Obviously, this would act as a hub of sorts, which'll include 2023-EX, your upcoming Orientation draft, and who knows what else. Some things, like location or what Weld looks like, I've left out for the time being, since I wouldn't want to make too many assumptions about your Site. Site-EX houses and facilitates the Explanation and Research Department (ExaRD), which is responsible for reclassifying various outdated or misclassified anomalies as Explained. It is one of [TBD] Foundation sites located in [TBD].

Serving as a replacement for the defunct Decommissioning Department, ExaRD operates primarily on the following three levels:

  • Research
    • ExaRD personnel search the Foundation's anomaly database for potentially non-anomalous objects/phenomena and flag them appropriately. This typically includes objects/phenomena which are no longer considered anomalous by modern standards but can occasionally be something non-anomalous that was improperly classified upon discovery. These anomalies are then provided to Site-EX for research purposes, often consisting of comprehensive cataloging of the anomaly's properties. Said research takes place in Site-EX's subterranean facilities, which remain off-limits to Clearance Level 0 (E-Class) personnel. Occasionally, experts in various non-anomalous scientific fields are consulted (and subsequently amnesticized when needed) to ensure that these properties can be thoroughly explained and understood from within the Veil.

Classification Committee

  • Reclassification
    • In the event that an anomaly is found to be misclassified, research data and other pertinent information are compiled by ExaRD and submitted as a proposal for reclassification to Explained. The Classification Committee receives said proposals and (usually) approves them, archiving the anomaly's relevant documentation as -EX and making relevant adjustments to Veil-maintenance documents.
  • Release
    • Finally, newly-Explained anomalies are strategically released and integrated into the Veil in cooperation with Foundation front company "Science-Centered Progress". This is enacted on a case-by-case basis (overseen by Dir. Weld) due to the varying natures of Explained objects/phenomena, but typically involves a B-Class Foundation researcher being planted within a team of E-Class personnel (civilians employed by the front company) to encourage the organic and legitimate discovery of the Explained anomaly. Research documents are then published to Science-Centered Progress and released as inconspicuous academic findings. Occasionally, more involved integration strategies require cooperation from the Disinformation Bureau.

The above duties require attention to detail and cautiousness when interacting with E-Class personnel and other civilians, as slip-ups from standard Foundation personnel require frequent use of amnestics. As such, ExaRD personnel are explicitly selected by Director Weld for their respective positions.
