Special Containment Procedures: SCP-4173 is to be maintained in a facade resembling an experimental molten salt reactor. An electrified barrier topped with razor wire is to be installed around the perimeter of the containment area. A guard post labeled with United States Department of Energy (USDOE) insignia is to be maintained by foundation operatives wearing the uniform of the DOE Federal Protective Forces. Personnel with a clearance of 3/4173 and above are permitted to access the interior of the site.
Inside the facility is multiple metallic alloy silos which must not be opened, filled, or drained. Surrounding these containers is to be a variety of fire extinguishers, electromagnetic antimatter containing fields, and various humanoid containment cells. Each cell should be equipped with facilities for remote care of humanoids.
In the event of an "Open-Valve" incident, the resulting matter is to be led away through alloy pipes to an offsite and autonomous foundation laboratory for examination. In the event of anomalous material, a MTF equipped with anti-cognitohazardous equipment will be dispatched for recovery.
Description: SCP-4173 is an anomalous chemical manufacturing plant discovered in rural *[REDACTED]* in 19██. The facility consists of 6 main silos surrounded by scaffolding in a manner consistent with modern chemical plants. At the base of SCP-4173 is a valve that tapers to a diameter of 1.5cm. Any vessel placed in the area marked "Waste Receptacle" will have an appropriate amount of liquid dispensed into the container. SCP-4173 seems to determine what liquid is appropriate and what consists of a container. So far testing has shown containers to be any object capable of holding a liquid. Additionally, the liquid dispensed is capable of having a variety of properties. Testing has exposed anomalous liquids, anti-matter liquids, *[DATA EXPUNGED BY ETHICS COMMITTEE]* , low/high hume level liquids, and standard non-anomalous liquids. Senior research staff has requested all staff level 3 and above to contribute additional vessels for testing.
Addendum: Due to the capabilities of SCP-4173, Senior Researchers have petitioned the Overseer council to allow inquiry into any plausible limits of the Anomaly. Command has issued a provisional green light for testing by personnel with Level 4/4173 approval.
