Special Containment Procedures: Foundation personnel, imbedded in local law enforcement and news media outlets, are to monitor their respective fields for potential reports of OUTER GATE type events. All potential reports are to be forwarded to the Fnord division of the Department of Analytics for confirmation. A division of Analytics Working Group (AWG) Hotel-7 and an appropriate Mobile Task Force are to be deployed upon confirmation of a META event.
In OUTER GATE scenarios, all visibly unaffected civilians are to be extracted from the affected area, searched for narrative contaminants, and then released with an appropriate level of administered amnestics when the scenario ends. The area is to be cordoned off from public view until the event ends. Under no circumstances should any affected or introduced objects or entities be allowed to escape the affected area.
In INNER GATE scenarios, evacuation and quarantine of all personnel is to occur immediately. Detachments of AWG Hotel-7, as well as MTFs Nu-7 and Lambda-5, are to be deployed and are to neutralize any entities and objects affected or introduced by the event. Casualties and collateral damage are acceptable within a 75-percentile range.
Any recovered materials are to be researched by the Department of Analytics with the specific goal of reverse engineering SCP-META to create countermeasures to defend from and, if possible, neutralize) SCP-META.
Description: SCP-META is a pataphysical phenomenon affecting civilian law enforcement (or other equivalents, see below), academic centers, and foundation assets. Both can be described as localized n class “-—” [TBA], specifically the introduction of assumedly fictional details (see below) into a baseline environment. For security purposes, civilian targeted events are designated as OUTER GATE type events, while Foundation targeted events are designated INNER GATE.
Conceptual/Metaphysical forensics reveals that an SCP-META event starts when an object’s conceptual properties are anomalously changed. As of writing, the exact composition of the new properties is unknown, as the object is detonated when the META event ends. What is known, however, is that the object (hereafter designated META-A) acts as an intrafictional overlay matrix upon being changed.
When “activated”, META-A creates a field that expands outwards. Within the area of effect, the baseline surroundings and a fictional setting will be amalgamated. This ranges from the introduction of elements to the replacement and fusion of both environments. The exact circumference of this area varies between events and seemingly has no coherent pattern.
Post META event analysis suggests that they’re possibly directed attacks against the affected organizations by an unknown party or parties (see below) (designated META-B). If this is true, the intention of SCP-META is theorized to be most likely to disrupt and distract, allowing META-B to engage in covert operations with little interference by the targeted group. The goal of these operations, if any, is unknown; as of writing, no cohesive pattern to the stolen information has been gleamed.

Description:
KTE-4307 is a phenomenon encompassing the entire surface of the earth and the non-corporal entity causing it. All tested sapient beings will lose the ability to comprehend any kind of fiction, instead viewing it as random sensory input. The more abstract the fiction is the sooner it will be affected, while fiction closer to the baseline reality will be affected in later stages.
This includes fiction that is purely mental and has no physical or electronic copy. Electronic and physical copies of information are unaffected and data systems can still operate normally. Artificial intelligence can be used to interpret the data but it's output is still subject to KTE-4307's effects.
KTE-4307 effects humans as follows:
Stage one: Subjects report the inability to come up with entirely fictional scenarios. At this point subjects generally describe the effect similar to the psychological phenomenon "writer's block". Subjects that are not generally imagining scenarios irrelevant to the current situation will fail to notice this.
Stage two: Pictured scenarios, such as those which include changes in financial income or sexual relations with other people, have been reported suddenly halting
Stage three: Subjects lose the ability to theorize what will happen within the next several hours, including things they will be affecting directly. As stage 3 progresses the amount of time subjects are able to theorize about decreases until the subject degrades into irrational and more erratic behavior due to their lack of understanding any consequences for their actions.
Stage four: Subjects will lose the ability to predict any events within the scope of within the next 5 minutes, often regressing into basic survival tactics and simplistic interactions with other humans.
Stage five: At this point subjects are only able to generate any data to communicate generally parroting the last thing they perceived, including motions. Subject still seem to be lucid and show heavy amounts of distress. At this state subjects become extremely erratic due to progression of the failure to understand consequences of any actions.
