SCP-4644 individuals do not appear to require sleep, and have a substantial level of intelligence, as tamed instances are able to recognize the faces of their caretakers and respond well to recall training. The majority of an SCP-4644 instance's daily routine consists of sunning itself while perched at a high location and lifting off for short gliding flights. It is noted that with more time spent in open air, the semi-translucent covering of SCP-4644 instances gradually becomes clearer and more transparent.

Captured instances will not exhibit this behavior inside the containment aviaries.

Within the next hour, two to eight hatchling Hawksbill sea turtles (Eretmochelys imbricata) will emerge from the same area of sand and make their way towards the open ocean. These turtles have been confirmed to be non-anomalous.
Currently, researchers at Outpost 4644 have collected enough omamori scraps from SCP-4644 remains to create a rough reconstruction of the full paper talisman. Based on their design, the charms carry the kanai-anzen focus, for "safety or well-being of one's family and peace and prosperity in the household", as well as a woodblock signature bearing the kanji 龍神 (Ryūjin), the name of the mythological Japanese guardian deity of the sea.

I'm going to start by fixing up the image coding and the clinical tone, but there also needs to be more depth to the article besides "these are inanimate objects that behave as animals". I have a few ideas for a backstory (these are the souls of turtles who died from plastic bag consumption), but I'm wondering if you had anything in particular in mind.
AlleraRey Originally, my backstory for it is that either those were creatures created by a person as an unconventional method of removing pollution or it was just a freaky evolution. Since I don't know how to tell it, I just dropped it.
I like the turtle idea. How does the story go?
Zyn: I was thinking that the kites spontaneously manifest from the ocean near Kuroshima, and seek out traditional Japanese shrines honoring deceased ancestors. Sort of like the deceased turtles going to a place of spiritual connection with the remaining living humans before going on with their duties. The kites then spend some time growing/healing, and fly out to the ocean. After engaging in courtship, will give "birth" to actual non-anomalous turtles (I'm thinking the Hawksbill sea turtle) to rebuild the population. The kites then "die", becoming pieces of plastic bag mixed with fragments of decayed turtle shell and a scrap of a paper talisman. The writing on the talisman can be matched to the work of a local environmentalist artist, who disappeared sometime back after going on a sightseeing trip.

Why do they specifically seek out Japanese shrines?
Zyn: I was thinking some sort of spiritual purification. The turtle souls can shed the pollution that killed them when they were alive, and then after spending some time as spirits, continue the cycle of life with healthy babies.
I've started revamping the containment procedures. I think the majority of the description can be kept as-is, just with wording changes from me to make it more clinical and another single paragraph with the background I mentioned earlier.

Zyn: No worries, most of the work I'm doing is just moving things around! I think with you contributing the images and the majority of the description, and me handling the containment and a bit of addendum/ending description stuff, the workload is pretty even.

Younger "juveniles" appear as miniaturize versions of adult SCP-XXXX, with the smallest recorded length of 15 cm.

Based on the current polished article, after the "adults" mate, they don't really produce this guys anymore.

Japanese butsudan are used to pay respects to family members who have passed away. Since Foundation staff stationed at the place have private information liabilities, the work relationships are used instead. Also a thematic nod to the idea of everyone on earth being a family, and all the environmentalists playing a key role. I've added a footnote and some more content to help explain that.

Subsequent investigation of shrines and temples in the local area and surrounding islands has revealed that at the start of each new year, an older gentleman carrying a rokkaku kite on his back will invariably be the individual to purchase the greatest number of kanai-anzen focus omamori out of all visitors.
Staff of these religious sites comment that the man in question possesses no significantly distinguishing facial features, but consistently wears a large, hexagonal engraved coral brooch. Personal accounts of the specific carvings differ; some report that the carving is of a Japanese dragon, others report seeing the kanji for 龍神 (Ryūjin), the mythological Japanese guardian deity of the sea. All attempts to locate the individual have been unsuccessful.
