Plan for narrative:

049 is reclassified to have some level of clearance and is treated as a researcher with very limited clearance. He mopes because the pestilence was cured without him, and he wants to help humanity anyway. However, he catches a whiff of the Pestilence when 4514 starts getting used again
He gets back into his old habits and desperately tries seeking out the pestilence so that he may cure that which ails mankind.

By having him as a researcher we'd be able to see him interact with all these others anomalies sort of.
