Containment Procedures:
All instances of Specimen-3621 are to be kept in a rectangular airtight plastic case and to be guarded in a secure locker in the Anomalous Artifacts wing of Storage Site-77. Experimentation has proven that subjects affected by the Specimen may be administered standard amnestics in order to pretermit the desires provoked by Specimen-362, however should the Institute deem the subject’s outputs to be greatly beneficial to the public (or to the Institute itself), then the Court may vote to utilize the affected subject’s potential. In cases of a large population epidemic affected by Specimen-362 wherein amnestics are not readily available, anti-anxiety medications may be administered to temporarily offset the reaction, however it must be noted that this will only serve to temporarily delay the course of the psychological effect and is thus not feasible as a permanent, long-term solution.
Description:
Specimen-362 is a 210x297 mm completely blank white sheet of paper. Specimen-362’s anomalous properties take effect when a subject attempts to draw on the Specimen regardless of whatever method the subject utilizes. Despite strict instructions including punishable repercussions on what to draw or if the subject is instructed to draw randomly without any clear goal, the subject will still eventually start to lose focus and end up drawing one of their most salient childhood aspirations on the Specimen. After the Specimen is taken away from the subject, the drawings and markings the subject has inputted on the Specimen will immediately vanish by unknown means. After the incident, the subject will start to feel emotions of dissatisfaction and anxiety with their current lifestyle as well as a sense of incompleteness regardless of how successful they are at the present. They will also begin to have desires to fulfill the childhood aspiration they drew on Specimen-362, and these will constantly appear either in dreams or as random intrusive thoughts. Subjects report experiencing migraines, effects similar to withdrawal symptoms, random minor blackouts, and in rare severe cases of non-compliance a comatose state which may range for several days. These symptoms persist until the subject begins to pursue the said childhood aspiration. It is noted that the subjects will do anything to pursue their childhood dream even if they have physical and medical limitations (See Case Reports 362-2). The specimen does not seem to have any effect on users who are blind, paralyzed, users who are within the concrete operational stage of development or below (generally children who are 11 years old or below or people with neurocognitive disorders mimicking this stage of development) and those who have already achieved their most salient childhood aspiration be it by the influence of Specimen-362 or not.
Discovery:
There were reports from neighboring towns to the government upon noticing that a certain quiet simple town located in █████,████ suddenly became technologically advanced and that a number of the residents there started to become really successful. Upon intervention and investigation by the Institute and after interviewing the residents in the reported town, the researchers noted that it all started when an unknown psychiatrist named Dr. ██████ started a psych clinic in that town five years ago and required all of the town residents to draw on the Specimen for a "survey". The residents would then constantly go back to the psychiatrist due to the feelings of incompleteness and anxiety upon realizing their childhood aspirations. The aforementioned psychiatrist would attempt to persuade them to achieve said aspirations and would aid them in achieving their goals. Deployment and arrival of Institute agents at the clinic found the establishment to be completely bare of all furniture and items except for a single mahogany desk with Specimen-362 lying on top of it. Further experimentation and analysis led to the discovery of Specimen-362’s anomalous properties and was thus detained. The town residents of █████,████ was hence screened and amnesticized accordingly (See Case Reports 362-2).

UNCOVERING REPORT BY AGENT CUNDEL OF DEPLOYMENT FORCE ALPHA-6 "CONSTABLES" UPON INVESTIGATION OF █████ TOWN

I was assigned with fellow DF agents Rachie and Monroe to investigate █████ town by order of the Institute. Reports coming in from surrounding locals have caused concern for possible anomalous activity. After DF Tau-8 “Plato’s Cave” was sent to administer amnestics to the surrounding towns and wiped all digital and physical traces of these reports, we were sent to scout the location and report back our findings. When we approached the periphery of the mainroad on the outskirts of the town, we were forced to disembark from our vehicle by an automaton stationed at the entrance. Apparently, our vehicle would not be able to traverse the town’s thoroughfares as the streets seemed to be made of glass and are riddled with spherical reactor-type contraptions for every square meter. Either way, I had to go out of our car anyways to confirm that what I had indeed seen was not some optical illusion. What greeted us was a marvelous utopia-like city, with glistening white spires and what seems to be sleek aeronautic vehicles darting across the skies above the town. I could not believe my eyes, this spectacle was something out of a scifi children’s show, and this is coming from me who works in the Institute. I could see that even Rachie and Monroe were impressed. The automaton approached us and inquired about our interest in the town. Finally steeling myself, I showed the robot my identification card and demanded to speak to whoever was in charge. There was a soft whirring sound coming from the robot’s head, and soon after a white vehicle which looked like a Chevrolet SUV flew to our location. Glancing at each other, the three of us clambered in, and was greeted by a regally-dressed but awfully young adolescent by the name of Mr. ██████. He smiled after noticing our strange looks and told us that he was the new mayor of the town, something he has wanted to be as a child, and soon possibly to become an ambassador for the United Nations. He ushered us in and promised to explain everything en route to his office. With no better option, we clicked a signal to the Institute that we were entering the town’s territory and got in the vehicle.

Effect from exposure to Specimen-362: Has been observed to be abnormally sleep deprived by her peers and professors. Trained in various martial arts in UFC gyms. Held in high regard for her exceptional talent and growth in martial arts skills.
Status: Charged for repeated assaults on muggers, robbers, drug dealers, and politicians. Was reported to be wearing a black leather jacket and ski mask as well as equipped with spiked gloves and boots upon capture by Institute agents. Multiple casualties were sustained during capture. Amnestic applied. Following Site-10 Facility Breach, Ms. S has been reported missing. Immediate capture is advised.

