Code Of Ethics

§1-Introduction
The Code of Ethics is one of the most important Foundation documents. It outlines the conditions of the Ethics Committee as well as all relevant humanitarian rights and power establishments regarding D Class Personnel and the safety of Foundation Personnel. Responsibility for amending this document is ultimately preserved only for members of the Ethics Committee, and may be amended through emergency powers granted to the Board of Directors through the Committee.
§2-The Ethics Committee (Subcommittee section is outdated). -O5-X
2.1 The Ethics Committee serves to manage and enforce the Code of Ethics. It has the ability to deem actions either ethical or unethical, and may investigate or punish those, who break the Code of Ethics.
2.2 The O5 Representative to the Ethics Committee represents the Council within the Ethics Committee. They advise the Committee and the Board of Directors and help set an overall direction for the Committee. The O5 Representative can not remove members of the Ethics Committee and cannot enact laws or change the Code of Ethics without the approval of the Committee, unless by executive order. It is important to remember that the O5 Representative is not an Overseer. They do not rule over the Committee like many other O5 Councilors do with their departments. The O5 Representative may not vote, unless a tie has occurred. The Ethics Committee may not remove the O5 Representative.
2.3 The Editor of the Ethics Committee is responsible for the management of the Ethics Committee. They may manage the membership of the Committee in any way they see Kt. This is a position of trust and their authority is expected to never be abused. In the event that the Editor leaves his oLce for whatever the reason is, the Vice Editor shall immediately be appointed to the role of the Editor.
2.4 The Editor can be removed by a Vote of No ConKdence. Any member of the Board of Directors may motion a Vote of No ConKdence in the Editor by transmitting their wish to do so to the O5 Representative. Then, all members of the Board of Directors, excluding the Editor and O5 Representative, shall vote on whether to or not to remove the Editor. If a majority is achieved, the O5 Representative may choose to remove or not to remove the Editor. If the decision is unanimous, the O5 Representative must remove the Editor.
2.5 The Vice Editor assists and advises the Editor in their duties, though they do not carry the full authority of the Editor. They may suspend members of the Committee if they deem it necessary. Should the position of Vice Editor become vacant for any reason, the Editor shall appoint a new one.
2.6 The Ethics Committee is divided into three diTerent subcommittees. Each possesses a diTerent task. Each subcommittee has a Chairman and a Senior Member to assist the Chairmen in the management of the subcommittees. Subcommittee chairs are appointed by the Editor, and the Senior Member is chosen by the Chairman. In order to function properly, a subcommittee should have one Chairman, one Senior Member, and at least three Committee Members.
2.7 The Investigation Subcommittee investigates reports sent in by Foundation Personnel and Class-D alike. They interview people in order to look for evidence and/or a confession and then compile a report of their Kndings.
2.8 The Sentencing Subcommittee takes reports from the Investigation Subcommittee and decides what punishment in necessary. They then take said action and notify the oTender.
2.9 The Public ATairs Subcommittee engages and informs the Foundation on Ethics. They do this through Seminars, the EC Public Discord server, and general interactions on-site. They also act as a balance to the Sentencing Subcommittee, and may appeal their decisions.
2.10 The Board of Directors is the ruling entity of the Ethics Committee, and is composed of the O5 Representative, Editor, Vice Editor, and all Subcommittee Chairs. They are responsible for everything that occurs within the Committee. The Board of Directors may overrule any Subcommittee should it deem it necessary.
2.11 Members of the Board of Directors may be removed by the Editor with the O5 Representative’s consent.
§3-D Class Personnel
3.1 D Class personnel may be terminated for equipping any kind of weapon unless they have explicit permission from testing personnel, regardless of if they discharged the weapon or put it away.
3.2 D Class personnel may be terminated for entering an unauthorized area without the permission of combative or research personnel.
3.3 D Class personnel may be terminated for attempting to breach, breaching, or interfering with the re-containment of any SCP.
3.4 It is unethical to verbally abuse D Class Personnel in any way.
3.5 If a D Class Personnel is pushed across the red line, they cannot be terminated. They must be asked to step back, be detained or shield-bashed backwards. The pusher, however, is subject to termination.
3.6 D Class Personnel must be terminated for a proper reason, and by combative personnel. The only exception for this is in case of self-defense.
§4-Foundation Personnel
4.1 Foundation Personnel may not use their weapons to harm others except for self-defense. Self-defense is when you have been shot, or have a strong reason to believe you will be shot next by someone already shooting others.
4.2 Foundation Personnel in restricted areas are to be removed, if they are non-compliant (do not leave when told by someone without detain or return when being detained out), they may be terminated. A third offense might result in a Class-D sentence.
4.3 Foundation Personnel should not enter a SCP’s containment zone without a security escort. Non-combative personnel may never enter a SCP’s inner containment zone.
4.4 When spectating, conducting, or securing tests, Foundation Personnel are to keep a safe distance from the windows looking into the inner containment zone.
