their original state. No reason was found as for why some stay in their sickened while others recover. The only situations in which it made sense for the recovery to be different was with the personnel who exhibit Mild Cognitive Impairment (MCI) before making any contact with SCP-4396.

Description: SCP-4396 looks like a skinny and pale male, bearing black hair and a curly black mustache. It wears a top hat and a black and white victorian-English suit.
SCP-4396 measures at 40kg and 183cm.

The first noted appearance of SCP-4396 is on 28th June 1914. It is noted that the assassination of Archduke Franz Ferdinand in Sarajevo which was the leading cause for the start of WWI was an illusion created by memory manipulation done by SCP-4396. According to reports all of the people watching Archduke Franz Ferdinand while he was parading in Sarajevo saw him die. It seems that the powers that be, either a country or a secret organization, Archduke Franz Ferdinand himself and SCP-4396 all did what they could to keep the death of Archduke Franz Ferdinand as a fact and make sure it will never be known to the public that he survived.
Later reports stated that no harm was done to Archduke Franz Ferdinand and he died from poisoned wine later in 1933. Even though the report of Archduke Franz Ferdinand, being alive and well, all reporters that were in charged in announcing to the public that he was still alive claim to have no memory of that even when shown papers that claim otherwise.

After WWI, when research into human psychology became a common practice in many places throughout the world. Research labs from all across the world reported many cases of memory loss and people who have never seen the battlefield of the war claiming to see them and described real occurrences that were never officially published. All who claimed to see those weird dreams and memories also described a figure matching the appearance of SCP-4396.

All of the people who have described that man as seen in their dream were named the Dreamers. The Dreamers started calling the man in their dreams Dr. Dream. When asked for the reason they were referring to the figure as such, the Dreamers persistently claimed that was its name.
All Dreamers showed some degree of slow sanity lose and some kind of sickness that is usually associated with old age starting at a very young age.
All Dreamers from the age of 5 to 60 were shown to develop some form of Mild Cognitive Impairment.
More than 90% of Dreamers above the age of 60 who dreamt of SCP-4396 two times or more, entered into a comatose state 1-3 months afterward.

SCP-4396 was captured 1969, 23 of July, two days after the first manned moon landing.
It was reported to the local police > “There is a pale skinny man just walking around in here”.
A short time after it was captured by the local police it was released no one from the police department remembered why. Shortly after the police released it the Foundation got there and caught it. It has been under Foundation containment ever since. The containment of SCP-4396 was and still it a top priority due to numerous memory pandemics and symptoms associated with SCP-4396 being reported from all over the world.

In the 40 years of ensuing analysis and investigation of SPC-4396, the Foundation researchers came with the following conclusions:

Addendum 4396-1: Numerous tests were done on SCP-4396 throughout the years. many of the tests were done in order to see how SCP-4396 respond to different things. those included brain wave reading, reading and math tests and talking to SCP-4396. None of those gave any kind of reaction. A reaction was observed in SCP-4396 after someone next to him had a specific thought that for an unknown reason made SCP-4396 react. It was also observed that SCP-4396 responded to dreams of the researchers as if they were telling it what they dreamed about without them ever telling it anything about their dreams.
Thus a few hypotheses rose, the main one claims that SCP-4396 can perceive what people are thinking and what their dreams are.

Addendum 4396-2: All researchers that have been assigned to SCP-4396 became Dreamers.
All current Special Containment Procedures do not prevent knew Dreamers from appearing but does successfully reduce their frequency, from around 0.00001% of the human population per year to about 0.00000001%.

Addendum 4396-3: Some of the dreams conjured by SCP-4396 and described by class D personnel in the levels that contain it are as follows:

Walking in a world with all manner of creatures that looked as if they are taken from bedtime stories or legends. such as dragons and giants. however, at the end of the dream, they all become paper versions of the creatures they once were.

Another dream was about a Deer-like creature with a human face and “hexagon brain looking things” around it.

There was a dream about walking in a forest and seeing creatures. When in the dream addressing the forest as “the forest/this forest” the dreamer started feeling like he was losing himself and then the dream ended.

A lot of dreams were more general like just having a happy life or just dreaming about the worst thing that person can think of. While in the dream everything felt so real that when the dreamer came back to consciousness real life felt mute.

A lot of dreams were lost due to most of the dreamers being class D personnel that researchers can see only once a month and dreams get lost way before getting to someone who can write them down.

It is unclear if SCP-4396 has a form of Clairvoyance, if it can see the future or whether SCP-4396’s ability to know what it shouldn’t be able to know, comes from a different place.

Addendum 4396-3: Damage has been afflicted to SCP-4396 in order to observe its response; although it appeared to be damaged like a regular human, all injuries vanished between observations. Attempts to observe SCP-4396 continuously resulted in all afflicted injuries vanishing whenever observation elapsed (when the observers blinked).
When multiple personnel observed SCP-4396 for over 24 hours, its injuries vanish, and all memory of the time is forgotten by the observers. Cameras observing SCP-4396 fail during such periods.

Addendum 4396-4: It is observed that the more a person interacts with SCP-4396 (whether it be in a dream, or while awake) the stronger the effect of SCP-4396 on that person gets. Researchers and class D personnel who were affected by SCP-4396 increased the Dreamers presence in the population. Dreamers retain MCI symptoms until they die while the researchers and class D personnel heal up over a time of 6-36 months and do not seem to re-experience any kind of dreams in which SCP-4396 appear after getting out of his presence.

Additional Notes: Containing SCP-4396 is a top priority as SCP-4396 already demonstrated the ability to cause major devastation as that shown from WWI.
It seems that the main motives of SCP-4396 are to cause as much harm as it can, though it is far from understood.
The Foundation learned about SCP-4396 “causing” WWI only after breathed by government officials about the weird memory loss pandemic that occurred back then. The entire event is a top global secret that only a few know about and at the time there was no official investigation to inquire as do to all resources being aimed at the starting war.
