Special Containment Procedures

Due to SCP-5749's nature, it cannot be contained. Instead, civilians must be warned of the event via Emergency Alert System. No person is allowed to exit nor enter the area affected during the event. Those who refuse to obey public orders to take cover are to be detained by arriving MTF units. All media coverage on the event must be taken down and/or "fact-checked" and proven to be inaccurate information. During SCP-5749's active state, MTF units1 must immediately act to keep the region safe from further danger. Any SCP-5749-1 instances must be terminated by MTF units present during the event.

After SCP-5749 has fully cleared from the skies, MTF units are to apply Class B amnestics to all civilians. Amnestics are to be given to civilians through bottled water handed out to every person or via vaccination claiming it to be an "Anti-bacterial" vaccine. Families who have lost loved ones due to the event of SCP-5749 must be given a cover story of a sort to keep SCP-5749 a secret from the public.

The anomalous effects of the red substance will eventually dissipate an hour after SCP-5749 has ended. MTF will be tasked with spraying streets and other areas with saltwater for good measures.


Description

SCP-5749 is a designation given to a large storm that is said to appear randomly in one region throughout the globe every 4 years2. The sky will become blanketed with darkish gray clouds large enough to cover the entirety of the state of Texas. The liquid from SCP-5749 is not water but a reddish liquid with a similar consistency to blood, as of now it is still unknown where the substance originates from.

During the first hour of SCP-5749, there will be no rain but only clouds which gives the Foundation enough time to issue a warning message to all civilians ordering for everyone to take shelter as soon as possible. The remaining hours of SCP-5749 will be met with constant rain and wind. Those who come into skin contact with the substance raining from the sky will become instances of SCP-5749-1 shortly afterward.

Instances of SCP-5749-1 are ordinary human beings with reddish pupils and have the strength double of an ordinary human. SCP-5749-1 instances are hostile towards all living creatures not including vegetation. Only 3% of people who are met with an SCP-5749-1 instance have been successful at escape. Instances of SCP-5749-1 have been seen attacking and killing civilians via strangulation. Once the person has been deceased, the instance will begin to [REDACTED]. Although SCP-5749's anomalous effects do affect people, they do not affect any animals. (See Addendum 5749-B)
