Thank you all for being here today. I see most of you have found your seats, so we'll go ahead and get started.
Let me start with what I'm sure you're all thinking: Yes, Atlantis is fictional. The "lost continent of Atlantis" was made up by Plato as part of an allegory in his Timaeus and Critias.
Technically, the civilization we are discussing today- in a close phonetic translation- is the kingdom of Vaalbara Karnataka. But that's a bit of a mouthful. Many older documents refer to the civilization as Atlantis, and the inhabitants themselves have even somewhat taken to the name. So in the interest of saving time and confusion, Atlantis is considered to be an acceptable moniker.

Now, this information was shared with us by Dr. Jora Fyodorovich, formerly of G.R.U. Division "P". See, when the Soviets established Vostok Station in 1957, they took measurements with ice-penetrating radar, and found some irregularities.
As it turned out, they had uncovered the first sign of Atlantean civilization. A Rosetta Stone of sorts, buried deep under the ice.
Now, I'm sure many of you think that the first step to interacting with this foreign culture is learning their language. While I would normally commend you for that, well, let's listen. If any of you think you can reproduce this:

THE EMBASSY
The Foundation Embassy is a pressurized annex to the ABERE complex, cooperatively constructed by Foundation divers and the Atlantean government between February and April 2018. It is considered a provisional branch of Site-033. The Embassy functions as headquarters for Diplomatic Task Force ⎈-6, and consists of three levels.
Alpha Level ("Mission Control"): This level maintains offices, living quarters, conference rooms, the medical ward, and a small cafeteria. Additionally, a control center is constantly manned on rotating shifts; this area has sonar, radio and telecommunications with other vessels and the surface, and directs all Foundation submersible traffic entering Atlantean territory. Alpha Level is self-contained and designed for positive buoyancy; in the event of a major emergency requiring evacuation, it will detach from the lower levels and initiate a controlled ascent to the surface by procedurally disengaging ballast tanks.
Beta Level ("The Garage"): Primary entrance and mechanical sector. Maintains three automatic submersible hangars and six emergency decompression chambers. Engineering crew workshop is located here, equipped for vehicle repairs as well as general servicing of internal systems (oxygen recycling, water desalination, intranet uplink, et cetera).
Delta Level ("Lower Decks"): Mainly conference rooms for meetings with Atlantean diplomats. The chambers can be flooded to allow exterior entry, and interspecies communication is facilitated through an audio-video communications link with a sealed chamber where Foundation personnel will be present. Additionally, the Biomimetic Luminescence Array for Native Communication (BLANC) is capable of translating verbal language (currently limited to English, Russian, Japanese, and Spanish) into Atlantean non-verbal phosphorescent communication patterns ("Glowspeak").
TREATY OF MELVILLE
The Treaty of Melville is an agreement signed by the Crown Prince of Atlantis and Foundation Ambassador Ayesha Gnanadesikan on 23 December 2017 (ratified by the Overseer Council 27 December and the Atlantean Parliament 30 December). Prior to 2015, the Atlantean government had been extremely xenophobic to outsiders, especially "lams" (a usually derogatory term for "land mammals"). However, following Foundation assistance with their SCP-3518 infestation, and the crowning of the reformist Prince Neboaith, the Foundation was approached for negotiations.
The Atlantean Government and The Human Foundation
- Will maintain peaceful relations, including free trade of resources as per the needs and preferences of both parties, negotiated on a regular basis;
- The Kingdom of Atlantis will provide important information about potentially dangerous anomalous aquatic entities;
- The Foundation will provide the Kingdom of Atlantis with information about potentially dangerous land-based entities.
- Will not pursue the development of weapons that could threaten the other party without notification and explanation thereof;
- Will not create cognitohazardous or otherwise dangerous mind-affecting imagery, sounds, etc dangerous to the other party;
- Will not aid any political, religious, or anomalous groups or entities that seek to harm either the Kingdom of Atlantis or the Foundation.
THE CLOCKWORK-ATLANTEAN CONFLICT
At an unknown point in time during negotiations between the Kingdom of Atlantis and the Foundation, a religious sect called Infinity's Angels somehow became aware of the Kingdom's existence. Having covertly infiltrated the Foundation, the this sect began to, in secret with the Atlantean Government, experiment with anomalous technology and weaponry, with a mutual goal of developed a Monodimensional Leyline Laser (MLL,)2 in addition to other forms of advanced memetic, thaumaturgic, and biological weapons, violating the Treaty of Melville. During the course of the experiments, this sect successfully created the eigenweapon, and abruptly left the Kingdom without disclosing its creation.
By this point, Foundation spies within the Atalantean government had been alerted to illicit activities on part of the Kingdom, although they incorrectly assessed that either the Church of the Broken God or Sarks were responsible. As a result, a worldwide raid was launched upon various known COTBG communes, alongside various Sarkic states.
They were unable to prevent the Monodimensional Leyline Laser from being fired from a compound located in Borneo. While unconfirmed, based on the original trajectory of the weapon, it is believed that the original target was Area-194,3 or Three Portlands. The bolt's course was altered due to an unforseen thaumaturgical event (An attempted summoning of a deity,) and as a result struck Atlantis, causing widespread destruction. The perpetrators of the attack, identified as Wilhem Strozk, Putin Vostok, and Monroe Forath, were arrested, charged with Crimes Against Sapients, and executed via drowning in the Atlantean Court on 3/5/2017. During the course of the investigation, it was discovered the three were part of a techno-pagan religion which had previously been classified as essentially harmless. This sect was discovered to have infiltrated the Foundation on all levels, with a single O5 council member being discovered being a spy, as well as having infiltrated the Global Occult Coalition, MC&D, the Church of the Broken God, various Neo-Sarkic enclaves, and the Chaos Insurgency among others. How this was achieved was through a combination of widespread corruption within Foundation Ranks, memetic engineering superior to that of the Foundation, and anomalous biotechnology.
The ensuing purge within the Foundation resulted in 17% of assets being liquidated, including various SCPs. The Global Occult Coalition and presumably the other groups went under similar purges. Due to the wrongful assault upon Church of the Broken God communes and Neo-Sarkic enclaves, the tension between these groups and The Foundation has risen to unprecedented levels.
Due to the mass destruction, the Kingdom of Atlantis has been struggling to rebuild, futher hampered by numerous successful seccesionist movements by several regions of kingdom occuring, with some suceeding. Presently the Kingdom of Atlantis4 has adopted a Liber-Authoritarian ideology as their main philosophy, roughly translated as Coerced Hedonism, using various substances to keep the population in check in adddition to propoganda, subtle memetic triggers, and social engineering. It is believed that humans that were within the modern boundaries of the Kingdom of Atlantis are either deceased or imprisoned. Presently this state's boundaries are only as large as it's singular city.
The various other Atlantean States have maintaned varying degrees of contact with the Foundation, often requesting aid, information on other states, weapons, etc. The area previously controlled by the Kingdom of Atlantis is now dominated by a nuumber of territories in constant warfare. It's believed the Kingdom of Atlantis had been using military application and memetic suppression in order to assert control over the region, giving the appearance of unity and stability.

