SCP-5749 during the first hour of effect

Special Containment Procedures
Due to SCP-5749's nature, it cannot be contained. Instead, civilians must be warned of the event via Emergency Alert System. No person is allowed to exit nor enter the area affected during the event. Those who refuse to obey public orders to take cover are to be detained by arriving MTF units. All media coverage on the event must be taken down and/or "fact-checked" and proven to be inaccurate information. During SCP-5749's active state, MTF units must immediately act to keep the region safe from further danger. Any SCP-5749-1 instances must be terminated by MTF units present during the event.
After SCP-5749 has fully cleared from the skies, MTF units are to apply Class B amnestics to all civilians. Amnestics are to be given to civilians through bottled water handed out to every person or via vaccination claiming it to be an "Anti-bacterial" vaccine. Families who have lost loved ones due to the event of SCP-5749 must be given a cover story of a sort to keep SCP-5749 a secret from the public.
The anomalous effects of the red substance will eventually dissipate an hour after SCP-5749 has ended. MTF will be tasked with spraying streets and other areas with saltwater for good measures.
Description
SCP-5749 is a designation given to a large storm that is said to appear randomly in one region throughout the globe every 4 years. The sky will become blanketed with darkish gray clouds large enough to cover the entirety of the state of Texas. The liquid from SCP-5749 is not water but a reddish liquid with a similar consistency to blood, as of now it is still unknown where the substance originates from.
During the first hour of SCP-5749, there will be no rain but only clouds which gives the Foundation enough time to issue a warning message to all civilians ordering for everyone to take shelter as soon as possible. The remaining hours of SCP-5749 will be met with constant rain and wind. Those who come into skin contact with the substance raining from the sky will become instances of SCP-5749-1 shortly afterward.
Instances of SCP-5749-1 are ordinary human beings with reddish pupils and have the strength double of an ordinary human. SCP-5749-1 instances are hostile towards all living creatures not including vegetation. Only 3% of people who are met with an SCP-5749-1 instance have been successful at escape. Instances of SCP-5749-1 have been seen attacking and killing civilians via strangulation. Once the person has been deceased, the instance will begin to [REDACTED]. Although SCP-5749's anomalous effects do affect people, they do not affect any animals. (See Addendum 5749-B)

So I wake up and make myself a nice 3 meat sandwich for breakfast, I turn on the tv and begin watching my favorite show when some emergency alert system shows up on the tv. At first, I just ignored it cause I thought it was just those weekly test things, but then I hear it say something about a dangerous storm and decided to listen to the rest of the message. I didn't think it was serious until I saw Ms. Martha from next door boarding up her windows which I found very weird since she is probably the most social person I know, so I knew something was definitely going on.
I'm a little worried but I'm sure it will all blow over quickly and I think most of the stuff in that alert message was just a way to scare people into obeying so I'm just gonna sit back and chill. I'm writing this journal mostly just to pass time, especially since I live on my own and have no one to talk to. It doesn't make it any better that they shut down the cell towers so I can't call or text with anyone. I can't even go on the internet to watch movies or YouTube or something to pass the time, a good thing they didn't cut tv services.

So it finally started raining and those military guys outside are wearing some full-body gear or something, heard gunshots earlier, is that the punishment for being outside? That's kinda harsh if you ask me. Anyway, I found expired yogurt, which is weird since I don't eat yogurt. I am bored out of my mind and it's only been like an hour or so, this stuff better end soon.

I wasn't gonna write another one of these but I feel like I have to. What just happened will be very useful for some scientific research or something. This would also be a good journal to share with others. I was looking out the window watching those government vehicles pass by and like 5 minutes after they all passed by I saw some guy walking in the street. He was walking kinda like a zombie or something. He looked normal though, the only difference is he had red eyes. I guess he saw me in the window and charged at my window. Luckily he didn't break it and instead I think ended up getting knocked out from the impact.
A little bit after that I saw like 3 more people and they had the same red eyes but everything else was normal. Shortly after I saw those military dudes gun down all 3. I'm not even sure what's going on anymore, I can definitely say this is no prank, and if it was one, it's a pretty good fuckin prank I'll give em that. I also just realized that the water raining down is red, like if it were blood or something. I think I have some boards in the shed but I have to go outside for that. I'll think about it.

Fuck it I'm gonna go out and get the wood but I'm gonna wear that rain suit and pair of gloves I got a few days ago. I don't know if I can do this without touching the water but it's worth a try I guess. If this is the last entry I write then clearly I didn't make it.

