Special Containment Procedures:
SCP-XXX is to be contained within a fenced square area of approximately 10 hectares under the guise of a small protected national park. Cameras and other monitoring equipment have been placed surrounding the area to monitor of any individuals entering. Foundation personnel are to patrol the area and help to detain any unauthorized personnel. Unauthorized personnel entering such location will detained for questioning prior to release. Amnestic treatment will only be used if deemed necessary. Activities within said area are to be loosely monitored and any additional action is deemed unnecessary. Personnel may be given permission to participate in activities as ordered by superiors. Non-anomalous native wildlife characteristic of the surrounding area are to be protected, however, as to continue with the guise.

Description:
SCP-XXX is a forested area located in ████, Panay Island, Philippines. In the center is a small village of crudely built huts with materials such as bamboo, coconut and occasionally cement. Characteristic buildings include a small church, barangay hall (similar to a town hall) and several stores. Said village is surrounded by small farmland growing crops such as corn and rice as well as livestock. While the village itself is non-anomalous, it contains several instances of SCP-XXX-1 and -2. SCP-XXX was discovered in 19██ when a foundation agent on vacation heard local legends of a haunted town from locals.

Instances of SCP-XXX-1 appear to be faceless humanoid mannequins fully wrapped in bandages and dressed in clothing depicting multiple eras and occupations. This includes clothing based on World War 2 era soldiers that have fought in the Philippines and 1970s clothing styles during the Martial Law era. Instances vary in size and apparent age, and as such often act in behaviors generally identified within that age group. All instances of SCP-XXX-1 identify as male as proven by interviews by Site personnel who were able to converse with such instances. Instances are unable to converse through normal means, often resorting to writing (which is their most preferred means) or sign language. At night, however, they are able to relay information by singing which is identified to be coming from where the mouth should be located. For ease of documentation and due to requests by SCP-XXX-1 instances, they are to be simply called "the Men".

SCP-XXX-2 instances are female humanoids often appearing to be made of glowing smoke; they are faceless, with long black hair. and appear to all wear what resembles a white dress. Similar to SCP-XXX-1, instances also vary by size and age, and as such also act as expected of the identified age group. Unlike SCP-XXX-1 instances, they can converse normally although it is still unidentified by how they are able to. For ease of documentation and due to requests by SCP-XXX-2 instances, they are to be simply called "the Women". Thus, they are to be collectively called "the Men and Women".

Instances of both the Men and Women are interact and act with relatively normal human behavior, however not needing to eat, sleep, nor drink water as well as breathing air. These include doing things instances have identified to have done during what they have identified as their past lives. Instances are known to be very friendly, sometimes offering food or services. As of the moment, there has been no known fatality of Site personnel and thus all testing has now been considered safe and use of D-Class is deemed unnecessary. The number of instances vary depending on the amount appearing and/or disappearing during an anomalous phenomenon now referred to as "the Departure". Due to the nature of such phenomenon and instances, it is deemed impossible and unnecessary to fully contain the Men and Women.

Kapitan ████: [interviewed waves his hand and writes down on a notebook]
The following is the text written:
How are you dear sir, what are these questions for?

Dr. ████: I apologize for the sudden interview. However, we need to ask a few questions relating to SCP-XXX.

Kapitan ████: You mean this town?

Dr. ████: Yes. Well, it is for formalities, captain.

Kapitan ████: [Interviewed nods his head]

Dr. ████: [Interviewer opens a folder and gives out a document] Is it fine if I say it aloud?

Kapitan ████: [Interviewed nods his head]

Dr. ████: Most questions are personal. We heard you had a life before reaching this town. I hope you don't mind but do you have any memories of your past life and how you were able to reach this town as you are?

Kapitan ████: It might take long.

Dr. ████: We have time, and we are willing to wait.

Kapitan ████: [Interviewed pauses for a few seconds before writing] I was also a barangay captain before and had a small franchise to help my family. We were big and we had worked hard and grew relatively quick. My business grew along with my political career and soon enough I planned to run for mayor. We had rivals, however, and one day I was shot behind in the head by two hitmen. I only knew this because I felt the pain when I was dying. I could still feel my body, yet I only felt pain, I couldn't move, couldn't tell how I wished to still be with my family. I could hear them crying, saw their faces when they saw me dead. I knew I was dead, doctor. Yet my consciousness was still there. I was buried and felt the worms eating me. I was stuck like that for an eternity.

Dr. ████: How did you reach this town, then?

Kapitan ████: I do not recall, all I recall was a voice in my head. It told me "There is comfort" and that was all I remember of that voice. Next thing I knew, I was walking down a path in the middle of the night. I just reached this town as if by instinct. It is similar to what happens to the newer souls, doctor. Every night they come here days after dying. They experienced purgatory, the pain of it, yet God somehow wants to give them some comfort.

Dr. ████: Can you tell us what you feel right now? In your current body.

Kapitan ████: It feels the same as when I am alive doctor. I'm surprised too, considering I have no face nor do most of my body parts function.

Dr. ████: Do you feel pain?

Kapitan ████: [Interviewed shakes his head] Only touch.

Dr. ████: You said something about pain for an eternity earlier, could you tell me more about it?

Kapitan ████: Do you know purgatory?

Dr. ████: Yes.

Kapitan ████: It is real. These people are in a state of purgatory. You feel nothing but pain, even feeling your whole body decompose. It's painful but necessary. Here in this town, however, most of that pain is relieved. It's easier to deal with the pain and you get to think of whatever you did.

Dr. ████: Instances fade away sooner or later, why is it so?

Kapitan ████: They reconcile. Notice the soldiers, some American, some Japanese? They still have something to resolve. Friends to wait for, enemies to say sorry to.

Dr. ████: You have been here for twenty two years from what we gathered, what is still making you stay?

Kapitan ████: [Interviewed looks down on his desk for a few seconds, his fists are observed to be clenched as if holding something back before writing again] My killers. One is still alive. Sorry, I must end this interview.

Dr. ████: My apologies. Well, I think we are done for tonight. Thank you for your cooperation.
[Interviewer and interviewed shook hands]

12 days after interview, Kapitan ████ faded away after a ritual. Prior to fading away, he was observed to meet and hug a new instance that has just arrived.

Upon research about the man Kapitan ████ claims to be, researchers found articles and documents matching Kapitan ████ claims. His death was recorded in ████ ██, ████, 24 years prior to interview.

Incident XXX-1
Particular incident occurred wherein several Site personnel were given permission to participate in. Said ritual was noticeable when Agent ████████, who participated, interacted with an instance after the ritual. Said instance faded away minutes after interaction despite being a new arrival. Since Agent ████████ was unable to be interviewed due to grief, a fellow Site personnel, Agent ████, was asked instead about the particular incident. He reported that Agent ████████ was singing a local lullaby with the lyrics apparently dedicated to a younger sibling. Said sibling died to Leukemia several days ago according to the Agent ████████. What is notable, as Agent ████ noted, was by the end of the song, Agent ████████ described the sibling's clothes which matched the clothes of the instance she interacted with soon after the ritual. It is still up to debate if SCP-XXX is truly what Kapitan ████ and other Men and Women say it is.
