Special Containment Procedures:

Description: SCP-XXXX is an memetic frontispiece responsible for protecting Foundation front entities from external scrutiny, tied to the initialism of "S.C.P.". Based on Austrian proto-memetic thaumaturgy, SCP-XXXX has protected the Foundation from being connected to over 1,000 front organizations it runs in order to acquire resources, provide financial infrastructure, support allied Groups of Interest, and operate containment facilities worldwide.

SCP-XXXX creates an anti-memetic disconnect that prevents individuals from connecting the Foundation's core concept "(Secure, Contain, Protect") with any other initialism that contains the letters "S" "C" and "P", in that order. Individuals who join the Foundation are given an inoculant, designated SCP-XXXX-1, that prevents this disconnect from occurring, so that they may more easily operate in the larger world; for instance, all hotels in the "Snooze 'n' Cruise Place" chain¹ also operate as Foundation safehouses, while "Spicy Crust Pizzeria" restaurants² acts as intelligence-gathering hubs and launching points for Foundation operations.

While the core mechanics of the frontispiece are largely known to the Foundation, SCP-XXXX has a fault in it that is not fully understood. Individuals who regularly interact with the anomalous, or who were exposed to it in their youth, have a non-zero chance to connect organizations protected by SCP-XXXX to each other, and eventually, the larger Foundation. This mainly occurs among hostile Groups of Interest, such as sects of the Serpent's Hand, the Insurgency, and members of Gamers Against Weed. It is hypothesized that exposure to a currently unquantified element present in anomalous phenomena and entities provides an inoculant effect similar to SCP-XXXX-1.

SCP-XXXX was created by the Foundation in 1969, at the height of the Panopticon Crisis.

Addendum: The Panopticon Crisis: In the 1960s, the Foundation drew the ire of several national governments, as it was discovered that Overwatch Command was attempting to simultaneously aid and hinder several major players in the Cold War.

Canada was among the first to withdraw support when a tip from the Foundation led to the death of Reynard Watts, head of the Royal Canadian Mounted Police's Occult and Supernatural Activity Taskforce. Israel and Palestine mutually agreed to cut ties with the Foundation following the disastrous outcome of 1965's Operation EIGHTH TRUMPET³. In 1968, Egypt and several other North African states withdrew support after it was discovered the stranding of the so-called 'Yellow Fleet' in the Suez Canal was caused in part by the Foundation, due to a containment breach of an anomaly that was being transported aboard the SCPS Conrad⁴.

The most devastating withdrawals of support from the Foundation came from the United States and the USSR. While providing support and personnel to the US Government during the Vietnam War, the Foundation was simultaneously working with Communist regimes in order to secure funding and a sustainable D-Class population. Upon the discovery of the Foundation's involvement with the Cuban Missile Crisis⁵ in 1964, the U.S. Government withdrew financial, tactical, and personnel support, only allowing the Foundation to continue to operate on U.S. soil due to a Global Occult Coalition-backed U.N. Resolution.

Similarly, the USSR was alerted to the Foundation's involvement in the development of the Enigmagraph⁶, and their extensive use in Western espionage operations. The Foundation was largely ousted from Soviet territories but maintained scattered Sites in Western Germany.

This left the Foundation's sole strongholds in Japan, South America, Latin America, and the Bahamas; even then, the Foundation's relationship with Cuba had to be propped up with donations of early cloning technology, to account for Fidel Castro's failing health and need for organ donations.

Due to the constant scrutiny from world governments, Foundation historians have termed this period of history as the Panopticon Crisis. With the Foundation hemorrhaging resources and the increasing difficulty of operating in a clandestine manner, it was feared that an LV-2 "Burning Veil" Scenario would ensue, culminating in an LV-0 "Broken Masquerade" Scenario.

The following transcript is taken from a meeting between several members of Foundation personnel during a conference in Havana, Cuba in March of 1968.

Personnel in Attendance: Dr. Amity Noble, Proxy for O5-7; Dr. Vivian Lesley Scout, Director, Site-43; Dr. Douglas Euler, Thaumatologist; Agent Charles Correia, Mobile Task Force Oliver-19 ("Contingency's Contingency"); Kady O'Donnell, Department of Accounting; Dr. Vladimir Dyer, former USGOV Liaison.

Dr. Scout: Let's get this over with. I abhor this weather.

Agent Correia: Weather gets over 60 and you start melting. Could you be any more stereotypical, you Canuck?

