Description:
A gigafauna (measuring approximately 7000 meters long) located in the South China Sea, underneath the disputed Paracel Islands. The body-plan of the parathreat is mostly asymmetrical, with cephalopodic, cetacean, and fish-like traits observed. The majority of the parathreat's size is mostly taken up by its skull, three times larger than the rest of its body, which appears to be severely atrophied. Biopsies taken of the entity have been inconclusive, reporting conflicting chemistries and DNA results. PTE-10534 is in a state of low activity, and reading of its brainwaves indicates a state of deep sleep. The accumulation of sediment on top of and near the parathreat entity suggests it has not moved significantly in over 4,000 years.
A small bulbous organ, estimated to be 50 m2, is located on the exterior of the entity, below a cluster of thirteen cephalopodic eyes. This organ vibrates at a modulated frequency, producing a sound too high-pitched for local species to hear. Exposure to this sound for longer than three weeks produces multiple adverse effects on the listener's mental and physical health, including the onset of a variety of mental illnesses, reducing the capacity for free thought, and frequent nosebleeds. GOC agents operating within 20 kilometers of the parathreat must wear Gen+ cognitohazard-screening ear protection at all times.
The interior of the parathreat's brain-case is non-Euclidean, allowing for over 60 kilometers3 of traversable terrain within the meninges1 and the folds of the brain. The exact extent of the area has not been ascertained due to the changing nature of the brain-case. While the meninges regenerates slowly and can overtake structures, the non-Euclidean space, along with the vast amounts of rare and irregular materials within the parathreat, has prompted several Asiatic corporations with the backing of their parent nations, to establish a jointly-administrated colony dubbed "Kowloon Walled Cortex" (KWC) within the brain-case of PTE-10534.
History:
PTE-10534 has been subject to continual human habitation for at least 300 years, as a fishing village of 1,000 stationed on top of and within the parathreat. Reefs growing within some of the parathreat's orifices had proven attractive to many rare fish considered delicacies, so the village established a series of small campsites near a nostril, nine different orbital cavities, and what is thought to be the gills of the parathreat. This village was home to several local religions in competition to one another, thought to be caused by the high rate of schizophrenia and other related mental illnesses that afflicted the village at a higher rate than anywhere else in the world2.
While the Paracel islands are owned by Vietnam, the People's Republic of China had repeatedly contested this claim, and the discovery of natural gas and oil reserves underneath the island had only inflamed relations between the two nations. In 1999, Chinese anthropologist Liu Annchi travelled to the island to speak to the residents of the islands. Even though they were first- or second-generation locals, their culture had deviated drastically from mainland baseline. Over the course of several months Liu learned of PTE-10534, and reported its existence to the Chinese government, which quickly mounted several expeditions, establishing a small outpost within the parathreat. Vietnam quickly learned of this, but before tensions could escalate, PSYCHE Division officials stepped in and arbitrated between the paranormal branches of both governments, and after several weeks of negotiations, China agreed to let Vietnam keep control over the Paracel Islands, in exchange for joint-administration of the burgeoning outpost.
Further expeditions into PTE-10534 led to the discovery of large deposits of thaumaturgically reactive organic-alloys embedded in the walls of the GI tract, along with other rare and valuable materials. Despite the danger the anomalously strong stomach acid represented, mining operations were immediately set up, and several paratech firms, primarily smaller Chinese corporations, established branches within the growing city to take advantage of the newly discovered resources.

The population of KWC spiked in late 2010's and early 2020's, and is projected to become one of the most populated Free Ports in the known world by 2033. The majority of the population consists of laborers, under contract with either the local government directly or with corporations. Many of the laborers are political prisoners from China, though some are there voluntarily. Due to unforeseen difficulties in administrating the Free Port, the joint-government has ceded some policing power and administration capabilities to the corporations situated in KWC, giving them almost unlimited freedom to appoint officials, issue ordinances, and take action against their employees. The joint-government and the corporations have organized into a loose coalition to run the Free Port as a city-state in all but name, with the corporations dividing up KWC into districts, although the borders of the districts are often unclear due to the city's irregular geometry, and competing laws can make often confuse residents, as they are fined or imprisoned for following the "wrong laws". Given the patchy nature of the city, blackouts and failure of utilities is common, as the electrical grid powered directly by the entity's brain is poorly maintained in residential districts. Corruption and nepotism is rampant across KWC, with smaller corporations ruling as veritable dynasties over their district.
Due to the corporations' powers in governance, workers have little to no rights or protection. Dissidents are often jailed without trial with no release date. Strikes and unions are common, but put down quickly by the use of surveillance drones and police3 using lethal weaponry. Rumors of certain districts utilizing cognitohazards and memetic agents to improve morale and stop dissident behavior have not been completely proven. Working conditions are extremely hazardous, and workplace accidents are common. The aforementioned predilection of residents towards mental illness exacerbates the issue, as several dozen civilians die a year because of mental health-related issues, although the government has taken steps to rectify this by installing nets underneath the high-rises.
A significant portion of the population have taken issue with the authoritarian rule of the government, and have rebelled against the government, waging a semi-permanent guerrilla war against them. In response, the government has taken more severe steps to mitigate this, including subdermal tracking units implanted in every laborer as part of their contract.
Rules of Engagement:
Due to the scale of operations within PTE-10534, and the economic value that the entity represents, it is not recommended at this time to attempt to destroy the parathreat. It has been estimated that PTE-10534 represents a net worth of $3.25 trillion dollars in paranormal materials alone, and scientific study and experimentation with the entity could result in an untold number derivative technologies and innovations. The GOC, Foundation, and other Veil-maintaining organizations all directly or indirectly profit from the exploitation of PTE-10534, whether from direct monetary gain, or from the use of technology and materials created from resources discovered within PTE-10534.
Unless PTE-10534 should become more active, or parties within Kowloon Walled Cortex begin to take actions which the GOC cannot condone, GOC agents are prohibited with interfering with day-to-day activities within PTE-10534. The economic ramifications of the destruction of PTE-10534 cannot be fully ascertained, but is projected to be worse than any previous depression to date.
