Special Containment procedures:
SCP-4232 is to be kept in residence at site [REDACTED], SCP-4232's holding cell is to be kept in comfortable conditions for SCP-4232. At no point, excluding during testing and only when authorized by level 2 personnel, is SCP-4232 to be within audible range of any other holding cells containing SCP's with the ability to communicate.
During the event of a containment breach in site [REDACTED], SCP-4232 is to be treated akin to a member of class 1 personnel, and should be immediately evacuated, unless otherwise instructed. Testing with SCP-4232 with any other SCP should be cleared with a member of level 3 personnel or higher.
Description:
SCP-4232 Is a human male aged 20 at time of recovery and standing at 6', SCP-4232 is of a slender build. SCP-4232 refers to itself a Joe [REDACTED], after recovery; it was found the SCP-4232 had official birth certification from [REDACTED] hospital in south east London, UK, see addendum 4232-2.
When not exhibiting primary effect, SCP-4232 shows no signs of any anomalous traits, physical, mental or spiritual. On top of this SCP-4232 willingly handed itself into foundation custody after initial recovery. Due to the average human traits shown by SCP-4232 it is encouraged that staff interact with it most days, suitable provisions should be made to keep SCP-4232 comfortable, to encourage continued cooperation with foundation personnel.
SCP-4232's primary, and to date, only anomalous effect is the ability to converse, or at least communicate with any creature, object or entity that also possesses the capability to communicate, regardless of whether or not he has ever encountered the object or its perceived method of communication. SCP-4232 is able to mutate to mutate parts of his body to communicate with other beings, it is able to alter the shape and thickness of vocal organs, produce new organs and appendages, change colour and even imitate its corporeal state solely with the purpose of communication. After extensive testing with other SCP's, SCP-4232 has been able to communicate with all other SCP's that have the ability to communicate.
Addendum 4232-1, Recovery:
SCP-4232 was recovered in [REDACTED] India, whilst on holiday, local foundation agents responded to a report of a man conversing with a tiger that had made its way into a residential area. Foundation personnel embedded in local police forces reported attending the scene to find SCP-4232 sitting with the tiger, vocalizing in tiger like roars and growls. After foundation personnel detained SCP-4232 he was taken into custody at site [REDACTED] where he was initially interviewed by researcher [REDACTED], see addendum 4232-3
Addendum 4232-2: SCP-4232's birth certificate, medical records and school records:

SCP-4232's medical and school records show no anomalous events, on many occasions however it is noted that on multiple occasions SCP-4232 was seen to be conversing with animals
On one occasion an irregular result has been noticed in SCP-4232's medical records, see bellow
2/09/[REDACTED]: SCP-4232 was brought to A+E because family thought that SCP-4232 appeared to have lacerations on his neck. However when SCP-4232 arrived at the hospital, the lacerations seemed to have vanished, doctors initially thought that these where irregular rashes. We now believe these where gills that SCP-4232 mutated in order to communicate with fish in his neighbour’s garden pond.
Addendum 4232-3: Initial interview with Foundation Dr [REDACTED]:
Dr [REDACTED]: Hi, My name is [REDACTED], would you mind detailing for me what happened on 02/09/[REDACTED], the incident with the tiger?
SCP-4232: I was with my friends, I’m not gonna lie we were pretty baked, and as we were walking back to the hostel we were staying at, we suddenly realised a tiger was like literally right on the road in front of us.
Dr [REDACTED]: You mentioned you were baked, I assume you mean intoxicated on marijuana? What happened next?
SCP-4232: Yeah man we’d been smoking a bit of weed, anyway, the tiger started growling and coming towards us, my friends ran as fast as they could, I think one of them pissed themselves. I just started talking to the tiger man; turns out she was lost as hell, cos I was high as shit I just stuck around chatting to it, that’s when your guys turned up and took me in.
Dr [REDACTED]: You talked to the tiger?
SCP-4232: Yeah, I had to change my voice first though obviously, you can’t just talk to it with a human voice.
Dr [REDACTED]: What do you mean by “changing your voice?
SCP-4232: When I need to chat to an animal my voice changes, but it’s like a real change, ya know what I mean, like I can feel my throught change, Then once it has I can talk to any animals, Once I even was able to talk to a wall at my school, the change doesn’t happen when i talk to humans though.
Dr [REDACTED]: so when you want t..
SCP-4232: Not want, need.
Dr [REDACTED]: Why need?
SCP-4232: It’s not like I can just start speaking in tiger right now, I’d have to be listening to or talking to the tiger to do it.
Dr [REDACTED]: Ok, so when you need to talk to another entity, your physiology sometimes changes?
SCP-4232: Yeah
Dr [REDACTED]: ok, interesting, you mentioned a wall, are you usually able to communicate with non sentient or inanimate objects?
SCP-4232: Oh the wall was sentient; I’ve never spoken with a non sentient object before, I don’t think I could, only that one.
Dr [REDACTED]: interesting, where did you encounter this wall?
SCP-4232: My old secondary school, [REDACTED]

SCP-4232: So you gonna keep me here or am I free to go?
Dr [REDACTED]: we’ve got a few more questions to ask you first, for now feel free to make yourself comfortable.
INTERVIEW CONCLUDED
Addendum 4232-4: Reclassification of SCP-4232 to Euclid:
Previously SCP-4232 was classed as safe; however, after experiment 4232/14, doctor [REDACTED] requested a reclassification of SCP-4232.
During Experiment 4232/14, SCP-4232 was asked to translate the proceedings of an interview between researcher [REDACTED] and SCP-[REDACTED], A question was asked that caused SCP[REDACTED] to become hostile and led to D-265, D-358 and doctor [REDACTED] being seriously injured.
After this incident the implication of SCP-4232 capabilities where fully realised and researcher Hyde pointed out that should SCP-4232 have a change of attitude towards the foundation, it could use its ability to instigate irregular actions from other SCP’s or even instigate a site wide containment breach.
Upon this review the decision was made to upgrade SCP-4232 to Euclid class.