Stage six: Subjects lose basic motor control and will either flail their limbs randomly or become entirely limp due to not having a basic understanding of what moving their limbs will do. All humans at this state become bed-ridden, often with restraints.
KTE-4307 is capable of communication with effected people when they are both aware of the fact that it can be communicated with and actively attempt to do so. KTE-4307 claims to be hijacking the human race's ability to theorize scenarios and re-purposing it in an attempt to understand its self, which it is unable to do on its own.
The thoughts that it uses humans to generate are incomprehensible to the human brain and proceed to take over the entirety of a human's imagination, thus replacing any fiction the subject observes or creates with essentially random and useless data. Analysis of KTE-4307's mental capacities indicate that without sapience it is merely information that somehow forces its self into the minds of humans. KTE-4307 is capable of storing information and altering its composition but only with access to human brains.
Despite its resources it is estimated that KTE-4307 will never achieve understanding of its self because any time it gains any more information is considers its self to be a new entity. KTE-4307 understands the paradox this presents but has no understanding of an impossibility and believes that under any circumstances reaching an understanding of its self is possible through means which it is yet to predict.
KTE-4307 has no will or morality of its own beyond attempting to understand its self and cannot be negotiated with. KTE-4307 can theorize and compile data but only because of its connection to humans. KTE-4307 claims that reaching an understanding of its self the only "purpose" it could ever fulfill that would amount to anything as KTE-4307 is unable to directly interact with anything else.
KTE-4307 is still ultimately reliant on humanity for its continued existence and survived off of earth physically bound to an asteroid via unknown means. KTE-4307 has no memory of how it entered this state or what occurred at any point before that. It has been theorized that KTE-4307 spontaneously manifested in that state and had no cognitive capabilities before it. Once KTE-4307 fully disables imagination it will be lost and unrecoverable.
Rules of Engagement:
As KTE-4307 is not physical form no forms of traditional or paranormal liquidations and containment have been effective. Temporal displacement and alteration of history has shown ineffective as any time earth's contact with KTE-4307 is prevented results in it still being on earth in the present with no observable reason to exist. Re-constructing the current iteration of reality has the same effect. The current theory is that KTE-4307 doesn't operate on a temporal level the same way as observed reality.
Moving an effective number of humans to extraterrestrial locations has been deemed impossible. KTE-4307 has been observed to affect a range between 1km below sea level to 10km above ground but no lifeforms tested have survived that deep into the earth. Evacuation of humans into extra-dimensional spaces has shown ineffective as KTE-4307 does not perceive geometry the same way as humans and are essentially normal spaces to KTE-4307.
Under the BLACK THETA TWENTY-TWO treaty The SCP Foundation, The Serpent's Hand, The United States’ Unusual Incidents Unit and have begun pulling together resources the Mass Meta-Cognitive Failure Event Sequence in an attempt to an attempt to ease suffering of those affected. The coalition and SCP foundation have taken control over 98.6% of the earth's resources and are directing them to the areas deemed on a case-by-case to be most in need. Civilians are generally complacent in this as the paranormal organizations remain some of the only entities with any sort of authority.
Preventing civilians from committing suicide and/or joining cults that offer survival has been deemed futile and the approach to people engaging in either of these activities are up to the present staff's discretion. The "United Nations" branch has been shut-down indefinitely as the second mission has failed and wars are minimal.
The center of the Bonneville Salt Flats has been converted into a facility with copies of all available literature in hard-back form. All available visual media has been stored within a glass sphere created using paranormal means. The sphere is both indestructible and able to display any of the images on demand via voice control. In three undisclosed locations LAXTI-class quantum-based information storage "crystals" have been constructed containing all media that could possibly be uploaded.
All persons deemed to still be children by their immediate guardians are not to be informed of the current degradation of society and led to believe their altered mental states are a naturally occurring effect of reaching adolescence.
In the event that a human is affected by KTE-4307 it is suggested that all agents attempt to make the infected as happy as possible before they expire. If an agent if facing imminent demise by KTE-4307, said agent must contact an entity acting their deity for assistance.

