Special Containment Procedures:

The perimeter of SCP-3856 is to be walled off by a 3 meter tall reinforced concrete wall with one steel gate on the north side of the compound, with a further 1 square kilometer territory fenced off with two lines of barbed wire fencing with a 2 meter wide space in between, watchtowers and a roadblock at the entrance to the site. The whole perimeter is to be patrolled by armed Foundation security personnel in full Russian Army combat fatigues and equipment. At least two six-man teams of operatives trained in Close Quarters Combat are to be present on-location at all times. All on site personnel must be fluent in Russian.

All SCP-3856 outbreaks are to be neutralized as soon as possible.

Description:

SCP-3856 is an abandoned late soviet era ██████ factory in Russia’s North-Western ██████ region. The blueprints of the building show two large machinery rooms connected with a small network of underground tunnels and an internal elevated two level building consisting of a locker and shower room in the first floor and management offices in the second floor. The blueprints also show a small pumping station that is situated along the Northern wall of the main machinery chamber. Upon initial inspection SCP-3856 seems to be extensively looted of all items that are light enough to carry, including all the machinery from the main floor. The loading area is littered with deformed and rusted naval shipping containers (standard). Old wooden weapon boxes and other small containers,such as duffle bags and backpacks are scattered throughout the premises, most seem to be empty of any items.

Every ██████ hours SCP-3856 manifests a number of humanoid entities designated as SCP-3856-1. Exact number of these entities varies anywhere between ██████ and ██████ upon each manifestation. All SCP-3856-1 entities appear to look identical: they resemble a bald Caucasian male in their late 40s. Most entities manifest with a firearm and some form of outdated Soviet-Era protective gear. Upon further investigation after Outbreak A (See addendum SCP-3856-A) it appears that all entities under designation SCP-3856-1 do not show any indication of higher brain function beyond attempting to scavenge whatever is left on the premises of SCP-3856. At this time any and all attempts to make direct contact with SCP-3856-1 have resulted in aggression and deaths of Foundation staff (See addendum SCP-3856-B).

Addendum SCP-3856-A:

Addendum documents first contact with SCP-3856, which was established on ████████ , when two ██████ City Police cars responded to a call of heavy small arms fire in an abandoned ████████ factory.

Transcript of the police cruisers’ on-board camera footage to follow:

[00:14], ██████ Camera footage from following police cruiser shows both squads turning off the tarmac onto a short stretch of gravel road. Headlights of the lead vehicle illuminate a low approximately 1.5m tall wall with an open gate. Sporadic gunfire is audible and what are perceived to be muzzle flashes are visible through the distant windows of SCP-3856.

[00:17], ██████ Police officers are seen opening the back of the lead vehicle and arming themselves with AK74-SU assault rifles. Only two of the four officers equip themselves with bullet resistant vests. Officers stack up into a tactical line and enter the compound. The height of the wall, low angle of the on-board camera and the lead vehicle are blocking the view beyond the gate.

[00:21], ██████ Gunfire inside SCP-3856 stops. After boosting the audio with Foundation software, a metal on metal grating sound can be barely heard. Foundation experts confirm it is the sound of a metal door opening on dry, unlubricated hinges.

[00:23], ██████ An explosion and automatic gunfire audible in recording. No muzzle flashes observed through the windows of SCP-3856 due to the camera angle.

[00:30], ██████ Police cruiser headlights illuminate an armed figure limping towards the following vehicle. As the figure moves closer, light reveals it is one of the police officers, later identified as Officer ████ ████████. Multiple gunshot wounds and what seems like shrapnel wounds are visible on his body, the officer is bleeding profusely.

[00:32], ██████ Officer ████████ gets into the police cruiser and calls for backup, reporting at least 14 suspects, heavily armed and carrying fragmentation grenades. The officer requests at least two SOBR (специальные отряды быстрого реагирования - Russian Special Rapid Response Unit) units to be dispatched ASAP.

[00:33], ██████ Another figure is illuminated by the police cruiser headlights, later identified as a manifestation of SCP-3856-1. As the entity moves closer to the vehicles, it spots Officer ████████, shouts multiple profanities in Russian and opens fire, killing ████████ and destroying the on board camera in the process.

