Instances of SCP-4128-1 requesting tickets

Special Containment Procedures: Due to the uncontainable nature of SCP-4128, all tram and bus lines in the surrounding area must be made inefficient. Foundation agents have infiltrated the government of the country and severely limited the funds allocated to public transport. The average time for a tram to arrive is 2.4 hours, while a bus arrives in 1.5 hours. All buses and trams have been degraded, inducing a will in the population to use the subway instead of surface-based public transport.

Description: SCP-4128 is a phenomenon occurring in the capital of ████████ in Eastern Europe. It only occurs in public transports owned by ████, and not in the subway system or private transportation services. Disbanding public transport in the city will be met with outrage from the population and questioning of the government’s motives.
There is a 0.0█% chance that a tram or bus will encounter this phenomenon while moving along its route. It consists of a group of 3-5 ticket inspectors appearing in the vehicle (referred to as SCP-4128-1), in a blind spot where no one sees them fading into existence. They wear casual clothes matching the current season, with a blue vest on top. They will proceed to question all passengers, asking for a ticket matching the one needed for the respective public transport. If all passengers have correct tickets, the ticket inspectors will fade out of existence when they are out of sight, usually at the end of the line. Failing to provide a valid ticket will be met with a fine of ████. Paying it will have no adverse effects.
Refusal or lack of money will enrage the instances of SCP-4128-1. They will ask for a form of identification. The consequences of providing one were noted in Experiment 2B. If the passenger doesn’t present an ID, the ticket inspectors will [DATA EXPUNGED].

Addenum 1A: A previously unused tram line was reconditioned by the foundation for experimentation. The vehicles used belong to ████, but all passengers and conductors work for the foundation.

Experiment 1B: A tram was equipped with cameras covering all angles. So far, after 12.051 times of driving along the line, no instances of SCP-4128-1 have appeared. Multiple proposals received of equipping all public transport vehicles with cameras have been suggested. Currently pending.

Experiment 2A: After 4 weeks, the foundation came into contact with 3 instances of SCP-4128-1. Attempts to interview them are futile, as they will keep requesting a ticket. One of them was successfully recognized as ████ ████, a ticket inspector who worked in public transport before dying in 1990. All participants in the experiment provided SCP-4128-1 with a ticket, except for one, who instead provided an ID to pay the fine later and left the tram. The ticket inspectors then sat in the back of the vehicle, waiting for the end of the line. The passengers were instructed not to break visual contact with them. Under no circumstances should instances of SCP-4128 be bound to our dimension by visual contact, since this would lead to an XK class end of the world scenario.

Experiment 2B: The subject who offered an ID instead of paying encountered no phenomenon related to SCP-4128 for ██ days, before being found murdered in his apartment, wearing a blue vest. Investigation ongoing.

Experiment 3C: The foundation bought the company owning public transport in ████████ and changed its name to ████. However, the effects of SCP-4128 did not cease so it must be bound to the city instead of the specific company.
