A three-point approach to containment has been adopted to
1. Identify and secure ongoing SCP-XXXX manifestation events.
2. Limit and contain the disruption caused by SCP-XXXX manifestation events to the local population and the disruptive effect awareness of these events could cause.
3. Innoculate and protect against future SCP-XXXX manifestation events.
A. Identifying and Securing SCP-XXXX Manifestation events: Investigation, response and containment squads have been formed to identify and contain SCP-XXXX manifestations.
The investigation team is not to leave their designated area within Site-23 for the duration of their containment of SCP-XXXX, until such time as containment of SCP-XXXX is established. No direct communication with the investigation team and any Foundation intelligence not asigned to SCP-XXXX is to occur. All communication from the SCP-XXXX investigation team is to be fully analysed for textual and conceptual hazards before distribution to any department or agency outside of the SCP-XXXX containment team as a whole. The SCP-XXXX investigation team is to be provided with all production and expense reports available to the Foundation. The team has been assigned Armitage.aic to assist with this data analysis since (redacted date)
B. A total of 50 members of MTF Iota-10 "Damn Feds" were reallocated to form response teams to identify SCP-XXXX events. These agents will be deployed to potential SCP-XXXX manifestation sites to determine if an event is in progress. In the event that an SCP-XXXX manifestation is identified, these agents should report the event, withdraw, establish a designated offsite observation post, and await contact from a SCP-XXXX containment team. Further agents will be trained to fill this role as required. Intitial reports of a single SCP-XXXX manifestation event should not, under any circumstances, be resubmitted. All communication from a SCP-XXXX response team while awaiting a containment team should be limited to a brief team status report, concluding with a statement of the current date and time, and appropriatedly automarked with the current date and time.
NOTE: Until such time as a complete determination of the conditions of SCP-XXXX manifestation phenomena is made by the Foundation, complete containment of SCP-XXXX is an ongoing effort. Manifestation of the SCP-XXXX effect will always occur if all conditions are met, and will never occur outside of situations that meet all manifestation requirements. SCP-XXXX events can be immediately distinguished from other, similar anomalies by chrono.

SCP-XXXX Manifestations - Response Team Checklist.
1. Do effected entities repeat behavior, even on a long timescale, without the presense of other chronological entities
2. Is it significantly more difficult to get the attention of effected entities?
3. Do entities fail to respond to stimulus to novel stimulus?
4. Do entities show no response to anaestetic, amnestic, and analgesic compounds?
5. Do entities show no response to the memetic-cognitohazardous-infohazardous response battery? (Five standard cards are included with investigative kit, all agents are innoculated against accidental exposure.)
6. Do entities share a single apparent loop where no chronological anomalies exist?
7. Does the absense of a entity from participation in the loop fail to influence behaviours displayed?
AGENT, If THE INDICATED ENTITIES match ALL of these REQUIREMENTS an SCP-XXXX EVENT is IN PROGRESS.
1. DETERMINE the SCALE and DISRUPTION LEVEL of the SCP-XXXX EVENT. IDENTIFY all entities effected by SCP-XXXX manifestation.
2. WITHDRAW and ESTABLISH off-site OBSERVATION POST. ENABLE the TIMECODE AUTOMARK on all OUTBOUND COMMUNICATION
3. Send ONE SINGLE MESSAGE indicating and SCP-XXXX EVENT is in PROGRESS. Indicate the SCALE, DISRUPTION LEVEL and NUMBER OF SCP-XXXX effected entities. DO NOT REPEAT THIS MESSAGE.
4. ONCE every 24 hours, until CONTAINMENT of the SCP-XXXX event is established, SEND ONLY ONE status report one the physical CONDITION and SITUATION of the TEAM and OBSERVATION POST. SPEAK the current DATE and TIME at the BEGINNING and END of each REPORT.
