Special Containment Procedures: Due to the random behavior of 4913, he is difficult to contain. He posses a teleportation ability, making him extremely difficult to contain as there is no known source that disrupts his ability. However the best way to contain him is to keep him under constant 24 hour watch, and talk to him as much as possible, as he seems to like company and doesn't use his teleportation abilities whenever someone is talking to him. If 4913 does escape he is more of a nuisance then a real threat. In order to get him back in containment say the phrase, "we have a piece of your staff", and he will then teleport to the location of the person who said the statement. From there the person can simply lead him back into the cell, continuing to tell him about how they have the piece inside of his cell. Once he is inside his cell close the doors, and simply repeat the process if 4913 gets out again.
Description: 4913 was first found in ████, Florida where he was spotted attempting to find materials for a so called "staff" inside of a families garage. The foundation arrived on the scene and took him into containment which was surprisingly easy.
4913 seems to have a teleportation ability that he can use to teleport to any location he wants, as well as teleport any object to him, as long as that object is not a piece of his "staff". At this moment in time 4913 is completely harmless, and all he wants is to build his "staff".
4913 is very close to building his "staff", as all he needs is a couple more pieces. We do not know what will happen when the staff is fully built, and it can be either completely harmless, or world destroying. He seems to have a unique reaction whenever someone mentions the word "staff", and will pay immense attention to whomever says the word until he determines that there is no "staff", or a piece to the staff around. If someone says "staff" within 250 meters of 4913, he will teleport to their location and do the same.