I have no clue how I'm still ok, it almost seems impossible that I got back here. I went out to get the planks from my shed and this person jumped my fence and attacked me in the shed. It grabbed my throat strangling me as it yelled in my face, I grabbed a machete from the shelf and jammed it into the thing's neck. I knocked it to the ground and just kept stabbing its body with the machete. I mean it can't be man-slaughter right? That message thing said I could defend myself with any weapon if I get attacked, that's my excuse.
I ran out with like 4 planks of wood but for some reason my back door had closed, maybe the wind shut it. I was gonna open it but then I heard more yells getting closer from the neighbor's yard so my fight or flight instincts kicked in and I jumped the fence going the opposite way and knocked on the back door of my neighbor's house, but they didn't answer. I ran out the side gate and dashed across the road, I knocked on multiple doors but no one was willing to break the rules to save me, but then again who can blame em, those military guys are terrifying, I would hate to be on the wrong end of those guy's guns.
I tried any way I could to get into my house but I had completely locked all other entrances to my house. I had no clue what to do, I can't go into a house for shelter and this weird apocalyptic storm was still raging on like it was some hurricane. I began walking down the road to see if I can run into those military guys hoping they will take me to safety, but it was no use, I ran into like 10 of those aggressive things and ran for like 13 minutes straight before I finally got away, good thing I have this plastic see-through cover thing for my rain suit.
I was out of breath and getting hungry and realized I was close to a Target. I ran up to the store but of course, it was closed and boarded up, but I didn't care anymore I just tried my best to break into it so I can be safe. I saw 3 of those things getting close and I knew this might be the end for me. I just forgot about breaking in and ran in the opposite direction. I lost 2 of em but 1 still followed close behind, at one point I tripped on a crack on the street and I knew for sure it was the end. I turned around onto my back and it climbed onto me beginning to strangle me again, I told myself that if this was it, I wasn't gonna go down without a fight, so I fought back. I began to strangle it as hard as I could, at this point it was the strongest person gets to live. I felt myself blacking out slowly so I tried my best to turn the tables. I was able to overpower it and now it was on the ground while I was above it, I got up the best I could and stomped at its face hoping to knock it out or something but it refused to stay down so I just ran to a nearby house across the street to see if I could make it to some kind of safety. I heard a vehicle getting closer and as soon as I was getting over the fence I saw one of those military vehicles ram right into that creature I would assume killing it or at least knocking it out.
I got to another street and heard gunshots from where I was coming from, they probably shot and killed it. I kept walking the same street for a while just thinking of what to do. I kept walking and found my house again after some time. I didn't care anymore, I smashed the back door with a pickaxe I had in my shed, although an old one it was still durable. I finally got back in and carefully removed the raincoat and gloves and just threw them outside, then I used the wood boards to barricade the broken spot of my door. Now here I am, safe, I think. I was gonna wash my hands but I guess they shut off the water cause nothing came out. I just ate one of those microwavable dinners and now I'm just gonna rest.
Note: The Foundation cannot confirm some of the information in this entry to be true since SCP-5749-1 instances are stronger than an ordinary human being. It is assumed that the author simply added in additional information in order to seem like a type of hero, presumably due to their determination of publishing said entries.

I just woke up from what I would assume is a well-deserved nap and it's still fuckin raining! At least this time the rain looked like it was calmer than earlier. I also took a look at my phone and realized it was still fuckin October. After all that it's felt like a month or more but that was one day. I looked out the window, saw a bunch of those vehicles from earlier outside just parked there with those military guys inside them. Good to know there is protection just outside.
One guy showed up in my back yard and asked me how the door got smashed. I had to lie because who knows what they would have done if they knew I was out there most of the day. I simply told them that one of those zombie things smashed it and I pushed them back with the wood boards. I don't know how they bought it but they did.

It's finally over I think, the rain finally stopped. Another one of the emergency alert messages popped up on tv again while I was watching the news. It said it all over, those guys outside would be giving out free bottled water purified with a special chemical.
They are also going door to door giving vaccinations or something in case someone came into contact with any toxic chemicals or diseases during the time of the storm. I'm for sure taking the shot especially after everything I have been through.
I think it would be amazing if I take this journal and make it a book or something, people gotta know what I've been through. I think I can make some real money out of this, "The Man who Faced a Deadly Storm Head-on". Yep, that sounds awesome. Well, I'm gonna get some water and that vaccine, my next entry will probably be the last since it's all over now. If you are reading this then I probably published this already.
Note: The MTF agent who questioned this individual about the smashed back door reported this to other MTF officials and a search of the individual's house was permitted. The MTF agent reported finding the raincoat and gloves outside but did not bring this to the attention of the person in question. After the author's final entry, they consumed the water given out by MTF units and were administered Class B amnestics as an "Anti-viral" or "Anti-bacterial vaccine" in order to convince people to take it without resistance, resistance will be met with forced injection. During this time, MTF units continued with the search of the individual's home. In the search, agents retrieved these journal entries and confiscated them to keep SCP-5749 a secret since the author of said entries had become highly determined to publish these entries for the public to see.
Addendums
Addendum 5749-A
The blood-like water originating from SCP-5749 has been noticed to lose its anomalous effects, color, and texture 1 hour after the storm has ended or when mixed with saltwater.
Addendum 5749-B
Although the red substance has been known not to affect animals, during the most recent event of SCP-5749 a Felis catus, or domestic cat, was seen affected by SCP-5749. As of now, it has been contained for further research.