4.5 Intentionally breaching a SCP is unethical.
4.6 Divisional / Department Directors are responsible for assisting the Ethics Committee and helping enforce the Code of Ethics within their division. Failure to do this may lead to them being repulsed negligent by the Committee and possibly face punishment for negligence.
4.7 Departments are required to give punishments to its members who commit unethical acts that violate the Code of Ethics, this punishment must be agreed on by the Sentencing Subcommittee aaer such punishment is inbicted the department must notify the Sentencing Subcommittee Chair saying that the punishment was given.
4.8 No Foundation Personnel may incite violence or otherwise encourage hatred among any groups of people within the Foundation.
4.9 The Code of Ethics applies to all Foundation Personnel ranked Level 5 and below.
§5-Combative Personnel
5.1 Lockdowns may be declared in the event that there is heavy Class-D rioting that endangers personnel, containment breaches in the CDC, or large numbers of Class-D are missing. In the event of a lockdown all Class-D not in their cells are to be terminated, any tests are to be halted, and Class-D are to be returned to the Class-D cells.
5.2 Class-D have exactly one minute aaer the lockdown alarms begin to get to their cells, aaerwards, they are subject to immediate termination.
5.3 People who may declare a lockdown are as follows:
❏ All foundation personnel ranking Level-5+
❏ Security Department personnel ranking OLcer (+)
❏ Mobile Task Forces personnel ranking Task Force Leader (+)
❏ Rapid Response Team personnel ranking Deputy Squad Leader (+)
❏ Internal Security Department personnel ranking Executive Director (+)
5.4 Members of the Ethics Committee Board of Directors may end a lockdown at any time, they may not, however, call lockdowns unless they meet at least one of the above criteria.
5.5 For all of the above divisional rankings to be valid, they must be on their division’s team.
5.6 Detain should be used on D Class Personnel in the event that their presence endangers a VIP, they are jumping around and causing harm to other D Class Personnel, when the D Class Personnel was pushed across the line, and if the D Class Personnel crosses the line. Detain may be used for the transfer of a VIP or Class-D Personnel.
5.7Actions that can be labeled as unethical are as follows:
❏ Unauthorized termination of D Class Personnel
❏ Unresponsive termination of Class-D Personnel
❏ Lacking safety protocol awareness for Class-D and others
5.8 In the event of a breach during testing, the test is to be halted and the Class-D are to be terminated, any Foundation Personnel are to be moved to the breach shelter as quickly as possible.
5.9 Class-D are to be introduced to the containment zone by combatives only, not any member of testing divisions.
5.10 Class-D personnel are not to be terminated during medical exams unless ordered to by Medical Department staT ranking Assistant Director (+).
5.11 If a Class-D is terminated during a test without authorization or justiKcation, the person who terminated is subject to punishment. 5.12 Class-D are not allowed to give authorization for their own termination.
5.13 Class-D must be escorted by combative personnel when being escorted to tests, checkups, or anything outside of the CDCZ.
5.14 Guarding forces such as A-1 and RRT are exempt from the CoE when they are guarding a protectee to ensure maximum protection, when not guarding a protectee the CoE applies fully to their actions and they will be held responsible for any codes broken.
§6-Research Personnel
6.1 The only departments allowed to test SCPs are the ScientiKc Department and Medical Department.
6.2 The amount of Class D personnel a researcher requests must be a reasonable amount for the SCP being tested. i.e: If a researcher is testing how long the eTect of SCP-035 lasts, 2+ Class D are not needed.
6.3 Research personnel are allowed to bring 1 extra Class D along for testing in case of another Class D getting him/herself terminated before the research personnel are able to reach the SCP, or the Class D having to leave or go away. If the test goes as planned, this Class D is not to be tested, and returned to the CDCZ.
6.4 Research departments are allowed a maximum of 7 Class D per test, while directorate members are allowed 10. Any tests that require above that amount need permission from a Site Director or O5 Councilor.
6.5 The only personnel allowed to be tested on are Class D, at no point should Foundation personnel be interacting with SCPs unless necessary for a test.
6.6 When testing, the researcher’s commands to the Class D must be made abundantly clear; at no point should a Class D be killed because the tester did not properly give instructions.
6.7 Combative personnel may enter the containment zone of a SCP to recontain, terminate Class D, or carry out a procedure necessary for the test. All other Foundation personnel are not allowed to enter.
6.8 A test is only defined as officially started when all personnel needed for the test have lea the brieKng room and are heading to the SCP being tested on.
6.9 Class-D personnel must be briefed of their rights before the test moves out of the brieKng room, failure to do so will result in the test being halted and the tester and security being punished.
6.10 Tests may be stopped in the brieKng room before the start of the test, or shut down aaer the start by any member of the Ethics Committee ranked Committee Member or higher.
6.11 Tests may be considered unethical if they are improperly carried out in an unsafe or wasteful manner.