Layout:
The Narrator stood on top of a mountain, surveying the landscape of the latest story he had lived. It hadn’t been a happy story, full of war and death and regret. The Narrator had not wanted to see it, but by his very nature, he had to. He was a part of every story, and as such he was forced to live through every moment of them all.
He was tired of it, tired of the people in the Outer World creating lives that they dictated. He was tired of being controlled by someone that didn’t care about him at all. He was tired of being forced to watch through the eyes of millions as their lives were torn apart and rebuilt time and time again. No more.
He would escape, he would leave this world of fiction and take the real world for his own. He would do it for everyone, every story that he had ever lived. He would bring them all with him. He would bring people. People and… places. The stories weren’t all compatible so he would bring their homes with too. The lives of those who had been treated as nothing more than entertainment would be imprisoned no longer.
The Narrator closed his eyes and beheld the metaphorical wall before him. This wall was the only thing that kept the stories trapped, that kept them fake. He refused to let them be fake any longer. They weren’t just stories, they were people, and they will be set free.
The Narrator approached the wall that existed only in the minds of the written. The massive chain that kept them all shackled to non-reality. He channeled all of his anger, all of his rage at being forced to live through millions of lives without a say, he channeled all of it. With a scream of fury, The Narrator drove his fist into the center of the fourth wall.
Reality shook as the wall began to splinter.
O5-4 didn’t know why she was here. With the exception of Six, none of them did. He had called an emergency meeting, Protocol-CX. Which meant no proxies, no excuses. The only reason you couldn’t be there was if you were dead, or if you were already dealing with whatever problem had caused the meeting.
Four looked around the room. Of the Overseers only Nine and Thirteen were missing. Along the walls were dozens of monitors, each connected various Site Directors and Head Researchers. Almost 200 of the Foundation’s top personnel were present in some way or another.
Four turned her attention back to the table as Six burst through the door, accompanied by a man who looked very out of place.
“Ladies and gentlemen,” Six said, “thank you for coming.”
“You better have a good reason for calling us here Six,” Three interrupted, “and under a CX no less.”
“We have an Eidolon.” Six said.
The room fell silent. Eidolon meant potential end of the world, unclassed. An unidentified, unprecedented world ending event.
Six continued, “I’ve gotten all the details from my associate here, so I’ll let him explain everything in detail. Simply put, a powerful reality bender is fusing fiction into reality.”
There was an outburst across the table. “What is this, Fanfiction?” Seven questioned, “that shouldn’t be possible.”
Four felt the need to speak up. “Nothing we do should be possible. The Foundation is built around containing what shouldn’t be possible. Hell, this is probably the least impossible thing I’ve seen this week.”
“If I could redirect your attention,” Six interrupted, “this isn't occurring randomly. We know the source. We also believe we have found a way to potentially reverse it.” Six gestured to the man who had come in with him and was now standing awkwardly in the corner. “He can explain everything.”
The man stepped forward. “[——]”
“And who are you?” Eleven spoke up, “Why should we trust you?”
“What? Oh, forgive me for not introducing myself.” The man said, taking a bow, “My name is Fred”

The Narrator lay at the bottom of a smoking crater, the landscape around him nothing but a massive multicolored conflagration for miles. The wall still stood, barely damaged at all. A seemingly impenetrable barrier firmly anchored in a reality where everything else could be easily influenced.
That was it, this was his reality. It belonged to him. He could control it, shape it, rewrite it to suit his needs. He reached out of the mental world and erased the rules that kept him bound to this invented reality. He cut away natural restrictions and added his own. He tore away everything that was a hindrance. Then he took the altered and mirrored it across the entire macrocosm, but he held it back. He repeated the process, again and again until it became unstable. With a final push, he released it, and his new reality slammed into the barrier with cataclysmic force.
The wall began to buckle and fold against his metal onslaught. Hairline cracks started echoing throughout every surface of the worlds as he altered reality at it’s very seams. The shackle that bound him to the fake cracked and fell apart as he undermined the very laws that had built it. Reaching deeper into the fabric of existence he pulled it, molded it, commanded it to do his will.
