Special Containment Procedures:
SCP-3923 is to be kept in a padded room and restrained with a Straitjacket. A blast steel door is to separate SCP-3923 from the outside world, a minimum of two guards are to stand around the container in case of a breach and two armed guards are to accompany any personnel who enter the container to interview SCP-3923. If SCP-3923 is to escape containment, armed guards are to make no physical contact during the capture process. SCP-3923 is to be cornered in a secure area of the facility and must remain there until containment specialists and a collection of class-D personnel arrive to assist guards in transporting the entity back to containment. If class-D personnel (or any other personnel) happen to make contact with SCP-3923, they must be terminated instantly regardless of classification to avoid spreading an instance known as SCP-3923-1. The above procedures must be followed every day of the year except for an occurrence known as SCP-3923-2b which happens on the 23rd ███ every year. This relates to a change in the entity's behavior, known as SCP-3923-2a. On this day, security must be heavily increased and all electronic devices around the containment area must be shut off (that being all electronics within a 50 meter radius of containment). If any personnel are seen accessing electronics within this radius then they must be given class-E status and taken into containment and the electronic device in question must be destroyed. If SCP-3923 is to escape on this day, pursuit will be considered futile and the on-site nuclear firearm must be detonated immediately to destroy all electronic devices on-site. This emergency procedure will hinder SCP-3923's chance of completely escaping, however will not kill or harm it.
Description:
SCP-3923 commonly refers to itself as "Bear.", all documents depicting it's name indicating a period regardless of the entities mentioning in the document (for example, two periods appearing at the end of a sentence instead of one if SCP-3923 is mentioned). All photos of the entity are corrupt or incapable of being viewed by the naked eye, so personnel must resort to sketching SCP-3923's appearance. Information gathered through drawings and witness accounts states that SCP-3923 has the build of a teenage male, however facial features cannot be detailed due to a mask covering the subject's face, made from a brown aviator hat and fabrics of the same color that closely resemble a bear's face. The rest of SCP-3923's clothes consist of a brown, tattered, leather jacket and black jeans, with no shirt or other clothing observed beneath the jacket and no footwear ever being seen on the entity. SCP-3923 speaks in a shrill voice which uncannily tries to mimic a children's television presenter, and addresses all personnel in a colloquial, friendly manner. SCP-3923's speech is very flamboyant and literate. It is only known to give specific answers when under the influence of an anomaly known as SCP-3923-2a (aforementioned in the containment procedures), however will become more desperate to escape and questioning in this state may be immensely dangerous for personnel. When under the impression of anomaly SCP-3923-2a, the entity will speak in a normal teenage voice, its accent matching that of the ███████ area in the north of the UK and is thought to be the entities real voice.
Despite the above knowledge, the origins of SCP-3923 are still unknown to the foundation. Any attempt to identify the entity have resulted in physical contact with SCP-3923's skin or mask, followed by the immediate termination of the personnel who made contact. The entity is reluctant to give details to its place of origin in both it's normal state and when under the impression of anomaly SCP-3923-2a.
When discussing with the entity normally, the topic of the conversation will mostly be situated on SCP-3923's many stories and adventures. Sometimes, these tales may diverge into the entity discussing information previously withheld from foundation personnel. Upon immediate questioning of this information, SCP-3923 will bluntly end the conversation as if offended, expressing deep disappointment in the interviewer for their interruption.

Foreword: the following interview took place between SCP-3923 and Senior Security Officer ████ after the entities first failed escape attempt. the officer's name has been redacted out of respect, as they were later involved in an SCP-3923 related anomaly and terminated as a result.

Security Officer: Alright. I don't know how you managed to get past the blast steel door or the armed guards, but all I do know is that we lost seven members of our personnel to you today, so I want to ask some questions in return.
SCP-3923: Seems like a reasonable favor. I want to point out that the casualties were unprovoked, sir. It was a small mishap and I promise that-
Security Officer: Who exactly are you?
SCP-3923: well, sir, you can call me Bear..
Security Officer: So, do you have a home you wanna return to? A little forest full of other Bear.'s like you?
SCP-3923: I have a place that used to be home. I do have somebody waiting for me, however. They're expecting me to be back soon, and -