Population: approx. 6,000,000 (2015)
Description: Native inhabitants of Atlantis. Although humanoid in appearance, their internal anatomy is very different; their closest living genetic relatives within the actinopterygian bony fish would be Boleophthalmus.5 They would be considered icthyoids, distinct from aquatic hominids like Homo aqueous.[1]
Notably, unlike most actinopteri, the Ven lack swim bladders; this causes them to expend more energy in swimming, but conversely prevents the extreme pressures of their deep environment from harming them.
The Ven are capable of verbal communication- their language is known as e'vel. However, having inhabited the deep waters of Lake Sovetskaya for several millennia, most Atlanteans communicate through what is referred to as "Glowspeak," which involves varying bioluminescent patterns and echolocating clicks.
It is unknown when the Ven first colonized what is now Atlantis; their historical records are inconsistent and often unreliable due to historical revisionism by several royal families. However, recovered fossils and geological data indicate that the ancestors of the Ven (primitive icthyoids diverging from other osteichthyes 55-60 mya) migrated to Antarctica after the Eocene–Oligocene extinction event circa 33 million years ago.

Bacillariophyceae gnanadesikani
Description: Bioluminescent phytoplankton. Unlike most similar species, they perform chemosynthesis, using the output from local hydrothermal vents to supply their photophores with the necessary energy.
These "Lightbringers" are harnessed by the Ven as an organic light source. A network of "lamps" distributed around the city are connected through small tubes to a chemothermal caldera located 2.3 km outside of Atlantean territorial waters. The heat prevents the phytoplankton from leaving the lamps, while providing nutrients so they can continue to luminesce and reproduce.

Originally classified as "domesticated antarctic gar."
Foundation Classification: Atractosteus vostoki
Description: Anatomically similar to the alligator gar (Atractosteus spatula), with environmental adaptations including lack of pigmentation, wider blood vessels, and increased size (specimens have been measured up to 4.12 meters in length). Sometimes domesticated and used for transportation- these are considered a subspecies, Atractosteus v. ashburii.