Addendum SCP-3856-B

On ████████, 18 hours since the initial outbreak, Head of State Police briefed the President of the Russian Federation on the situation unfolding. The briefing was intercepted and brought to the Foundation’s attention by Mobile Task Force Delta-5 (“Front Runners”) .

Upon reading through the report, Dr. ████████ issued an emergency full force mobilization of MTF Nu-7 (“Hammer Down”) to location of SCP-3856 to contain the outbreak. All State Police personnel on site were given class 3 amnestics and transported back to ████████ City.

SCP-3856 containment procedures were started 22 hours from initial outbreak, according to Containment plan ████████. Two five man fire teams (Nu-7-4 and Nu-7-5) were tasked with neutralizing all SCP-3856-1 entities. All contact with both squads lost within 7 minutes; containment plan ████████ pronounced a failure. Second containment attempt employed one full detachment of MTF Nu-7 operatives. Of the 100 MTF personnel, 42 were killed, 12 critically wounded, at least 4 of which lost limbs. Second containment attempt successful.

Twelve class D personnel and a Foundation coroner team were inserted into SCP-3856. Class D personnel were tasked to explore the premises, document and bring back any items of interest (See addendum SCP-3856-C) and set up surveillance cameras in key locations, such as the administrative offices, locker rooms and the tunnels under the main floor.

The Foundation coroner team attempted to perform a biopsy on a deceased SCP-3856-1 specimen; biopsy attempt failed, as SCP-3856-1 enitities seem to deteriorate at an accelerated rate. The tests that were administered before complete deterioration of the body revealed the SCP-3856-1 specimen was suffering from a severe case of Nyctalopia (the inability of the eyes to adjust to darkness) NOTE: As all SCP-3856-1 entities are identical, it is safe to assume all of them share this deficiency. Class D personnel tasked with covering outside windows with aluminum foil to reduce light coming from outside. All cameras installed by class D personnel rendered useless, as they do not have IR illuminators and/or capabilities. All further SCP-3856-1 neutralizations are to be attempted during night time, all personnel tasked with neutralization must wear Night Vision devices on their helmets and ████████ LS 321 or equivalent tactical devices with IR illuminators.

Addendum SCP-3856-C

List of items found on the premises of SCP-3856, post initial neutralization:

→One (1) standard Hard Drive Disk, 500GB capacity, found in a filing cabinet in second floor administrative room;

→Twelve thousand (12000) Russian Roubles, found in a closed, unlocked safe in second floor administrative room;

→One (1) flat profile key, black handle, found in a █████ hanging on a wall in second floor administrative room; NOTE: key seems to manifest itself in different locations of the administrative room. Further observation revealed the key appears about 60 minutes before SCP-3856-1 entities start manifesting. Pumping station key is to be known as SCP-3856-2 from now on. Full list of locations of SCP-3856-2 manifestations are for level O5 personnel, eyes only.

→One (1) MR-153 pump-action shotgun, unloaded, found in first floor locker room, locker #███;

→Fifteen (15) rounds of 12 gauge buckshot, found in an ammunition box, next to the pumping station door on the main floor;

→Six (6) cans of тушёнка (Stewed beef), found scattered on the floor in tunnels under main floor;

→Two (2) standard issue AK74 magazines, one empty, one containing eight (8) rounds of tracer and four (4) rounds of hollow point ammunition, found in a weapons box inside one of the rusted shipping containers in loading area;

→One (1) round profile master key, Soviet made, used to open reinforced door next to the administrative room, second floor and two exits into the SCP-3856 compound from the tunnels below the main floor, found on the remains of a SCP-3856-1 entity; NOTE: manifestation of the master key now known as SCP-3856-3 is not guaranteed. However, both tunnel exit doors should be blocked off. Two machine gun nests are to be erected in front of the doors, with at least two (2) armed Foundation personnel at all times in these reinforced positions.

Note from Dr. ████████:

All Foundation personnel on site with SCP-3856 be advised: following the last neutralization attempt, that claimed the life of SSgt. ████████, it has come to our attention that SCP-3856-1 entities tend to manifest slower and in lesser numbers if the containers inside SCP-3856 are filled with supplies, ammunition and a small number of weapons. Starting today, ████████, class D personnel must restock all lockers, weapon boxes and other containers after every SCP-3856-1 neutralization. Let’s not repeat the ████████ incident.
