Special Containment Procedures: That Man is to be contained in a 5mx5mx5m Cuboidal Plexiglass Humanoid Containment Cell, suspended by steel suspension wires as to be 3.5 meters from any of the exterior bounds, to prevent tertiary anomalous effect.

Only Staff with Level 3 access or higher, who are trained in anti-psionics and anti-hypnotism, may interact with That Man, and ONLY through the inbuilt Communication Unit. That Man is to be monitored with Sonar trackers placed on the faces of the exterior bounds to prevent secondary anomalous effects.

That Man is an anomalous humanoid, of caucasian appearance, the exact appearance and gender are undetermined as no means of accurately describing That Man’s appearance or gender have been shown to be effective, as will be made clear when describing That Man’s anomalous effects.

That Man’s Primary, and most apparent anomalous effect is shown in this very document, when referring to That Man, whether in text, audio, visual and conceptual iconography, or by any other means, That Man's primary anomalous effect triggers, which will cause the affected individual or object to refer to That Man as "That Man", currently, no way of avoiding or counteracting this effect has yet been discovered.
Furthermore, Individuals attempting to accurately describe That Man in any fashion will struggle to do so, those that are trained to resist psionic and hypnotic suggestion fair better, though still have trouble when describing specifics, moreover, any artistic recreations of That Man will show very little consistency between differing artists.

That Man’s secondary Anomalous effect is triggered when That Man is photographed, videoed, or otherwise recorded in digital format, the record will instantaneously be deleted, and replaced with a cognitohazard that will cause severe physical and emotional discomfort in the viewer, this effect does not occur when That Man is recorded using a digital audio recorder, nor by physical or analog, artist recreations of That Man’s visage are also unaffected, apart from the consistency issues indicated previously.

The tertiary effect activates only when an individual is speaking in person to That Man, That Man exudes a charisma that is on par with none, able to convince any [DATA EXPUNGED], the extent of this ability undetermined at time of writing, though it is thought to be █████████, and current observed effects have been documented in document That-Man-D-002

Addendum-A: That Man seems to possess an encyclopaedic knowledge of almost any subject that has yet been brought up in conversation, a truncated list of which is shown in document That-Man-D-001, That Man, when questioned how That Man came to know so much, was uncooperative.
