Foreword by O5-█: This incident was one of the most massive we've ever had, probably even worse than 239-B and 096-1-A (I still don't trust this freaking doctor). Site-19 could have ceased to exist at all due to all the catastrophic events there. Seriously, I'm shocked. Even after we localized the situation there some skips roam in the Nebraska area. O5-12: Personally, I have some doubts about your proposal. As much as we need Class D personnel, this does not negate the cost of it. Most of the D-class do not like or even hate the SCP Foundation whatever we or the Ethics Committee does. This means that if there is at least a small probability of escape, they will use it and this is already a proven fact.
