GRANT REQUEST FOR ALTERNATE WEAPON AMMUNITION POWERED BY OTHERWORLD ENERGY
PROBLEM
As much as we hate to make it abundantly clear, the Earth is running out of resources. While yes, we do have other alternative realities to enter to steal their resources, it may in turn get their attention on us and bring a much deadlier force. Something groups like the Foundation may disagree with entirely.
In fact, it wouldn't be long before the Earth runs out of the materials needed for our weapons, our bullets needed to fight man's war against one another or the enemy beyond. Like aliens from outer space or the monsters that was spawned from Earth or from humanity's hubris to craft something unorthodox.
Without the much needed minerals, we would revert backwards towards primitive weapons. From the machine gun to the flintlock, from there we'd see the crossbow and longbow come back to being standard issue. As much as I would like to entertain the thought of humans becoming stronger and faster than they are now, I'd rather live to see it than see humanity extinct thanks to a monster or other worldly empire that could have been defeated with the use of proper and sophisticated firearms.
SOLUTION
To that end, my team and I propose a mean to counter these unknown threats. We came up with the conclusion of using a neighboring reality that was found to have been made by man - more commonly known as "Hell"[1]. An application for this unknown energy had been looked at for as an alternative energy source for our world was previously denied, on account that it provided too much risk for normalcy agencies like the SCP Foundation to shut down all of Prometheus Labs. The inhabitants have already expressed keen interest into this project and appropriate measures have been taken to insure our safety during negotiations[2].
Theoretical Basis:
Since we have already proven that the Aethereal Reality is capable of being inhabited by humans, I believe the next stage is to harness this power for arms manufacturing. In prior testing with this energy, this power is capable of destroying most, if not, all known materials to man if mishandled. With this in mind, we should start by investing in proper containment of this energy before applying it to our main purpose for this request.
Once this has been achieved, we can then apply what we know from our laser weapon division to this new weaponry. For this reason, we will be working very closely with the laser weapon division to ensure that our weaponry is a resounding success. It should be noted that similar attempts have been made in the past by rival technicians but have lacked the resources required for the power to convert the energy successfully.
Device Specifications:
For the device itself, its actually straightforward. By hiring and working with engineers of the alternate reality, we can build a weapon capable of charging up the energy provided by this world. Simply put, it works like a regular firearm - aim at the thing you want to destroy, pull trigger, the ammo comes out. To do this we must first set the dial of what you wish to fire. Default setting is to be set in the OFF position while we have two settings for the firing process - REGULAR and SUPER-CHARGE.
REGULAR is the default firing mode. It doesn't fire as many shots as your standard machine gun but in a fire fight, a single shot is what it takes to make the enemy surrender. From prototype testing, we have proven that it would take about thirty seconds to charge up the ammo to fire six shots before the gun overheats and must be cooled down before the reheating sequence.
SUPER-CHARGE is a last measure system that should be used if the aforementioned shots failed to injure their target. What this process means is that it removes the safety cooldown systems when firing the six shots. By doing so, you will get a stronger weapon out of it but with the cooling system removed, the operator must either eject the canister of the energy or manually cool it down before reaching the weapon's limits.
Aside from the design of the firing mechanism, it is also meant to be carried in two hands similar to a assault rifle. For simplicity sake, we designed it around the AK-47 model for ease of use. The only difference is that the top half and ammo clip holder are removed and replaced with a larger body to house the canister of energy for firing.1
BUSINESS CASE
Our predicted audience for use of this product would most likely be paramilitary personnel like the Global Occult Coalition and private security contractors. As far as we know, this would be a first for Prometheus to stand over the firearm manufacturers. Of course we understand that should this hit the markets, the laser weapons already produced by Prometheus would take a massive hit to prices. I hereby propose that prices for this weapon is double in price, so as to only make it affordable to those with the money to afford one.
If we wish to sell the product to Marshall, Carter, & Dark LTD for wide dispersal of our products, we ask that they receive twenty percent of the profits made by this product, Prometheus Labs receives sixty percent of the profits and the remaining twenty percent be given to our Aethereal Realm partners, as a sign of our good gesture.
EDIT: the Aethereal Realm has requested for human souls instead of money. My team and I have made an agreement that this will be allowed, with any members of my team being sent away from our operation under Geas2 contracts not to disclose what occurred during this project. We're that confident that this product will sell big that we are placing our lives on the line. The other twenty percent should be split between Prometheus and MC&D.
USE OF FUNDING
A combined total of $10.5 million dollars(USD) should be proficient enough to construct the first wave of products. It would be allocated to the following areas:
- $5 million dollars to be used to pay for manufacturing facilities for both the weapon itself and the storage tanks for the weapon.
- $1.5 million dollars to be used for mercenary protection during transportation of goods. In the event of normalcy protection agencies like the SCP Foundation intervening with delivery.
- $1.5 million dollars for services of gunsmiths and engineers for making the actual product.
- $1 million dollars for insurance policies on all parties involved, in the event of mishandled property of Prometheus Labs, Inc or loss of life during any point of production.
- $500,000 dollars for production of training videos designed to outline the safe use of the weapons and the risks of using said weapons. (See HR Issues of the Known Issues section for more details)

Of course, handling ammunition that is volatile enough to cause a reaction of serious harm is without serious cause for concern. I therefore propose proper training programs and information campaign video tapes to train personnel how to properly handle this weapon. Aside from this, Prometheus Labs should draw up a legally binding contract following this template to be used to protect assets:

The buyer(s) acknowledges that this product is inherently dangerous, can cause mental disorders, injury or death to the user and others if not operated strictly in accordance with the enclosed instruction manual and/or not listened to the safety talk given by the Prometheus Labs Representative. The buyer(s) assumes all risks associated with use of the product and agrees to hold Prometheus Labs, Inc. harmless from any and all damages caused by buyer's use of the product.
For Prometheus Labs:
Prometheus Labs, Inc. the seller in this transaction, will not be held responsible for any damages caused by the product's misuse. However, Prometheus Labs, Inc. will do all it takes to ensure that the buyer(s) understand the risks involved with this product. Sales people will include a training manual and a safety video to ensure that customers understand the risks.
Limits to device effectiveness:
As previously stated, the weapon will only be able to fire six shots before the cooling safety systems activates. We already ensured that the system is hard to tamper with but it also features an OVERCHARGE setting to ensure that the shots are concentrated at the cost of disabling the cooling system. This means that a special switch is installed that is tougher to flick on accident in the event of open combat.
Representational Issues:
My team and I are currently aware that Prometheus Labs is not a weapons manufacturer and is instead a scientific think tank that is for the betterment of humanity. We know this and so have prepared a follow up grant request: a GRANT REQUEST FOR ALTERNATIVE POWER SOURCES TO PROTECT THE PLANET'S RESOURCES. Once this project is approved and the first batch of weapons is complete, we will send the follow up request for this grant so as show that Prometheus Labs are not warmongers and instead are actually here to help bring humanity to betterment.
