Special Containment Procedures:
Due to the nature of the anomaly surrounding SCP-XXXX, complete containment is impossible at this time. As of Incident XXXX-A, any personnel treated with amnestics are not to be assigned to or enter SCP-XXXX. Prescriptions of stimulants and the sale of recreational drugs to amnesticized SCP-XXXX residents are to be monitored.

As the nature of SCP-XXXX is not yet fully understood, no anomalous objects are permitted within the boundaries of SCP-XXXX or within 1 km of its borders without prior authorization from Head Researcher Over. To ensure the safety of both Foundation Property and those living in and around SCP-XXXX, Foundation presence in SCP-XXXX should be kept to a minimum.

No attempts to remove SCP-XXXX-1 from SCP-XXXX are to be made for any reason. Any surviving members of the Plain family discovered outside SCP-XXXX are to be immediately detained and questioned. Any members of the Plain family that surface within SCP-XXXX are to be approached by disguised Foundation personal and questioned immediately.

Description:
SCP-XXXX is a small-sized city located in [REDACTED], United States, colloquially known as Plainsville. SCP-XXXX functions as an "anti-nexus"1, in that nothing anomalous can occur within the established borders of SCP-XXXX. Aggregated experiment data suggests that SCP-XXXX is capable of manipulating probability within its borders so that the most likely outcome in a given situation will occur without exception. Non-anomalous statistics regarding SCP-XXXX almost exactly reflect applicable averages, with any discrepancies falling within accepted standard deviation. The population residing within SCP-XXXX is subject to its anomalous effects, but appear to be unaware of this fact. See Interview XXXX-1 for more information on the population of SCP-XXXX.

SCP-XXXX-1 is the designation for a humanoid entity commonly known as Derrick Plain. SCP-XXXX-1 appears to be a descendent of Joeseph Q. Plain, the first settler in the area that would eventually become the City of Plainsville and the city's namesake. SCP-XXXX-1 claims to be the sole surviving member of the Plain family. Investigation into the validity of these claims is ongoing. SCP-XXXX-1 is the sole known exception to SCP-XXXX's anomaly. According to SCP-XXXX-1, members of the Plain family exclusively experience all abnormality that would occur within the area of SCP-XXXX. Because of this effect, members of the Plain family are extremely dangerous and pseudo-immortal.

Discovery:
SCP-XXXX-1 was discovered prior to the larger anomaly surrounding SCP-XXXX by means of routine Foundation review of police reports. SCP-XXXX-1 was originally suspected to be a Class II Reality Bender, Type B2 Foundation efforts to detain SCP-XXXX-1 were thwarted by SCP-XXXX before SCP-XXXX-1 contacted a Foundation researcher of his own volition via email. How SCP-XXXX acquired official Foundation email addresses remains unknown. SCP-XXXX-1 has provided a majority of the Foundation's knowledge concerning SCP-XXXX.

During an attempt to transfer SCP-████ by Mobile Task Force Epsilon-7, transport vehicle Epsilon-7-1 was struck by an oncoming utility van, causing minor injuries to Agents ███ and ██████, and a brief containment breach by SCP-████. Investigation into the incident revealed no apparent motivation to attack the Foundation. Standard incident review revealed the driver of transport vehicle Epsilon-7-1 deviated from the preplanned route and onto a course that would have taken SCP-████ through the area of SCP-XXXX. Current theories suggest that this collision was a result of intervention by SCP-XXXX.