5. When CONTACT with the CONTAINMENT TEAM is established, turn all COMMUNICATION DUTIES over to the COMMUNICATION SPECIALIST attached to that team. REMAIN ON-SITE to otherwise assist in MAINTAINANCE of OBSERVATION POST and PROTECTION and CONTAINMENT of the COMMUNICATION SPECIALIST. NO DIRECT CONTACT BETWEEN THE RESPONSE TEAM MEMBERS AND OTHER MEMBERS CONTAINMENT TEAM IS PERMITTED. Other members of the CONTAINMENT TEAM should not be allowed to access the OBSERVATION POST, and ideally such members should not be aware of the location of the OBSERVATION POST.
6. ONCE CONTAINMENT of the SCP-XXXX EVENT is CONCLUDED, the response team is required to remotely apply amnestics to all members of the CONTAINMENT TEAM except the COMMUNICATIONS SPECIALIST. The RESPONSE TEAM will then strike the OBSERVATION POST, and recieve amnestic treatment from the COMMUNICATION SPECIALIST and supplied with their NEW DIRECTIVE from the INVESTIGATIVE TEAM via that COMMUNICATION SPECIALIST.
7. RESPONSE TEAMS SHOULD AT NO TIME RETURN TO SITE-23 OR ATTEMPT DIRECT CONTACT WITH INVESTIGATIVE TEAM OR RESEARCH STAFF
8. Failure to comply with these directives may result in ADITTIONAL SCP-XXXX events effecting TEAM MEMBERS or OTHER FOUNDATION STAFF
C. SCP-XXXX CONTAINMENT TEAMS will consist of five agents in total.
The lead AGENT is designated the COMMUNICATIONS SPECIALIST and is to LIMIT ALL CONTACT with to rest of the CONTAINMENT TEAM to the DESIGNATED COMMUNICATION MEDIUMS. COMMUNICATIONS SPECIALIST are to establish and maintain SCP-XXXX Containment Facilities using appropriate Police/Security/Other cover. THOUGH NEVER ACTUALLY OPERATING DIRECTLY WITH THE CONTAINMENT TEAM, THE COMMUNICATIONS SPECIALIST ASSIGNED TO A CONTAINMENT TEAM IS IN COMMAND OF THAT CONTAINMENT TEAM.
The four AGENTS composing the ACTIVE portion of the CONTAINMENT TEAM are to be "ENKI-BIAS HARDENED" Agents memetically innoculated with broad-spectrum cognitohazardous and infohazardous resistance and equiped with TURNER-SHANKAR perception filters. The AGENTS of the ACTIVE portion of the CONTAINMENT team shall be: Two observation and extraction specialists, two SCP-XXXX Containment/Neutralization specialists. All AGENT will have appropriate MTF/URBAN/LOW-DISRUPT training. Equipment and uniforms shall be matcbed to appropriate regional MILITARY/PRISON/HEAVY equivalents. CLANDESTINE BASES FOR TRAINING, MEDICAL, COMMISARY, LOGISTIC other needs for these AGENTS have been established for each region. These ACTIVE PORTION CONTAINMENT AGENTS shall be dispatched from these sites, and returned to these sites after containment of any SCP-XXXX event by their COMMUNICATIONS SPECIALIST. The COMMUNICATIONS SPECIALIST IS NOT TO ENTER THESE SITES.
All communication between researchers and containment squads must occur through that squads communications specialist. No direct contact between ACTIVE PORTION squad members and the SCP-XXXX investigative team is permitted. Squad communication specialist are not allowed direct contact with any SCP-XXXX events, and should remain with response teams at established observation posts to facilitate communication between the investigation team, response team, and the ACTIVE PORTION of the contaiment squad.
One every entity effected by a given SCP-XXXX manifestation is identified, the squad is to determine the level of disruption caused the presence or absence of each SCP-XXXX effected entitys. If disruption level based on the scale of the event is determined to not be sufficiently high, the manifestation should be contained in place, observed, and fully documented for report by the COMMUNICATION SPECIALIST. ADDITIONAL Foundation assets may be deployed to limit the contact of large scale low disruption events outside of the communities that contain them. Preventing discovery by controlling contact with the event, or replacing select community members or staff with Foundation stand-ins can help prevent loss of essential natural resource extration and production supply chains, while maintaining the physical safety of entities.
