Special Containment Procedures: In order to prevent another XXXX-Event,  Foundation Web-Crawler Delta-05 "TV Phase" is to monitor Web traffic, videos and images uploaded to the Internet with SCP-XXXX contamination and neutralize it, as well as notifying research staff of SCP-XXXX's presence by the following:

• The location of where SCP-XXXX has been uploaded.
• The individual who posted an item contaminated with SCP-XXXX.
• The method of uploading.
• The date, time and location of the contaminated item.

A memetic trigger has been embedded within television channels and broadcasting stations world-wide, with a similar function to Web Crawler Delta-05. So far, no instances of SCP-XXXX have been detected. 

Individuals suspected of being infected with SCP-XXXX (Designated SCP-XXXX-A), they are to be analyzed and if confirmed, Cognitohazard-075 and SCP-XXXX will be considered uncontained. Procedure Romeo-11 is to be enacted as soon as possible.¹

PoI/GoI-XXXX is considered a high priority person/group of interest.

Description: SCP-XXXX is a memetic agent that can be embedded into electronic material, such as audio files, images, videos and animations. The method of this implimitation is unknown. SCP-XXXX can spread via sharing, e-mail, Internet connection, posting and network broadcasting.

When a subject is exposed to SCP-XXXX, they will experience the following symptoms:

• Agitation
• Increased aggression
• Develop a hatred to objects
• Develop a hatred to living organisms
• The desire to hurt/destroy said object/organisms

The time it takes for a subject to become an SCP-XXXX-A instance varies depending on the length of exposure and their Memetic Resistance Value or MRV. These instances will utilize any item available as a weapon, depending on said item, in order to hurt or destroy the target they desire. Their aggression increases over time, resulting in damaged blood vessels, high blood pressure and heart attack.

However, SCP-XXXX-A instances can be cured via use of Cognitohazard-075, created by Dr.Samantha. Cognitohazard-075 can effectively neutralize the effects of SCP-XXXX, as well give temporary immunity for an estimated ten (10) minutes. As such, instances of SCP-XXXX-A is to be subdued and administered Class A amnestics. Lethal force is not recommended unless deemed necessary.

Procedure Romeo-11 be enacted by a majority of votes from the Overseer Council. Once enacted, it will be carried out by the following:

1. Research into a replacement for Web-Crawler Delta-05 and the memetic trigger.
2. Word wide civilian power supply and contaminated Foundation sites/areas will be shut down until a replacement is created.
3. Missiles containing large amounts of Cognitohazard-075 will be launched into the Earth's atmosphere and detonated.
4. Once missiles have detonated adequately, Foundation personal are to then repair damages to infrastructure and heal injured civilians. Remaining SCP-XXXX-A instances are be restrained and administered Cognitohazard-075. This process may take up to 2-6 years to complete, depending on the amount of damage.
