THE FOLLOWING ARE MANDATORY ORDERS BY THE UNANIMOUS APPROVAL OF ALL 13 O5 COUNCIL MEMBERS:
A reinforced steel and concrete perimeter has been built around Site-48. Any personnel exiting the site are to be amnestied and reassigned. Any SCPs coming out of the facility are to be either contained or terminated, depending on threat level. STF Gamma-12, designated "The Light Pourers", has been repurposed to be a stationary task force and patrol Site-48. Site-48 is now officially classified as decommissioned and a new, updated file has been written. Several experiments have been done with Site-48, and each have ended in negative results, and loss of communication while inside Site-48 is anomalously high.

General Information
Official Designation: Armed Research Site-48, and, Northeast Russian Research Site.
Code Designated: ARC Site-48, or NRRS Site-48.
Location: Site-48 was a Foundation facility located approximately 15 miles away from Buynavda, Russian Federation, which the town is now classified to the Foundation.
Purpose: The main purpose Site-48 served was the creation of Thaumiel class objects. Most research on MTF Tau-5's current abilities were developed through albeit costly research at Site-48. The facility strived to create any entity that could even slightly help the Foundation, even if it didn't recieve full SCP classification. It was disbanded in █/██/2002 after a catastrophic incident.
Former Cover Story: Russian research center, primarily focused on experiments involving growing edible plants in cold, harsh temperatures.
Layout
The facility was divided into four (4) main sections: Primary Containment Zone (PCZ), Primary Testing Zone (PTZ), and Primary Living Quarters (PLQ), and Primary Storage Zone (PSZ). Note that the facility was designed so that only the Primary Storage Zone and the Primary Living Quarters would be on the surface. Access to the main part of the facility is through either an elevator, or a large stairway. When going through one part to another, access was via a checkpoint, locked behind a reinforced steel blast door, stationed with two (2) security guards personnel. Authorized access was via an identification card.
PCZ:
This section of the facility was used for the active containment of SCPs, mostly Useful1 objects, but also a few non-useful entities, primarily the results of catastrophic experiments. PCZ was also used for temporary containment of anomalous objects while testing became
PTZ:
This section of the facility, arguably the most important, was used for testing anomalous items, even dangerous SCP objects, that were considered to have potential to be useful to the Foundation, even just slightly.
PLQ:
This section of the facility was split into Section 1A, and Section 2B.
Section 1A
This section of the facility housed personnel that selected the option to stay inside the facility.2 Inside are apartments, each with different size. There are also recreational activities in this section, including but not limited to tennis courts, pools, and soccer fields. PLQ also contains cafeterias and break rooms.
Section 2B
This section housed D-class personnel, and contained the same tennis courts, pools, soccer fields, and cafeterias, though under much stricter supervision. D-class personnel who try to break any regulations will be given three (3) warnings, and then sent to solitary confinement.
PSZ: This section was used for the storage of essential items such as food, water, ammunition, etc…

Following the vote, blueprints and construction on Site-48 began. Construction finished on the following year. Multiple SCP objects relocated to the site that were deemed to have potential to be thaumiel entities, or at least "Useful" to the Foundation. SCP-999 is the best example of this, as it can weaken SCPs with violent tendencies.

Foreword: On █/██/1997, three years after being in first operation, Site-48 experienced a SCP-682 and SCP-999 containment breach following the events of Experiment Log T-98816-OC108/682-999, which involved SCP-682 termination attempts after the hypothesize by Dr. Hazeld that SCP-999, if controlled in the correct way, could be a thaumiel object. Mobile Task Force unit Gamma-12, designated "The Light Pourers", was dispatched to Site-48 to secure the facility. Out of the 24 men that went inside, only one was able to make it out of the facility alive, though bruised,. This Gamma-12 member was named Chris Seafor. An interview was conducted with Agent Seafor.

Dr. ███████: So, what exactly happened when you were inside the facility? Control lost contact with you, and security feeds were malfunctioning.
Agent Seafor Oh, well, nothing particularly unusual happened when we were inside the facility until we reached SCP-682 and SCP-999's testing chamber. We couldn't see either of them. By this point we lost contact with command. We reached the chamber and saw, portals. Not really, portals, but more like tears in reality, like a rip in paper, but the paper in this case is the universe. Then, we saw a giant lizard and something made out of orange slime come out of the portal. We thought they were SCP-999 and SCP-682, though 999, in this case was a humanoid entity that was really tall. However, SCP-999 immediately started attacking us with its limbs. I was lucky not to be killed in the initial swipe from 999, though SCP-682 seemed docile. I made a run for it, and some other Gamma-12 personnel did as well. I'm not sure where the SCPs are, and I'm not sure if the original SCP-999 and SCP-682 are still inside the facility or not, but I don't wanna know.

Special Containment Procedures: SCP-048 is to be kept in a temperature controlled cell made of reinforced steel & concrete at Site-48 in Armed Containment Wing 4C, fitted with 2 Scranton Reality Anchors outside of the containment cell that are to be checked on twice a day by Containment Specialists. SCP-048's cell is to be maintained at a temperature of -50 Celsius. Should SCP-048 breach containment, the containment wing is to be put on lockdown and all staff are to evacuate into an evacuation shelter until until STF Gamma-12, designated "The Devil Slappers", is ready to recontain SCP-048.
Description: SCP-048 is a Type Green humanoid entity measuring 6.25 meters in height and 94 kilograms in weight. SCP-048’s skin is built of a solid red substance that is similar in color to tomato skin. SCP-048 has a relatively human face, with the exception that the eyes have no pupils and are an entirely black color, as well as horn-like addons instead of ears, though SCP-048 can still hear sounds through as of yet unknown abilities. SCP-048 is unaffected by holding SCP-048-B, however, and in fact, seems to be immune to high temperatures, though extremely low temperatures weaken SCP-048 by enough to make it the active source of containment for SCP-048.
SCP-048 is able to create a dangerous spear-like object designated SCP-048-B at will, but this process is able to be stopped with Scranton Reality Anchors. SCP-048-B is extremely dangerous, though only can create one at a time. SCP-048 has a surface temperature of over 1,000 degrees Celsius. SCP-048-B can also spew out bits of lava, which damages nearby facility structures.
Disclaimer: This is NOT our SCP-048. This is from the ERF Epsilon-94's exploratory mission in Site-48. However, I remember this document, I think the Foundation contained this SCP before it was lost because it was designated as SCP-048.
