THE GLOBAL OCCULT COALITIONOfficial Charter for the Exodus Program |
Be it resolved on the Thirteenth of September in the year Two Thousand and Twenty that the United Nations Council of 108 has accepted the following proposition as written:
- The Universal Declaration of Human Rights of 1948 and Third Geneva Convention shall unconditionally and forever apply to all humans, parahumans, or humanoid entities with the capacity for sapience and free thought regardless of their paranormal status or lack thereof.
- The Global Occult Coalition shall immediately commence the creation of a new unit dedicated to the protection of anomalous civilians1 who are persecuted2 for their anomalous nature. All major operations taken by this unit must be approved by a majority of the Council of 108.
- The Global Occult Coalition shall hereby be disallowed from the liquidation of anomalies that are believed to be sapient until said anomaly has been proven to be nonsapient or has been sentenced to liquidation following a fair trial, and then may only liquidate the anomaly so long as said liquidation is within the terms provided by the Council of 108.
The Exodus Program
The Exodus Program was unofficially formed in 20193 through a cooperative effort by the Global Occult Coalition and a sect of the Serpent's Hand.4 Since its creation, Exodus has served as an option for paranormal individuals or persons with connections to the anomalous to seek asylum from persecution motivated by their anomalous properties.
Should an anomalous individual be seeking refuge, the Exodus Program will provide transportation, housing, and necessary utilities within one of several GOC-established "hub cities". All hub cities are designed to house large populations with a high number of paranormal individuals, including those wishing to immigrate from established Nexuses. Residents will also be permitted to emigrate to a Nexus from a hub city if they so wish.
The Global Occult Coalition retains responsibility for overall defense of these hub-cities from external threats, as well as logistical services required to sustain the populace while internal officials develop means of self-sufficiency via sanctioned and monitored Thaumatology. GOC Administrative and Law Enforcement Officials are present inside of the hub-cities to ensure general order and following of the Exodus Program Charter; elected local government is allowed semi-autonomous status with authority over infrastructure, zoning, research projects, internal economic control with various other prerogatives.

The Exodus Program
When normalcy starts hurting the people who have to live under it, to try to cure a 'poison', normalcy is itself the poison.
This partnership, known as Exodus, between the Global Occult Coalition and the Serpent's Hand, shall be maintained indefinitely so long as none of the following conditions are violated:
The First Condition
All parahumans sheltered by Exodus shall have their freedom to exercise their abilities be protected so long as those abilities and their application does not endanger others.
The Second Condition
No individuals who are sheltered by Exodus shall be intentionally harmed with malicious intent by anyone employed by the Global Occult Coalition.
The Third Condition
The Global Occult Coalition shall halt all programs in direct opposition to the overall Serpent's Hand or to sects directly affiliated with Exodus.
Unjustifiable violation of these Conditions will result in the Serpent's Hand's immediate withdrawal from and reevaluation of their association with Exodus.

Special Containment Procedures: Covert Foundation outposts are to be established in the urban areas surrounding SCP-XXXX-1 locations to monitor Exodus Program activities16.
Select Foundation agents with a Parahumanism Index17 (or PHI) of at least 70 are to infiltrate SCP-XXXX-1 locations under the guise of anomalous civilians seeking asylum in order to monitor Exodus Program operations from within the Program itself. Foundation agent interaction with Global Occult Coalition officials inside of SCP-XXXX-1 must be kept to an absolute minimum.
Description: SCP-XXXX is a project devised and currently being carried out by the Global Occult Coalition and a sect of the Serpent's Hand18. Participants and associates of the project refer to it as the Exodus Program or simply Exodus.
The purpose of SCP-XXXX, as stated by GOC officials involved with it, is to create extradimensional communities19 within which anomalous humanoids may live among other anomalous humanoids, with full, legal access to their anomalous qualities and/or abilities. The potential danger posed by the volume of anomalous individuals residing in SCP-XXXX-1 locations is immense20 and as such must be monitored but not interfered with in order to avoid compromising Foundation confidentiality.
Addendum: On June 26 2023, Foundation Field Agent Catherine Nakajima infiltrated SCP-XXXX-1-A21. Currently, she is living in SCP-XXXX-1-A under the guise of a civilian. The following is a series of logs detailing her experiences within SCP-XXXX-1-A.

So I spent my first day in, uh… Saisho-shi? I think that's what they call it here. At first glance, it seems like a relatively normal city in Japan. It's got a school system with about two thousand students, it's got some family-owned shops and restaurants - they don't seem to allow any big chains in, maybe because they don't know about the city. Most people seem to work in one of the nearby cities like Yokohama or Tokyo. It's kinda similar to Three Portlands in that way. Of course, there's a lot fewer baseline humans here - I think Three Portlands is… a quarter baseline? And maybe a tenth of the people I've met so far here have been baseline. Point is, there's more anomalies here than there are over there.