O'Donnell: Now that we've got that jingoism out of the way… I have to be honest. We're pretty much fucked. This was the budget in December of last year…

O'Donnell: Of one anomaly. Not even a Keter-class. This is a bare-bones Euclid.

Dr. Noble: How the fuck did we manage to justify that to the President? To any president?

Dr. Dyer: Depending on the country? If you show them data on how communist or capitalist activity will result in an outbreak of anomalous something-or-other, they will literally print money to pay us.

O'Donnell: We tried to play poker with the world, and now we're not even allowed in the same room with the table. Ladies and Gentlemen: we fucked up.

Dr. Dyer: This might be recoverable. We just… need to direct the funds we have remaining into… getting more money.

Dr. Scout: How do you propose we do that, exactly?

Dr. Dyer: Your acrobatic attainment facility—

Dr. Scout: Acromatic abatement.

Dr. Dyer: Has to output… some usable waste. You melt down religious artifacts, surely you can recover precious metals from them. Or… maybe sell off a few patents?

O'Donnell: Through what? Everywhere from Atlanta to Zanzibar has a list of what companies we ran, and they're all burned. Samson Pharma, New Light Ministries, 10th Wonder Publishing… and that's just in the USA. The Soviet Union is literally burning down whole Sites as we speak, and God knows what they're doing to the anomalies contained there.

Agent Correia: I'd just like to know what the freak in the room thinks.

Dr. Scout: I beg your pardon?

Agent Correia: I was talking about Aleister Crowley here.

Dr. Euler: I'm thinking, I'm thinking.

There is a several-second pause.

Dr. Euler: It… would conceivably be possible to weave an illusion over front companies. But it would have to be a massive operation, constantly maintained by a complex set of glyphs and rituals. If we had access to oriykalkos or a similar thaumic power source, we could run it for maybe… a year. Eighteen months, at most.

O'Donnell: That's not good enough. We… we need something bigger than that. We need the world governments to ignore that the Foundation exists, just for a moment, so we can get back on our feet.

Dr. Euler: I'm a thaumaturge, Kady, not a priest. What you're asking for is a miracle.

Agent Correia: Once again, Euler proves why his kind should all be shot.

Dr. Euler: I beg your fucking pardon?

Agent Correia: The fact that the Foundation allows anyone like you to walk outside of a cell is one of the reasons why we're in this bind. You—

Dr. Euler stands and abruptly exits the room.

Dr. Noble: …now would be a good time for a break, then.

Following Dr. Euler's sudden exit from the meeting room, Foundation recording equipment picked up the following conversation between Dr. Eueler and Dr. Scout.

Dr. Scout: Douglas? Are you…

Dr. Euler: Get the fuck away from me, Scout.

Dr. Scout: I've never seen you act like that. What's…

Dr. Euler: You heard the way Corriea talked. 'Freak', 'anyone like you', 'my kind'… It…

Dr. Euler lets out a sob.

Dr. Euler: I lost my mother to Auschwitz. My sister and father to Dachau. And that fucker thinks he can talk like that?

Dr. Scout: Corriea's a jackass, but I don't think he realized the implication. We're all… frustrated. And if anyone's responsible for this crisis, it's me.

Dr. Euler: H-How do you figure?

Dr. Scout: You read about Watts, that Mountie who got mauled by werewolves?

Dr. Euler: That was—

Dr. Scout: Someone at my Site. He was… trying to protect a friend Watts was terrorizing.

Dr. Euler: I shan't ask further. But you're saying Canada withdrew because of that?

Dr. Scout: That, and the fact that Pearson's⁷ running a minority government, and is at the whim of an anti-Foundation opposition.

Dr. Euler: Christ. What a right mess we're in, huh?

There is a loud sniff from Euler.

Dr. Euler: I'm not going back in there with Correia. I might set his tongue on fire if I did.

Dr. Scout: …wait. That's… that's it. Holy shit!

Dr. Euler: I beg your pardon?

Dr. Scout: I need to contact Canada.

Dr. Euler: Good luck. I don't think there's a single phone line in this country that connects to the continent, and even if there is, it's going to be wiretapped to hell.

Dr. Scout: There's radio.

Dr. Euler At that point, why not just fire a missile into Mount Everest and carve a message from the rubble?

There is a several-second pause.

Dr. Euler: Tell me… do you have any thaumaturges in your employ at 43?
