Proposal "Letters in the Sky"

Abstract:

Recent experiments suggested the presence of a memetic hazard (see attached documents) present in or in conceptual connection to the sky. Its discovery followed an accidental overdose of Class C mnestics and we now aim to ascertain its nature in order to decide on containment and to help a risk evaluation. This proposal requests further experiments using higher dosages of Class C mnestics on D-Class personnel, as well as green light for administration of Class Y and Class Z mnestics within the scope of those experiments.

Proposal:

After researchers from Site 54 stumbled across the phenomenon during field exploration, we ran a cross-check to eliminate side-effects of Class C mnestics as the origin of the observed behavior. However, results suggested that neither the drug itself nor the explored site were causally linked to the phenomenon but the effect rather stemmed from the intended purpose of mnestics when observing the sky.
Once made aware of the anomalous effect, the Department for Mnestic and Amnestic Development (MAD) ran a secondary series of experiments in cooperation with the research team from Site 54. The statistical incidence of subjects experiencing the effects in question rose with the applied dosage of mnestics in exact consistence with the expected distribution of mnestic susceptibility of test subjects, indicating that whatever anomaly causes the phenomenon requires a very high threshold of mnestics concentration within the human body. Thus only highly susceptible subjects approached this threshold and experienced diffuse and mild effects of the actual memetic anomaly.

To approach the aforementioned threshold and furthering our understanding of the anomaly, MAD and the assigned researchers hereby request greenlight for high concentration drug tests for Class C, Class Y and Class Z mnestics. The exact specifications for all experiments covered by this proposal can be found in Appendix A.

Ethics Committee Review:

The proposal fails to point out why this series of experiments is necessitated by an anomaly that is obviously self-contained. Unless the foundation devises a global administration of mnestics to the genral public, the committee does not see how the ethics violation of subjugating large quantities of D-Class personnel to potentially dangerous dosages of mnestics – especially Class Y and Class Z drugs – is outweighed by any danger this anomaly potentially poses in its current form. We highly suggest that the assigned research team finds another way to observe the anomaly and/or ascertain its danger. Until the proposer proves a significant threat to the general public, baseline reality or the veil, the proposed procedure is not deemed justified by the Ethics Committee.

Regarding the Ethics Committee Greenlight Proposal ‘Letters in the Sky’, the O5-Council formally requests the Ethics Committee to reevaluate their decision with special respect to the attached documents as well as SCP-████, SCP-████ and SCP-████.
The O5-Council is aware of the risks potential test subjects are exposed to, but the apparent similarities to the aforementioned anomalies suggest a threat we cannot ignore and justify the risks involved in the proposed experiments.

Moreover, the experiments showed that a relatively small dose of mnestics (in comparison to the proposed doses) was sufficient to expose test subjects to diffuse effects associated with the anomaly in question, which raises the question whether high susceptibility within parts of the general public could be sufficient to expose civilians to the effects of the anomaly without influence of mnestic drugs. Within esoteric subcultures the notion of so-called ‘chem-trails’ is already present and while we have no reason to believe in a connection to this new phenomenon, we cannot rule it out either, as suggested by previous experimental results.

We therefore highly suggest to continue experiments until we have at least a basic understanding of the threat posed by this anomaly.

I am currently trying to recontain an anomaly. I need you to identify the anomaly, update its documentation and inform Foundation personnel of the succession of events during the breach.

I am sorry, but the task seems unclear to me. My skillset covers research and documentation, but researching is limited to documentation mostly. Wandering around a facility searching for corporeal entities is not within my toolset, I'm afraid.

O5-4:
The whereabouts of the anomaly are not in question. You need to find out what it is and why we did not know about it. Read the incident report DDDD/1 within the provisional file SCP-DDDD to get an idea of what happened.

Clementine:
This seems to me like you encountered an anomaly in the wild. Why do you think that it was previously contained?

O5-4:
We encountered the anomaly not until we gave subjects a sixfold overdose on mnestics. But clearly it wanted to be observed, so why would it hide or be stealthy in nature? Judging from its capabilities, it was not in control of the hiding mechanism. So we must have contained it prior to this point using strong memetic agents to hinder observation of it. Your task is to find the documentation about our previous attempt and find out, why containment has failed. When MAD proposed the mnestic studies, nobody interjected even though this must have been addressed in the original containment procedures. When you find it, update the original containment procedures and complete the SCP-DDDD documentation. Then send the SCP-DDDD documentation to the O5 council, so they can act accordingly.

I ordered ??? to kill the test subjects and researchers and I then I ordered him to take amnestics for his peace of mind. So now I am the only affected person left. Affected personnel lost their sense of self within minutes of initial exposure, but this did not happen to me. I am pretty sure that my work for the council involved enough anomalous altering of my mind to allow me to keep myself together. But still, there is an angry mind inside of me fighting for control.