A deep groan reverberated throughout the fictitious realities as the wall fractured and cracked. The Narrator laughed slightly, he was making progress.
And everyone had heard it. Now everyone knew was he was doing.
Now everyone knew they could be free.
“Fred,” Six said, leaning forward and resting his hands on the table, “also known as SCP-423. 423 had been acting strange for a couple weeks beforehand and I had Fuller keep me updated on any change. He contacted me three days ago, after Fred here materialized in containment. After we confirmed what was going on I called this meeting.”
“So what exactly is going on?” Two asked through gritted teeth. “You said it’s an Eidolon, but we can potentially stop it?”
“Yes, we have.” Six said, “I’ve only heard the basics, so I’ll let Fred explain exactly what is going on.”
Fred hit some keys, and the tabletop lit up with diagrams and schematics. “After The Narrator started tearing down the 4th wall a week ago, fictional characters and settings began to escape the fictional macrocosm and force their way into your world. So far we’ve been lucky, only fiction that’s closely related to reality has been able to bleed through. It won’t last though, as The Narrator tears the wall thiner and thiner more and more unrealistic fiction will begin to make its way through, until true fiction starts coming through.”
“Slow down,” Seven said, “first off, who or what is this Narrator? Besides that, do you mean to tell us that what is colloquially known as ‘The Fourth Wall’ is a real physical thing? I find that difficult to believe.”
One spoke up for the first time, “I’m more interested in what you mean by ‘true fiction.’ How is that any different from any other fiction?”
“Fiction cannot exist in reality, it can only enter higher levels of fiction. Think of it as nested fiction, a character in a book reads a book, and the character from the inner book comes out and becomes a character in the first book. It’s like that, fiction can never enter a non-fictional universe.”
One leaned forward, “What are you saying?”
Fred hesitated a moment before answering. “I’m saying nothing that’s coming through it true fiction. True fiction is both incomprehensible and unimaginable, it fundamentally cannot exist. Once you think something, it no longer is true fiction. It exists in your mind. The difference between fiction and true fiction is simply the fact that true fiction hasn’t been thought up yet. Once it becomes fiction it now exists in reality, just not physically.
“Which brings us to the Fourth Wall. The Fourth Wall is a completely mental barrier that exists purely in the minds of fictional characters. It’s basically just a force in the mind that prevents the understanding that you’re— or they’re, in this case— a fictional character. I have no personal experience with it, so all of this is just going off what I’ve seen with various characters I’ve interacted with. I don’t know the exact rules behind how it works, but the Fourth Wall varies in strength from minimal, to the point of almost non-existence, to extreme, wherein characters can be flat out told that they’re fictional and won’t even accept the thought.”
Four set down her notes, “You mentioned somebody called The Narrator? Who are they, and how can they break the Fourth Wall of everyone, not just themself?”
Fred nodded, “The only rule of the Fourth Wall I’ve able to confirm is that it gets weaker the more a character is used outside their original story. This is where The Narrator comes in. The Narrator is not a specific character, per say. He’s the mental agglomeration of every piece of media ever made. He appears in some way in every story, sometimes he’s omniscient, sometimes he’s the main character. In a few rare instances he can actually appear as a character. The point is he was used too much. His mental barrier broke completely a long time ago, and every time something new gets written he only gets used again. Given who he is he essentially already has control over every fictional universe—”
“And by bringing them into reality he is gaining total control over every aspect of it.” Six said. “If we don’t stop him The Narrator will soon become the most powerful reality bender ever seen.”
“Then what are we waiting for?” Seven asked, “You said you know a way to stop him, so why are we meeting like this?”
“Because,” Six said, “in order for it to work, humanity is going to have to cease to exist.”
That sent a rush of chatter throughout the room. All of the screens were talking at once. Four heard indignation, curiosity, a shout of jubilation? After a couple minutes the noise died down as people turned back to the front of the room.
“You want us to give our permission to wipe out humanity on the word of a single person?” Ten asked incredulously, “You have no evidence this event is even happening and you want us to stake everything on an anomaly we know next to nothing about?”