NEUTRALIZING an SCP-XXXX EVENT is only to be considered if the DISRUPTION SCALE of an EVENT is significantly higher that the disruptive effect of neutralizing the SCP-XXXX event. the disruptive effect of neutralizing the SCP-XXXX event on non-SCP-XXXX effected entities in the proximity is less than the disruptive effect of neutralizing the SCP-XXXX event should also be considered. THE VAST MAJORITY OF EVENTS DO NOT REQUIRE NEUTRALIZATION IF ADEQUATELY CONTAINED.
Primary containment efforts are ongoing until the circumstances of SCP-XXXX manifestation are fully known. Prevention of SCP-XXXX is theoretically possible by preventing the neurological/behavioural patterns and cognitive states that cause SCP-XXXX manifestation to occur. Foundation designed memetic agent "Nam Shub" distrubuted on 6/6/1992, has been designed to accomplish primary containment by interrupting the thought processes believed to be primarily responsible for SCP-XXXX manifestation in %97.3 of previous manifestation events. Disruptive Effect of Innoculation is currently minimal, resuliting in a brief period of confusion and total loss of the last three seconds of memory. This has effected %3.5 increase in effectiveness over previous memetic innoculation, "Wintermute"(deployed on 7/1/1984), without causing an increase in agitation during activation.
Description: SCP-XXXX is the spontaneous erasure of the capacity of a sentient and sapient being to experience qualia. This functionally results in a loss of sentience, an inability to perform unfamiliar actions, form new reactions to familiar stimulus, or react to novel stimulus. Such entities will generally not react to stimilus outside of those of other members of their SCP-XXXX group.
Additionally, effected entities will repeat processes and routines with no apparent deviations. All entities in any SCP-XXXX activation group will adhere to a repeating schedule of identical length, and will perform all activities at the same subjective point in time in every behavioural loop.
Interfering with an effected entities performance of the loop requires active physical restraint, as SCP-XXXX entities have been shown to be uneffected by amnestics, anaestetics, narcotics, stupifying agents, and any sort of intervention involving pain compliance. Interrupting an entities participation in the event will result in that entity rejoining the event in the appropriate place and stage.
SCP-XXXX entities will react to active sources of injury within their loop as expected, but show no response to any injury occuring outside of the parameters of the loop. Such injuries occur, though even serious injuries to SCP-XXXX entities will not invote the appropriate reaction from entities (An SCP-XXXX entity that recieved a large gash due to structural degredation of the occupied building made no effort to seek even rudimentary medical attention, and was observed to experience the symptoms of blood loss, infection, and sepsis with no deviation in loop behaviour until the point of neutralization. . Though they have most of the physical requirements of any baseline entity, they will make no effort to meet those needs outside of the methods and times that occur in their loop. SCP-XXXX appear to sleep, but no method outside of this has been shown to successfully cause a change in apparent consciousness. SCP-XXXX entities age as normal, and have are as susceptable to disease and misfortune as any human, they die as easily as any being, but cannot be conclusively proven to experience suffering, as they will make no effort to alieviate it. Once SCP-XXXX manifests, the cognitive effects are apparently permanent.
The full series of thoughts, actions, and behaviours that lead to SCP-XXXX manifestation are still being determined, but all known instances share the following traits:
All groups generally (1) perform repetitive work, (2) on a generally repetitive schedule, (3) under the leadership of a single functionally unquestionable authority, (4) in a shared manner, (5) toward a specific goal, (6)wherein the work itself does not intrinsically reflect the goal.
Initially recorded by precursor agencies as early as 1760, Instances of SCP-XXXX manifestation have increased drastically since 1840. Initially hampered by a failure to identify the involved anomolous factors, computerized statistical analysis of previous Unusual Event logs by the Foundation led to the discovery that several apparently unconnected behavioural loop were likely caused by the same factors. Foundation analysis has determined that conditions for manifestation of SCP-XXXX in the general are increasingly common, even as we improve the efficacy of our memetic innoculations.
Subjects innoculated with "Nam Shub" and exposed to known SCP-XXXX manifestation conditions will experience as brief period of confusion, preventing the total erasure of the subjects sapience and ability to experience qualia.
