Special Containment Procedures: SCP-XXXX is to be monitored by Foundation satellites and Naval Task Force Zeta. NTF Zeta are to redirect any civilian ships or aircraft away from SCP-XXXX, and maintain a distance of 2.4 km away from SCP-XXXX.
NTF Zeta is provided with two destroyers, three Stockholm-class corvettes, seven Mark VI patrol boats, and one research vessel for containing SCP-XXXX. The destroyers have been modified to be equipped with class 2 L-cannons. One of the corvettes, the SCPS Phaethon, is equipped with a High Intensity Discharge turret. Weapons are to be fired in the event of being attacked by SCP-XXXX to be able to afford time to flee. Air support may be provided.
Entities that are summoned by SCP-XXXX are to be neutralized, and be cataloged under the designation of SCP-XXXX-BIO if it has never been documented by the Foundation. If possible, NTF Zeta is to retrieve the remains of the instances for research at Area-67.
SCP-XXXX-A is to be continuously monitored via sonar. Submersible drones may be deployed at the approval of Level 3 personnel for close observations. Any significant activity is to be reported to command at shore.
In the event of SCP-XXXX becoming a greater threat, Protocol Derleth is to be enacted upon the discretion of the O5 Council.
Description: SCP-XXXX is a 2.8 m tall humanoid that is located in the Northern Atlantic Ocean (coordinates ██° ██' ██.████'' N ██°██ '██ .████'' W). The entity has a skeletal appearance but it is covered in a transparent membrane that tightly covers its skeleton. It has a pair of possibly vestigial wings with only primary covert feathers on it, which is colored black. The wings are attached to SCP-XXXX by a single mass of flesh. There appears to be no humerus bones connecting to SCP-XXXX's back from the wings. It is possible the wings have no skeleton and maintains shape by consisting of cuticle or tooth enamel. SCP-XXXX is also known to possess a scythe.
SCP-XXXX stands floating above the ocean by approximately 1.5 m. It is able to walk towards any direction but it mostly maintains a perimeter of 2 km.
SCP-XXXX becomes hostile when a ship comes within close proximity to it within 2.5 km. It will proceed to the ship and attack it. If multiple ships are present, it will proceed to the closest one. Recovered data (see addenda) has shown that it also goes toward a ship if it is attacked, leaving other ships present alone. It does attack aerial vehicles though it would have to fly close to the ocean at around 5 km.
SCP-XXXX has various methods of attack but it primarily uses its scythe. The scythe is often used in a non-anomalous fashion to lacerate or impale victims, but on some occasions SCP-XXXX would point its scythe which will produce a beam of light to obliterate targets.
Attacks on SCP-XXXX shows no affect but it is able to be slowed down. The use of HID Turrets are able to cause it to stagger and temporarily 'blind' it, even though it has no eyes.
SCP-XXXX is also capable of summoning entities which are designated under SCP-XXXX-BIO. BIO instances are rarely summoned by SCP-XXXX and it is not known why it does it. For a list of encountered instances, see Addendum 03. SCP-XXXX-Gamma specimens originate from SCP-XXXX-A.