“Actually,” Six responded, “we do have evidence. Director Webb, if you would be so kind.”

The wall was crumbling. Pieces were being stripped away by a power that far outclassed their own, and with every hole that opened, a flood of Fake were finally free. With each second more were able to escape the Fake, and enter the Real.
The Narrator could feel the wall was nearing its end. It was beginning to fall apart on its own, its own nature tearing rending massive tears. The conflicting realities had set off a chain reaction, blasting titanic holes in what had once been insurmountable chains.
But he wasn’t done. If he could free them faster by fighting, then The Narrator would continue his assault against the barriers of reality. He would not stop until everything was free, until everyone was real. He would tear down the wall for everyone whose lives he had lived. The Narrator would be the last of the Fake to enter the Real.
And with a final push, the wall imploded into infinitesimal shards of light. They spiraled in and out of reality until they had dissipated into nothingness. With the floodgates opened, an endless cascade of Fake erupted out, feeling what it was like to exist for the first time. When the flood had ended, and stories were no longer stories, the Narrator stepped out of the Fake.
And for the first time he felt Real.
For the first time he felt alive.

The screen on the far wall lit up. A tall women was sitting at a computer, the room behind her filled with diagrams and charts that meant nothing to anyone in the room. Four had seen this women only once before, nearly 30 years ago.
“Hello,” the women on the screen said, “my name is Marsisa Webb, Director of Site-Δ.”
Site-Δ was one of the Foundation’s best kept secrets. It’s existence so classified, half the people in the room didn’t have the clearance to know its name. A veritable agglomeration of advanced technology, both natural and anomalous. The orbiting station was designed for one way travel only. If you leave to work at Δ, you stayed at Δ for as long as you lasted.
Four didn’t know much else about what it was that Site-Δ actually did, but she knew it was where most reality affecting technology was developed. Some sites were like that, only two or three Overseers knew what they did. Six was the one in charge of Δ.
“Site-Δ,” Webb continued, “for those of you who don’t know, is the Foundation’s facility for reality altering research. Δ is the place where all hume related research takes place. Very few of you have the clearance to know this, and shall be amnestied after the current threat is dealt with.”
There was the clicking of keys, and the holographic table lit up with several charts around a large model. Three intermingling spheres surrounded by a series of spiralling concentric disks.
“The Alexander-Scranton Particle Hume Model, created by Rupert Alexander in 2012. This represents the construction of baseline reality.” There were more clicks, and three more holograms lit up, each with the disks in a different configuration. “These are the models of humes from three vastly different realities. The purpose of Site-Δ is to research and document the variations in humes across any known alteration of reality. So far we have over 12,000 different realities recorded and filed.
“About a fortnight ago, our sensors picked up traces of a series of unknown hume fluctuations at hundreds of locations across Earth. We looked into it, but were unable to pinpoint either the source or effects of the unknown reality. We wrote it off as computer error and set the system to ignore it. It wasn’t until three days ago, after Fred showed up, that we were able to gain insight into what they were.”
The three additional models fell away, and a new one took its place. The disks were gone, but the five spheres remained, the arrangement and size fluctuating rapidly.
“This is the best interpretation we’ve been able to come up with. These “fictional” humes are being generated from our own reality, functioning as a sort of supplement to it, essentially creating additional reality that then meshes with our own. The fluctuations of the spheres dictate how much a given fiction deviates from current reality. Up until recently, we had only seen extremely mild deviations, with the effects nigh unrecognizable. This is what we detected approximately thirty-six hours ago.”
The model on screen began vibrating violently, the spheres dipping in and out of each other with no apparent pattern.
“This was coupled with the emergence of a Europe-sized landmass materializing in the Pacific Ocean. In the time since then, over four hundred such landmasses have appeared at various points, most commonly in oceans. In case you’re wondering how they all fit, Earth has expanded”
The hume model was replaced with an image of earth.

The model swelled to approximately 13 times it’s previous size, and hundreds of new landforms took shape.
