SCP-XXXX upon initial containment, 1972

Special Containment Procedures:

Provisional Site-XXXX has been established in the immediate vicinity of SCP-XXXX to facilitate effective containment. At this time, primary containment consists of a perimeter wall constructed of concrete reinforced with steel rebar, 5 m in height and 1 m thick. The interior facing side is coated with a heat-resistant sealant. The wall is 40 m from the exterior of SCP-XXXX at its closest point. The top of the wall is lined with 3 heavy-duty electrified wires spaced 10 cm apart supported by steel posts mounted into the concrete. An on-site generator is provided to supply these wires with current in the event of a local power outage.

Three (3) surveillance stations have been established in buildings adjacent to the perimeter wall, at heights sufficient to overlook the entirety of the area within the wall and spaced such that the full exterior of the anomaly and surrounding area is visible by at least one station at any time. These stations are to be manned by at least two (2) security personnel armed with standard issue, medium-range ballistic weapons as they have proven effective against all SCP-XXXX-A instances encountered to date.

Upon a SCP-XXXX-1 manifestation event, any instances of SCP-XXXX-A that exit the structure are to be immediately terminated by security personnel. Once deemed safe, the remains may be retrieved and held for testing by on-site research personnel. Once evaluation is completed all remains are to be incinerated.

Secondary containment comprises all land within a 1.5 km radius of the anomaly. All buildings within this radius have been acquired by a Foundation front organization. Permanent road blocks have been established and the perimeter is to be patrolled at all times by security personnel. A disinformation campaign has been established and distributed to local news outlets for dissemination detailing that the military have seized the area for experimental live-fire training of special forces. This containment zone has been created with the cooperation of national authorities who have provided standard-issue military uniforms to be worn by patrolling personnel to aid in the disinformation campaign.

Any individuals attempting to breach the perimeter are to be detained and questioned. Personnel are authorized to meet resistance or aggression with lethal force. Any individuals determined to be connected with GoI-004 "Church of the Broken God" are to be transported to Site-XX for further interrogation. All other detained individuals are to be administered Class-B amnestics and released at the discretion of the Site Administrator.

All personnel assigned to SCP-XXXX are instructed to ignore any physical similarities that any SCP-XXXX-A instance possesses to any former or current member of the Foundation. These apparent similarities are a result of the anomalous properties of the object.

Description:

SCP-XXXX is a structure located in [REDACTED], Russia approximately 30 km north-north east of the administrative center of the city. SCP-XXXX superficially resembles an industrial building of a style typical of early 20th century pre-Soviet architecture, with the exception that no portals of any kind (windows, doors, etc.) are present on the exterior of the structure. On visual and tactile observation, the walls appear to be red clay brick with weathering and discoloration consistent with nearly a century of aging in the local climate; however, no means of damaging or breaching the walls have proven effective to date. The roof is composed of rippled metal sheeting covering the entirety of the top of the building with no apparent breaks or entry points, even ones typical of industrial facilities such as smoke-stacks or vents. The roofing has likewise proven impenetrable.

Local municipal records indicate that SCP-XXXX was constructed in the late 19th or early 20th century and at the time of construction had no anomalous properties. It was used as a manufacturing facility for starch before transitioning sometime after the establishment of the USSR to a munitions factory. Diagrams of the structure included with the records show various doors and windows on the exterior as well as several ventilation outlets. At what point and for what reason the building was altered to no longer possess these features are unknown at this time.




History:

According to records relinquished to the Foundation, SCP-XXXX was first encountered by GRU Division "P" on ██/██/1972 when local law enforcement reported a "machine-person" being shot and killed in [REDACTED], Russia after killing several people and causing significant damage to structures near the location of SCP-XXXX. Initially believed to be a covert action by a foreign power, KGB agents responded to the report. After examination of the remains the case was transferred to GRU Division "P" for further handling. The path of the SCP-XXXX-A instance was traced to the structure now known as SCP-XXXX, and containment was enacted at that time. Several attempts were made to enter or breach the structure over the course of several months, all of which failed.

After witnessing a manifestation of SCP-XXXX-1 and subsequent release of an SCP-XXXX-A instance resulting in 4 GRU and 11 civilian casualties, the GRU commissioned construction of the wall that continues to serve as the primary containment zone (albeit having been partially repaired several times) and ceased attempts at penetrating the structure. GRU records indicate that ██ SCP-XXXX-1 manifestation events occurred during their containment of the anomaly.
