Special Containment Procedures: SCP-XXXX is to be kept in a quarantined humanoid containment cell at Site-██. Medical examinations, by staff of Level 3 security clearance or higher. SCP-XXXX are to be carried out on a bi-weekly basis, and an MRI scan performed monthly. During medical examinations, staff are to wear full biohazard protection gear.
Any movement, or abnormal brain patterns by SCP-XXXX is to be reported to the site director.
Staff contaminated by SCP-XXXX-2, are to be placed under quarantine. If When infection reaches stage three, they are to be terminated and the bodies incinerated. See Interview SCP-XXXX-2-A.
Description: SCP-XXXX consists of two items. SCP-XXXX-1 is the body of American labor union leader James Riddle Hoffa. The body has not suffered from decomposition since his death on ██/██/19██ due to a substance of unknown origin, hereby referred to SCP-XXXX-2, coating the corpse. Attempts to remove the substance have resulted in failure. However, removal of pieces of tissue from the body has been successful.
Examination of the tissue has revealed the substance being a parasitic disease of unknown origin. Exposure to SCP-XXXX-2 without proper protection results in infection, consisting of three stages. See addendum XXXX-2-A for details of infection.
Examination of SCP-XXXX-1's brain, via MRI, shows electric and hormonal activity indicative of conscious thought. Further testing has detected no heartbeat, or further signs of life. How exactly the parasitic entity causes this brain activity is unknown. However, study of brain tissue samples extracted from the corpse, indicate the brain waves provide a form of nutrition for the parasite.
SCP-XXXX-1 was detained by Foundation personnel, following his exit from the Machus Red Fox Restaurant on July 30, 1975. Foundation agents, in a local medical facility, had detected no blood pressure or pulse during a routine medical examination on 07/██/1975 Medical personnel not under foundation employ at the facility were dosed with Class-A amnestics shortly after.
A misinformation campaign regarding the disappearance of Jimmy Hoffa was employed with a cover story of criminal involvement.
Hoffa's body ceased animation on 07/08/19██, with the production of SCP-XXXX-2 beginning five days later on the surface of the skin. Autopsy on the corpse of Hoffa revealed the internal organs had been replaced by duplicates, made from chitin, with only exemption being the brain.
Addendum XXXX-2-A: SCP-XXXX-2 infection consists of three stages. To date, recovery of the infected individuals is approximately ██% out of ███ total infections. Individuals with a criminal background are more susceptible to infection, though the cause of this is unknown. In order to examine symptoms of infection, Class-D personnel were exposed to SCP-XXXX-2 infected tissue. Disease is spreadable by ingestion of the blood of infected individuals, saliva, or by bites, beginning in Stage Two of infection.
Stage one: Infected individuals, referred to in this document as SCP-XXXX-2-A, begin exhibiting symptoms similar to meningitis. Within three hours of infection, SCP-XXXX-2-A instances will begin experiencing seizures. Five hours into infection, SCP-XXXX-2-A will move into Stage 2. If seizures do not begin within the three hour period after initial infection, the chance of recovery is high, but not guaranteed.
Stage two: SCP-XXXX-2-A are no longer considered sapient once stage two begins. The infected individuals begin to utter words and phrases, with no discernible pattern to utterances, outside of subject matter. Instances with criminal pasts, especially those guilty of heinous crimes, will say words related to these crimes, with some saying the names of victims involved with these crimes. Timelines of these events typically do not play a factor in the order of phrases spoken. While not outwardly aggressive, entities are known to attempt to bite Personnel. These bites are a known method of the spread of SCP-XXXX-2.
Stage Three: Infected individuals undergo a full cognitive rewrite. Subjects now identify themselves as Jimmy Hoffa. If attempts to correct them are made, subjects will enter a rage state. If not sedated, or terminated, they will attack any individuals not currently infected. There is no chance of recovery from this stage. The only known methods of curing individuals in Stage 3 are through use of Class F amnestics. Use of SCP-500 to treat SCP-XXXX-2 is pending review. See Interview XXXX-2-A

In regards to SCP-XXXX
Research has shown that infected instances undergo a full cognitive rewrite which occurs fifteen hours after initial infection. Brain patterns exhibited by afflicted infectees are identical to that of Hoffa. Instances identify themselves as James R. Hoffa. Within fifteen minutes of stage three escalation, SCP-XXXX-2-A instances begin exhibiting signs of aggression, gradually increasing to homicidal tendencies with lack of impulse control within fifteen minutes of Stage 3 infection
Records from the library of the Lewisburg Federal Penitentiary library suggest a growing interest in the occult by Hoffa during his time within the facility. The present theory suggests that Hoffa infected himself with some sort of entity, as a form of immortality, not unlike SCP-963. The entity which aided Hoffa is as yet unknown. What is known, is that this entity, whatever or whoever it is, poses a threat. We got lucky with detecting Hoffa's anomalous quality. Imagine if you will, the death of the individual. Everyone on Earth, being "Jimmy Hoffa". Not a hive mind, but essentially, one global conscious. One identity shared by all.
What really frightens me is this. If this disease is like others, there could be many strains. What's to say there is not a strain with the consciousness of a serial killer? What if a strain were made using the consciousness of Adolf Hitler? This is a risk we can not take. If the likes of Marshall, Carter and Dark, or the Chaos Insurgency got their hands on even a tissue sample, it could prove disastrous.
A full pandemic of this disease would, in my estimation, have the capabilities of causing an EK class End of Human Consciousness event. It is for these reasons, I request that the security threat level on SCP-XXXX be raised to Keter. We can not risk this falling into the wrong hands.

While we in the council understand your concern, we simply see no reason as to why SCP-XXXX is a keter-level threat. Yes, It is a contagious disease. Yes, it does rewrite the cognitive functions of the infected. However, the disease itself, outside of our testing, has only infected one person. And they're on a slab in a quarantined cell. With all due respect, we deny your request for reclassification. There is simply not enough justification for it.

Addendum:
On September 23, 20██ the town of ████, Nebraska, population: 800, had reports of a new strain of meningitis. This was followed by a series of violent attacks, and a number of reports of people having the delusion of being Jimmy Hoffa. A quarantine zone was established around ████ as initial response. Mobile Task Force Beta-7 (Mazhatters) was sent in to assess and contain a possible outbreak of SCP-XXXX-2. For details, see Exploration Log XXXX-2.
Following the outbreak in ████, scorched earth tactics were employed to contain the infection within the town. Investigation of a point of origin for the outbreak was initiated following the containment.
A sample procured from the water supply of ████ had trace amounts of Hoffa's DNA, suggesting the outbreak began with contamination of the water supply. When questioned, Dr. Synn denied any involvement. However, subsequent investigation of the containment area via closed circuit footage, showed Dr. Synn obtaining an unauthorized blood sample. This led to the following interview.