Demographics: 25. Male. Son of a family of 6. Confined and raised for the majority of his life in his family’s home due to a birth defect of being born without legs. Education was limited to being home tutored.

Effect from exposure to Specimen-362: In possession of various books about bioengineering and has attended several lectures and symposiums concerning stem cell research. Upon investigation by the Institute, his room was observed to contain blueprints of electronic limbs. Miniature prototypes of electronic limbs were scattered around. Demographics: 82. Female. No immediate family. Parents and siblings perished in a commercial flight accident when she was seven years old. Has a PhD in Industrial Engineering.

Effect from exposure to Specimen-362: Manufactured stable electromagnetic alloys fitted onto all the establishments in the town providing more effective insulation and protection as well as for the purpose of aerovehicular travel. Manufactured varieties of magnetic levitation devices and transportation. Patented nanobots for the purpose of ██████████████. Manufactured drones by utilizing ████████████. Manufactured ███████████ weapons ██████████. Intervention by Institute agents resulted in █████████████████████████████████████████████████████████████████████████████████████████████████████████████. Confirmation for deployment of Inquisition Forces approved by the Court. Inquisition Forces sustained █ casualties and ██ deaths before Ms. L was finally apprehended. Charged with multiple murders of Institute agents and retaliation against the Institute.
Status: All contraptions in the town manufactured by Ms. L were taken down and confiscated. By majority vote of the Court, Ms. L was sedated and relocated to Site-10. Hence designated as Specimen-362-B, Ms. L will be kept under strict surveillance and will be kept alive so long as she complies to the wishes and requests of the Institute. Following Facility Breach of Site-10, Specimen-362-B has been declared to be one of the five successfully escaped Specimens from containment. On-site camera footage reveals her being carried by a dark hooded figure with spiked gloves and presumably modified cleats with high-grade barbs underneath due to the piercing indentations leading outside the facility. The figure reportedly used grapplehooks, smoke bombs, and a proficiency in martial arts to avoid security as well as the other escaping Specimens. Specimen-362-B is to be immediately captured or terminated in a last-case scenario.3

This is really just a formality for tracking purposes. Now, I suppose you have a lot of questions which you want answering?
Specimen-362-B: Save yer gobbling, sonny. Da reason why I was able to kill yer men is because I already knew about yer precious secret Institute.
Dr. Vinci: And yet here you are. How were you able to acquire information about the Institute, if I may ask?
Specimen-362-B: Wouldn’t you like ta know.

Specimen-362-B: Or wut. You’ll call’n those guards outside to gun me? I’m old, mister whoever-you-are. I’ve nuthin left to live fer, except for the young’uns.

Specimen-362-B: Look, I know what y'all are about. Da In-shit-ute, da Court of Seven that runs the damn place, yer Deployment and Inquisition Forces that are just da Court's slave dogs. Ya think you can protect everyone from things we can't explain. Ya think you CAN explain what we can't explain. Ya think you can contain them "anomalous" specimens. Dr. Vinci: The descriptions we were given are still vague at this point.
Specimen-362-B: Tch. We all can't git a good look at 'em. He wears a huge trench coat, a tall hat, and black spectacles even indoors. I scoffed at him once about it, an' he just gave me a good laugh. Speakin of which, one thing is fo sure tho: he has the warmest voice. Like a granpappy.

Dr. Vinci: Alright, noted. Now, what brought you to comply to the usage of Specimen-362?
Specimen-362-B: It started when he knocked on mah door one day. I thought he was a house-robber what with 'is menacing garb, but when 'e greeted me I knew dat man would nae hurt a fly. Such a bootiful voice he has. 'E carried the paper y'all call Specimen-362 with him that day, and politely asked fer a few minutes of mah time to draw anythin' on it for a survey of 'is. 'Course, not having many visitors I invited em inside and we had a lovely chat. Before ah knew it, it was already supper and da kind doctor had ta leave. He gave me 'is card and told me to visit him at his new clinic in the town anytime. As I lay in bed that night, dats when the dreams started coming agin.
Dr. Vinci: What sort of dreams?
Specimen-362-B: Ack, jus' sumthin that happened long ago. I was a tiny sass back den, when I lost mah family in a plane accident. I was stayin' at boardin' school that day. I remember cryin' fer weeks when ah heard da news. I cursed da sky above that took mah ma and pa and siblings and screamed at da heavens. I thought to myself that day, if only der was a safer way ta fly. A safer way ta take control of da air.
Dr. Vinci: And that let to your inspiration for your technology?
Specimen-362-B: Yes. Well, fer most of mah inventions anyways.
Dr. Vinci: I see. So what happened to you after you started having the dreams?
Specimen-362-B: At first ah ignored it, but next thing I knew dat scene was playin' in my head again and again and again and I just couldn't take it. My neighbor, ████████, told me dat a similar thing was happenin' to her, and that it helps ta visit da psychiatrist that arrived in da town. However, my body is not as strong as it used ta be, so ah phoned him to come over for our sessions. We became closer since, and he told me many things.
Dr. Vinci: What sort of things?
Specimen-362-B: Ohhh idle chit-chat. How da weather was, how our lives were-
