Containment procedures: while SCP-001 can be contained, doing so would put an enormous strain on Foundation logistics and potentially break the Veil. As such, containment of SCP-001 and anomalies associated with it will not be attempted unless permission is given by SCP-001. Only members of MTF Alpha-1 and 05 Command are allowed to possess knowledge of SCP-001.

the premise is that the Veil and the anomalous/mundane conflict is a mutual agreement between the foundation (and other normalcy orgs) and several anomalous organizations (including one that is incredibly hostile to humanity) to give both sides a sort of scapegoat that lets them justify atrocities.
the foundation uses containment to justify doing horrible things for its own gain while other organizations (like the chaos insurgency) use anti-normalcy rhetoric to do the same thing. the doc i have right now describes an anomalous organization that was one of the principal architects of the agreement; a race of type-black entities created by forces unknown to serve as the ultimate knowledge-seekers. also, idk if this will end up factoring in but the anomalous is basically an open secret for the purposes of this proposal. there are a lot of people who are aware of the Veil and there are places where both sides of the Veil regularly interact, but people don't talk about it and don't think about it. people hear stories of the anomalous world but dismiss them as urban legends, even though they can't fully convince themselves this is true, and even if they can, they can't rid themselves of the creeping suspicion in the back of their minds that there's more to the universe than meets the eye. some are even fully aware of the veil but are apathetic to it, preferring mundane lives to discovering the whole truth.

The island seems to be much larger than external appearances would suggest: the further inland one goes, the more space there seems to be. The island consists mostly of a temperate rainforest interspersed with prairies and grain fields. Some parts of the island house abandoned nuclear facilities, grain silos, and blockhouses. These buildings have been observed to occasionally catch fire and burn for days on end before being restored to their previous state as if nothing had happened. The location of these buildings has also been observed to change frequently. The length of days and nights on the island seems to fluctuate. Nine moons appear in the sky every night, and radio, television, telephones, and internet cannot reach or exit the island, though they function perfectly within it.

The island is home to a number of human settlements, composed largely of people reported missing in other parts of the world. Island residents generally have no memory of how they got there, with many having no memory of their previous lives at all. Settlements are agrarian and self-sufficient, though trade networks have recently begun to develop. Laws and government vary from settlement to settlement. The island residents have a strictly vegan diet due to the island’s absence of animals.

RPS-3 refers to a collection of paratechnological kinetic sculptures similar to the strandbeests of theo jansen, albeit significantly more advanced. Instances can vary wildly in size; some are as small as insects, while others reach sizes exceeding that of the largest conventional organisms. The largest often house modular server farms, rapid prototyping facilities, or small particle accelerators, though they always consist entirely of kinetic/mechanical components rather than electronics. All RPS-3 instances are disguised as bizarre, fictitious organisms by holographic projectors (one notable variety resembles a black feline creature with a spike-tipped tail). RPS-3 instances compose the entirety of RPS-2’s ecosystem except for the island’s human population, various plants, and RPS-4.

RPS-4 is a race of Type Black humanoids that are believed to have constructed RPS-3. Their skin is composed of an iridescent mineral substance similar in appearance and composition to black opal, and they dress predominantly in Victorian-era clothing. All encountered instances have had a patch displaying an image of a thistle plant sewn onto their clothing, usually on the left shoulder. Dissections have revealed that the interior of their bodies is larger than their exterior, allowing for an extensive and highly efficient musculature that is able to store tremendous amounts of kinetic energy for long periods of time (several days at least) and deliver them extremely rapidly. They have a limited ability to alter the laws of physics and transmute matter, an ability which they depend upon to construct RPS-3 instances. They can also manipulate their physiology and anatomy to adapt to nearly any environment; essentially, they can shapeshift on the molecular level. However, they cannot change the composition or appearance of their skin (though they can change its chemical properties). The majority of their population resides in a half-sunken battleship similar in design to the proposed Super Yamato class, located directly off the coast of the island, though other settlements have been reported to exist. RPS-4 instances are extremely hostile to humans and regularly pursue them in recreational hunts and raids on their settlements.

RPS-4 seems to have developed a small cult of human followers. RPS-4 regularly issues what appear to be propaganda broadcasts over a network of loudspeakers located throughout the island. These loudspeakers can be damaged, but soon repair themselves when out of sight. Below is a notable excerpt from one of the aforementioned propaganda broadcasts.

“Your nature is flawed. Imagination and conformity cannot hope to mix. You strive for something greater while longing for what was, or something that you believe was, and it causes you great pain. You blame yourself, but that only increases your suffering. You blame others, but you find that any attempt to fix things is futile at best and destructive at worst. We offer a solution. Your suffering is a maladaptive mutation. Those who suffer are more prone to suicide, and are less inclined to bring more suffering into the world by reproducing. Pleasure is intended to flourish. We offer pleasure you could never even conceive of. To us, even the most agonizing stimulus is orgasmic. We have adapted to a reality that does not comply with your convenient moral theories. We have no need for the lies you tell yourselves every day to survive and make sense of the world. We are the ultimate scientists, the ultimate explorers. Even the most horrible of truths will bring us ecstacy. We are imagination incarnate. We have a billion worlds inside us, and no laws, no culture, no morality, no threat of pain can stop us from releasing them. You think us monsters, creatures without sympathy, but that is not true! We understand your pain, for we remember the days before our transformation; these memories are among the few displeasurable sensations we have left. Our progenitor wanted to make a race of utopian beings, creatures free from suffering and perfectly adapted to the universe in which they lived, but he was too blind to see that he had succeeded. We taught him the error of his ways, just as we teach you, by showing you how painful your existence really is. You have three options: continue your meaningless march into hell, destroy yourselves to put an end to your suffering, or join us, and gain access to secrets and pleasures untold. Choose wisely.“

Some instances have been known to carry selective-fire combat shotguns similar to both the pancor jackhammer and the KS-23, with a few notable differences from both. The weapon can switch from pump-action to an automatic fire rate of 1500 rounds per minute; despite the large size of the weapon’s ammunition, recoil is minimal. The shells fired by the weapon are triangular in shape, and the weapon’s “magazine-cylinder” is similar to the open-chambered designs of inventor David Dardick. The “magazine-cylinder” is connected to a 276-round belt box. The weapon is surprisingly lightweight and well-balanced (presumably due to some anomalous material used in its construction).

Analysis of the gas has revealed that it is an endothermic electret with both mutagenic and neurogenic properties. The electric charge of the substance is powerful enough to injure a human or power a small device.