SCP-XXXX-A is a massive circular city complex at the ocean floor that spans 6 km in diameter. SCP-XXXX-A's appearance is similar to Mesopotamian, Akkadian, and Roman architecture. The layout of SCP-XXXX is divided into three rings with walls that are 35 m tall and 3 m thick. Each ring have small sections of structures connected via bridges. Only two sections at opposite ends of each of the rings have a single bridge which leads into the next ring beyond the walls. The center of SCP-XXXX-A consists of four dark, plain rectangular structures next to one another that is surrounded by a chasm, which emanates light from an unknown source.
In various areas of SCP-XXXX-A, old shipwrecks rest on top of the buildings, including a couple of World War 2 era submarines. Some areas of SCP-XXXX-A are deteriorated at the outermost ring while the rest of it is in fair condition. Throughout it, BIO instances inhabit the structures of SCP-XXXX-A.
Addendum 01: Below is a letter that originate from the late 1700s by a man named Arthur Northcott that details an early encounter with SCP-XXXX. Edits have been made to fit modern writing.
Dear John,
I know we haven't spoken to each other for a long time. I want to apologize. I do miss you and your mother, Carolyn. Sadly, nothing can ever make up the time lost. I write this letter to you because I believe it is time I share to you one last story. You were such a curious child filled with wonder and belief in many things. I ask you to believe what I am about to write. It is the truth for how I became such a recluse and I never told anyone this story.
When I made my journey from England to the Providence of New York to visit, my troubles began. If memory serves me right, I believe this was in the year 1735 of our Lord.
An unspeakable terror occurred during the voyage. I recall not knowing if I had gone insane or if I suffered a hallucination due to thirst. The silent horror of the crew in the aftermath was all I had as confirmation.
The sea was oddly calm after a week of rough waters. At first nobody thought much of it, and I sat on a stool to ponder on pleasant thoughts. Then, the ship came to a thick fog, which we went through. During this time, I had a disquieting feeling that I couldn't explain. It was like the fog was an omen of what was to come.
Finally exiting the fog, a young man that watched from the crow's nest yelled out to the crew on the deck of seeing a figure along with a ship in the distance. I got up from my seat and followed the crew too see what the young man described as we got closer. The rest of the passengers remained in the lower decks but a couple did come up to see what was happening.
As we got closer we could make out a ship along with a strange figure that was above the water at one spot. I was able to distinguish wings and briefly thought that what we were looking at was an angel. At least, I hoped it was.
As we approached, the young man in the crow's nest yelled once again, saying "Demon!" The captain of the ship looked through his telescope, but he was speechless. We soon learned why for the figure approached us.
It had a hideous appearance. It resembled that of a human skeleton but with wings. In one hand it held a scythe.
The crew then started to steer the ship away from the creature, and ordered the passengers to stay in the lower deck. I just stood frozen, watching it walk above the water towards us. It was such an impossible sight that I tried to rationalize but couldn't.
Unfortunately, the wind and tides were not in our favor for a quick escape for it came close to us. The captain armed some of the crew with rifles to fire at the being. This was a mistake.
I remember it getting close and striking at the armed crew swiftly with its scythe. I vividly remember the corpse of one man whose organs laid upon the deck along with his legs. His torso fell into the ocean. I was on my back in a small pool of his blood. I was speechless and too horrified to think.
It slashed a couple of times at the side of the ship before it was hit by cannon fire. The other ship mentioned previously had saved us though their deed was most likely met with death.
It ceased its attack and turned around. It became to move towards that ship before stopping. It pointed its scythe and a beam of light shot out. In the distance, I made out a small explosion and a trail of smoke. Then the being resumed its path towards them.
We sailed away with our lives. Oddly, the sight of it following the other ship is deeply ingrained in my memory. I made a drawing of it that you will find with this letter.
The crew sworn to never discuss the encounter. The passengers below deck were told of an attempted raid by pirates when they asked about what happened. The couple mentioned earlier remained silent on what they saw before fleeing. They were lucky in not seeing what I saw.
Since that incident, I struggled to sleep and when I did I would wake up in the middle of night from terrible nightmares. I would see it standing above the water which is red. It would just gaze off as hideous beasts rose from the sea along with a massive structure.
I hear whispers sometimes and my head aches terrible often. That cursed beast feels as if it is watching me now. I feel profound fear that it is waiting for something and that it will come for me. I don't know.
By the time you finish reading this letter, I will already be gone. I would rather be in the safety of God's kingdom than be here in this world, seeing it in my dreams. Something is coming but I do not know what.

April 1766
I did as planned, Me and John stowed away on the ship and when the time was right I looted the captain's courters. I found some gold coins! I may be able to pay off my debt after all.
Anyway, as I did my looting, John started a fire on the ship to distract the crew. He got a life boat loosed for us.
April 1735
The voyage sickens me. God, the sun torments me too! I hope soon the sea calms itself. I already find it unbearable.

Addendum 04: LEVEL 4 OR HIGHER CLEARANCE REQUIRED
NOTICE FROM THE FOUNDATION RECORDS AND INFORMATION SECURITY ADMINISTRATION

Foreword: Protocol Derleth has been created for SCP-XXXX in the event it becomes a large-scale threat that may compromise containment. In addition, other factors include it posing a potential Broken Masquerade Scenario, a MH-Class "Large-Scale Aggressor Overrun" Scenario, or an XK-Class End-of-the-World Scenario.
Authorization of Protocol Derleth may occur if SCP-XXXX-A rises completely out of the Atlantic Ocean or have large amounts of activity occurring.
Procedures: In the event Protocol Derleth is authorized by the O5 Council, the following actions are to be performed.
- The Global Occult Coalition are to be informed of SCP-XXXX on a need-to-know basis. They are to assist in possibly neutralizing SCP-XXXX. Furthermore, the Unusual Incidents Unit of the Federal Bureau of Investigation (FBI) are to also be informed on a need-to-know basis to monitor the eastern coastline of the United States.
- The activities of Protocol Derleth will be covered-up by the false story of a hurricane as proposed by the Information Detraction, Censorship, and Recession Division (IDCaRD). Mobile Task Force Gamma-5 ("Red Herrings") may be involved if the situation escalates to the need of mass amnestic use.
- MTF teams Theta-5 ("The Bigger Boat"), Eta-5 ("Jäeger Bombers"), and Tau-5 ("Samsara") are to be on stand-by for possible deployment to reinforce Naval Task Force Zeta and GOC forces. They are also to be deployed to respond to any BIO instances that escapes.
- SCP-XXXX-BIO instances are to be neutralized as usual.
- SCP-XXXX-A is to be repeatedly bombarded with both conventional and anomalous armaments.
In the event of failure to neutralize the anomaly, nuclear warheads are to be deployed. SCP-4700 is to be on stand-by until confirmation of SCP-XXXX and -A's destruction are confirmed. If not neutralized, it is to be deployed immediately.
Evacuations of the eastern coastline of the Americas, and of the western coastlines of Africa and Europe are to then occur.