SCP-3923: -entity falls silent for a moment- it is very, very rude of you to interrupt me. I was so lost in thought, like a balloon in the atmosphere, but you brought me right back down to this abomination of an earth. Please leave me be, I must tend to my memories.
Security Officer: Hey, I'll decide when this is over. Answer the question - Please.
SCP-3923: -entity ignores any further engagements from Security Officer ████-
Security Officer: Hm. Alright.
<End Log>Closing Statement: As a result of the breach, the aforementioned security precautions were put into place to prevent drastic harm being done to foundation personnel. All future interviewers were advised to let the entity talk for as long as needed to maximize information gathered.
Addendum:
SCP-3923-1:
The following anomaly occurs with personnel who have made physical contact with the entity. Symptoms of SCP-3923-1 are not present until five minutes after the time of contact, in which the victim will report feeling dizzy. Ten minutes after engagement with the entity, the victim will start showing signs of fatal radiation sickness, meaning SCP-3923's touch can give personnel 1,000 rads. It is important to neutralize personnel who make contact with the entity before they can make contact with any other personnel. Fortunately, the radiation does not spread anywhere outside the body and to those who touch infected personnel. The correlation between SCP-3923 and it's radiation is not yet known, however speculations have been made as a result of SCP-3923-2a's ramblings.
SCP-3923-2a:
This is an anomaly in which SCP-3923 becomes more willing to answer questions, but more desperate to escape. This happens on the 23rd of ███ every year as a part of another anomaly known as SCP-3923-2b. The entity's accent and seemingly it's whole personality changes on this day to fit that of someone who is desperate and deeply afraid. Personnel have only been able to get very little information out of SCP-3923 in this state before it begins panicking and indirectly threatening personnel with the possibility of touching them.

SCP-3923: Oh, sure, sure. A few questions. It's not like you drop those on me every ten minutes. There's literally nothing wrong with me. By simply keeping me here you're putting a lot of people in danger, okay? I'm not even -
Researcher: Can you please just remain calm for a moment. I promise that this will be quick. Where do you need to go, anyway?
SCP-3923: It literally doesn't matter to you. My singular motive is more important than your, what, 4000 little tests going on? Please, I really need to go, just let me out without hurting anymore, ple-
Researcher: I cannot let you leave. Your condition is a threat to many people and you could cause the deaths of many-
SCP-3923: innocent lives? What, 5 or 6 people die because they would obviously want to touch the Bear. guy? What I'm trying to stop is so much more crucial than the lives of a few people. You throw away lives every day, it's not like I willingly do it.
Researcher: I did not come in here to take constructive criticism of our foundation, I came in here to ask questions, so could you please oblige?
SCP-3923: Do you want me to tell you how everyone could die? I've had a very, very long time to debate how important my little pilgrimage is to not just me, but a lot of people. Think about everything you love, have previously loved and could possibly love in the future. Now, imagine all of that being erased. Not killed nor broken - gone. A scorch mark left in existence. But, I see you'd rather let that happen. -the entity pauses for a moment- However, you left one my keys to freedom right in front of me.
Researcher: What do you - oh, the Audio Recorder-! -Researcher attempts to turn off the device, but is heard recoiling in pain after touching the scorching hot device-
-mumbling and then shouting can be heard inside and outside the container as both SCP-3923 and the recording device begin to glow. Before whatever the entity was doing is complete, armed guards were able to open fire on the device and destroy it, preventing it from functioning. This recording was still salvaged.-
<End Log>Closing Statement: SCP-3923 became more reluctant to answer questions during 3923-2a anomalies afterwards. The mentioning of the entity's proposed doomsday scenario has been categorized as SCP-3923-2c.
Under the impression of SCP-3923-2a, the entity is able to use energy from even the smallest of electronics to undergo a strange process not yet identified by researchers. However, analysis performed of the area around SCP-3923 after the process shows that the air was less dense afterwards, meaning that surrounding air was somehow removed or sent somewhere else. One possible theory suggests that it was propelled outwards as the process was "explosion-like", whilst others point towards the particles travelling through time and space.
SCP-3923-2b:
An anomaly occurring on the date ██/23 where SCP-3923 becomes increasingly agitated. Whereas 3923-2a relates to the entity's behavior, this anomaly is directed at the day itself. Personnel who are associated with the studies of SCP-3923 will each have a single negative experience that has occurred on that day, all relating to burning or fire, and vary between minor and major accidents relating to their role and class. Lower-level staff have recalled burning themselves whilst cooking or handling hot materials or surfaces, whilst several ex-researchers have been involved in accidents that left either themselves or family members mortally wounded. An aforementioned Senior Security Officer was involved in a collision with an oil tanker and their car, causing an explosion which maimed them and their partner (who was in the vehicle), leaving them with third degree burns. They later died of their injuries.
SCP-3923-2c:
A yet unknown doomsday scenario proposed by SCP-3923. Further research will be conducted, however it is unlikely that information will be gathered quickly as such mentionings of SCP-3923-2c have only occurred during instances of 3923-2a.
Final Notes:
If SCP-3923 is to escape the foundation's radar after a security breach, then it is highly likely it will remain undetected for an extended time. Pursuit of the entity will be deemed impossible unless seen by eyewitnesses, in which pursuit will be a mandatory task. It is important to keep in mind the entity's ability to manipulate technology, so it should be kept in mind that documents could be tampered with if not properly maintained.
