Special Containment Procedures: SCP-3659 is held in containment in the SCP Storage Unit in Sector 2C in Site 62. It is to be stored inside a steel rifle case with a code lock within a 1.3m by 0.3m by 0.3m firearm safe secured by five combination locks and a thumbprint scanner. Only Foundation staff with Level 3 clearance or higher may open the safe for the retrieval of SCP-3659 for research purposes only. Upon completion of research, SCP-3659 must be returned to its appropriate container and re-locked.

Any munitions compatible with SCP-3659 may not be stored inside the rifle’s magazine at any time except during experiments and must be stored in a separate container. SCP-3659 may not be used for self defense in the event of an SCP containment breach. As of Event 7, clearance to perform research on SCP-3659 may only be granted by Foundation members with Level 5 clearance or higher.

Any and all noises or whispering coming from within SCP-3659’s containment unit is to be ignored by all foundation staff. Any personnel members found attempting to retrieve SCP-3659 from containment without orders from Class B foundation members are to be detained and issued amnestics immediately.

Description: SCP-3659 is a Soviet Mosin-Nagant ’91/30’ bolt action rifle recovered from the Volga River near █████ on █/█/1989 by Foundation Field Agents responding to reports of a strange series of deaths in the vicinity. Reports describe local civilians suddenly dying from gunshot wounds originating from within the skull and exiting through the eyes or nose.

Autopsies conducted by local surgeons discovered that the origin of the gunshot was the hypothalamus, exiting through the eyes and nose. Field Agents were able to link these deaths to SCP-3659 by following local rumors and surgeon’s reports, which suddenly stopped appearing in late 1988. Upon locating SCP-3659, Field Agents issued Type-B Amnestics to surgeons having operated on the deceased and to those presumed to have come into contact with SCP-3659.

Upon discovery, SCP-3659 bore no marks indicating place and time of manufacturing or any signs of corrosion or decay, despite having having been found submerged in water. Near SCP-3659 was the corpse of a local civilian in the late stages of decomposition. A field autopsy revealed that she had died under circumstances identical to others affected by SCP-3659. SCP-3659 was retrieved and brought to containment at Site-62 by the order of Site-62 administration.

Upon retrieval to Site-62, experiments were conducted to discover the nature of SCP-3659 by the order of Dr. █████ ███. Class-D personnel were given SCP-3659 in Test Facility 4-2C and were instructed to load a single cartridge into SCP-3659 and fire it. All experiments resulted in the deaths of civilians in seemingly random parts of the world. Interviews with the personnel revealed that those killed were people that they knew and hated before becoming Foundation personnel. The deceased included an abusive father, a prison guard, a drug dealer, and an ex-wife.

Those who handle SCP-3659 for any length of time typically report a feeling of being watched and a general state of unease. Further exposure to SCP-3659 typically induces a state of substantial fear in the exposed, followed by seeing dark shapes moving the exposed's peripheral vision and hearing voices inside their head. After such exposure, these observed sensations are known to last until firing SCP-3659. A smaller sample of Class-D personnel reported voices in their heads that told them Foundation personnel had committed personal wrongs against them and their loved ones, even though this was not truly the case. This resulted in severe mistrust between Class-D personnel and the Foundation simply based on lies reportedly told by the voices within their heads. Such voices have been concluded to originate from SCP-3659 and suggest object sentience. However, current research cannot confirm such a hypothesis.

Class-D personnel who were lied to by the voices were told to act against foundation personnel in violence, however no personnel (with the exception of Subject-7 — see addendum) acted on such lies. Such personnel eventually developed symptoms similar to schizophrenia and were placed under appropriate psychiatric care.

As of 04/07/2017, Dr. █████ ███ concluded that when fired, SCP-3659 will kill the one that the person operating it subconsciously hates the most. This raised concerns among Foundation staff, who became worried that Class-D personnel who were used to conduct experiments with SCP-3659 may develop hatred towards Foundation staff, making them potential targets of SCP-3659. Following this hypothetical evaluation, any Class-D personnel showing signs of mistrust and associated hostility were removed from all future experiments involving SCP-3659.

The corpses of the deceased killed by SCP-3659 abroad have been recovered and disposed of by Foundation Field Agents upon discovery. Upon recovery, amnestics were issued to all witnesses of death.

Addendum — Event-7
During experiment 5A on SCP-3659, a Class-D personnel member bearing the ID D-77767 (hereafter referred to as ‘Subject 7’) fired SCP-3659, which resulted in the death of a nearby security officer stationed at Site-62. Subject 7 had previously shown no signs of mistrust towards foundation personnel and remained friendly and amiable in all correspondence.

Following the death of the security officer, Subject 7 entered an emotionally agitated state cocked SCP-3659 once more. Subject 7 then fired SCP-3659, resulting in the death of Dr. █████ ███. Subject 7 then repeated the process, firing once more. Subject 7 was then shot by SCP-3659 and started convulsing and bleeding from the eyes, with Subject 7's right eye completely destroyed by the bullet. However, atypical to other deaths related to SCP-3659, Subject 7 entered a comatose state and started speaking in what on-Site researchers concluded to be gibberish. After being connected to life support, Subject 7’s speech was recorded by researchers and played back, revealing that Subject 7 had been speaking Russian backwards. Upon this discovery, on-Site researchers attempted to establish verbal contact with Subject 7, who became responsive while comatose. Following is the transcript of the event.

Investigation revealed that the rifle had only been loaded with one cartridge during Experiment 5A. It is unknown whether the Class-D personnel member had managed to recover more cartridges prior to or during the experiment or whether they had existed within SCP-3659. It is possible that the appearance of such ammunition is the result of an unknown anomalous property of SCP-3659.

Background checks on Subject 7 discovered that the Subject did not know the Russian language, and had originated from Mount Royal, New Jersey, indicating that the Subject had not been raised in a Russian-speaking environment.

Following Event-7, whispers can be heard originating from SCP-3659’s containment unit, and those who come near it report feeling as though they are being watched by a malevolent presence. Foundation personnel have been informed to ignore all whispers until further notice. All research on SCP-3659 has been halted until a new research administrator has been assigned to SCP-3659 and experiment procedures have been revised.
