Foreword: Operation Red Circle¹ was designed to infiltrate and observe the group known as "Gamers Against Weed". As shown, they have proven capable of maintaining inner security and have so far eliminated all accounts made by the Insurgency.²

After the events presented in this document, the Chaos Insurgency is to immediately cease all operations by order of the Engineer³, who has spoken that they are not worth the resources of the Chaos Insurgency when resources can be applied to a more lucrative operation.

Hereafter we of Delta Command⁴⁵ document the Steps of the Plan as transcribed by the Engineer of the Chaos Insurgency.

1. STEP 16/171:

23 Betas⁶ within Blacksite Sigma-10⁷ are to activate and create multiple accounts on numerous websites and in IRC chatrooms. They are to make contact with multiple users until they have made contact with an associate of the GAW under the handle "CommunismAnarchismNihilism"⁸.

2. STEP 16/173:

The beta(s) that make contact with "CommunismAnarchismNihilism" are to remain in contact and discuss political views around Communism or leftism. Should a Beta fail to do this, he is to be removed, amnesticized and returned to original duties⁹. New Beta who meets this perquisite is to take over immediately.

At this point, I require any information on the following subjects:¹⁰¹¹

• Misters Against Weed.¹²
• Codes of games made in the 80's and 90's. Of note they are to be of the Action Genre. When this info arrives, send the information to the Gamma Labs within Sigma-10. Have them recreate the game but loaded with Cognitohazards at certain points, loading screens are to have infohazards installed as well so that any info regarding GAW is sent to Sigma-10's servers for transcription.¹³
• Comics and films that are considered relevant to the GAW psyche.

The information, unless otherwise stated, is to be handed to over to the Beta(s) for intelligence gathering purposes.

3. STEP 16/184:

When the Gammas¹⁴ have finished their work on the games I have requested, the code for the game Call of Duty: World at War¹⁵ are to be sent to "CommunismAnarchismNihilism" as a way to show off the Betas skills at coding.

The Beta is to then submit a report of what transpired:

Summary Report: I have sent the game code as instructed by the Engineer¹⁶. Our target has already sent much information to the servers¹⁷. So far it appears that he does not know about our agenda nor does he know who we are.

He has commented that the Cognitohazards has given him "the good high shit". Following that is his use of slurs about the capitalist land of America. He has also said that he enjoyed World at War when we switched out the characters of the American solders with Soviet Russians and that he "enjoyed the part where he stabbed the flag on top of the Lincoin memorial".

I will report more when further information comes through.

After giving the report, the Beta in charge of this handle is to be given amnestics and sent back to his duties online.

4. STEP 16/190:

The Betas that have handled the IRC chatrooms and forums will then be given access to a private chatroom that is used by the Gamers Against Weed Group. The main purpose of this is to observe the users inside the chatroom.

At this point, I request that the Betas use the games that have been given to them sparingly. Only use the latest games as a last resort, as they have been reported to be hard to modify with Chaos Insurgency Cognitohazards. I also demand that the Betas attempt to take part in the Mister Against Weed projects.

5. STEP 16/198:

When this Step has been reached, Beta user "CapitalOrderSucks" will be allowed to take part in a project codenamed, "GAMERHAVEN", as the other users have either already worked on one or is a WIP. The Betas are to report any and all anomalous information to Delta Command for strategic advice and analysis.

6. STEP 17/076:

Beta "CapitalOrderSucks" is to investigate further into project TIP through the database access provided by user handle "bones". Should access be denied, Beta "CapitalOrderSucks" is to send the URL address to the Gammas for hacking purposes.

Should "bones" attempt to query why "COS"¹⁸ is trying to access their database, "COS" will use Action Procedure Rho-04 aka "Curiosity Killed The Cat" Procedure.

7. STEP 17/079:

Beta user "COS" is to submit his report upon completion of hacking into database.

To be quite honest sir, there was nothing that we would find useful.

There were additional layers of security within and we only scratched the surface. The Gammas were surprised that the data we came across was absolutely worthless. We had three Alphas go through it to make it safe for us to read and the data just…

Made them freeze up. In various poses which has been sighted in numerous memes that have been discussed with IRC chatrooms. One Alpha (who was female) was transformed into Obi-Wan Kenobi and every time one of us gets slightly lower then her, (s)he would then shout out that (s)he has the high ground.

I have requested that the Alphas be terminated, on the grounds that they are disrupting work in the Gamma Labs and the Betas in training.

Beta Agent "COS" is to be granted this request. The three Alphas are to be terminated after this report has been confirmed to have been seen by the Engineer and the Delta Command.

8. STEP 17/118:

When user "COS" has finished his work on the project, he is to submit his findings and all data available to the Gammas. The Gammas are to then replicate the code and resources to be used for it and submit a report to Delta Command.

We have done as the Steps that were documented by the Engineer (Glory to his name) and have recreated the product made by the GoI Gamers Against Weed and we have one concern that we need to address.

Its a staircase.

We have reason to believe that this staircase is in essence the Way - as exhibited by the Ways into Three Portlands and the Library - One that we have no idea on where it would lead to until an Alpha went on.

Once again, I will re-iterate my point: it is a non-anomalous staircase.

I don't know if Beta Agent "COS" is able to think logically or if he was led on by the users.

9. STEP 17/146:

Beta Agent "COS is to be interrogated for the faulty information by Blackout Team-01 "Delta's First". When interrogation is complete, submit the findings to Delta Command at once.

Foreword: The following is an interrogation as ordered by both Gamma Researchers and the Engineer itself (Glory to his name) after Beta Agent COS has sent faulty information to Gamma Researchers.

COS: (Spits out tooth at D-09) I don't care anymore. You want information, get someone smarter than me. I'm a solder. I worked for the Insurgency for all my life and I got outsmarted by a bunch of kids. I respect them for this. Outsmarting the biggest military force through misinformation.

D-09: You have tarnished the good name of the Insurgency with your carelessness. Any last words?

COS: Just one thing to ask you. Did you know that world-renowned writer Stephen King was once hit by a car?

D-09: What?

Unknown Voice: Just something to consider (sound of a honk can be heard).

D-09: (Turns to face the noise) What the hell are you!?! (//D-09 is seen moving off-screen, weapon raised. Shots can be heard off-screen.)

Closing Statement: When Blackout Team-01 entered the interrogation room, D-09 was found concussed with a note saying "Sorry for the injuries but you started first. Rather rude of you I'd say, ~ D". There was no sign of Beta Agent COS nor this "D". No searches into the database came up about any entity going by that name.

10. STEP 17/156:

After much consideration, all contact with GoI "Gamers Against Weed" is to cease. Any and all personnel involved in this operation is to be given amnestics, all accounts are to be shut down. This operation will be re-instated when more information crops up within the paranormal community.

11. STEP 18/167:

Betas are to make contact one more time for observation and data infiltration. Any information about ex-Beta Agent "COS" is to be transcribed and brought to the attention of Delta Command.
