Special Containment Procedures: SCP-4676 is to be kept in a 4 m x 4 m x 3 m secure room. The room is to be monitored at all times as well as the surroundings of Site-PLACEHOLDER. The room is to contain surveillance systems and a reinforced door. Scp-4676 is to fed regularly, preferable by D-Class or Armed Guards 3 times a day. Security Clearance 3 is required to allow SCP-4676 out of its designated area. While SCP-4676 is out of confinement it is to be escorted by a minimum of 2 Armed Guards.

SCP-4676 is to be moved from Site to Site on a monthly to bi-monthly basis. Security Clearance 4 is required to access information regarding SCP-4676's Location. Security Clearance 4 is also required to decide when and where SCP-4676 will be moved to. While SCP-4676 is being transported, Task Force Beta-5 ("Baby Sitters") is to travel with SCP-4676 at all times aided by further security forces. When moved to a new site SCP-4676 is to be contained in any available containment rooms or facilities. Finally, surveillance and security efforts are to be increased at the new site for the period that SCP-4676 is contained at said facility. In the case of a containment breach SCP-4676 has been implanted with a tracking device for retrieval.

Description: SCP-4676 appears to be a young Caucasian male measuring at 0.95 m in height. SCP-4676's ears are unnaturally elongated coming to a point behind its head. SCP-4676's age is currently unknown due to its aging process being completely stunted. How this occurred is still being researched. Due to this, SCP-4676's physical strength is equal to that of a 10 year old child. However, SCP-4676's mental state varies wildly. SCP-4676 in temperament matches that of a fully functionally adult but, it still has child like qualities with curiosity of its respective physical age. Additionally, SCP-4676 experiences high levels of paranoia and PTSD.

SCP-4676 was abducted by a cult like organization who then performed some form of "initiation" on SCP-4676. This "initiation" seems to be the source of SCP-4676's stunted aging processes and elongated ears [See Interview Log PLACEHOLDER].

Additionally, SCP-4676 was identified by the organization it was abducted by to have the "Gift". This "Gift" refers to SCP-4676's ability to create items and materials not able to be currently manufactured, by hand such as Quantum Processors, Nanobots, Carbon Fibers, Damascus Steel, and Graphene. As well, this "Gift" allows SCP-4676 to recreate various anomalous items with various success [See Experiment Log PLACEHOLDER-PLACEHOLDER].

Recovery: SCP-4676 was initialy observed in Northern Canada on █/██/████. Initial reports described a green and red "goblin" that would sift through trash and food storage's. Field agents were dispatched to ███████ Canada to investigate. Field agents set up a Forward Operating Base near the locations of the first reports. During the course of █ weeks █ observations of SCP-4676 were recorded. However, when field agents investigated, no conclusive evidence of SCP-4676 was found. SCP-4676 was contained and encountered on █/██/████ at the FOB in Field Agent Taylor's room. SCP-4676 cooperated with initial containment procedures [See Indecent Log 4676-1]. SCP-4676 was then moved to Site-PlACEHOLDER.

Analysis: It appears that Field agents Ago and Taylor were followed by SCP-4676 after they retrieved the cloth sample. This is most likely an explanation for the strange noises noted by Field agent Ago at 17:13. After further investigation, it appears that SCP-4676 followed Field agents seeking containment [See Interview Log 4676-PLACEHOLDER]. How SCP-4676 knew of the foundation or its operations are unknown at this time.
