Special Containment Procedures: The proper document for SCP-3241 is to be sealed behind three █████-class firewalls, which are to be changed to new encryption keys at an interval no greater than two █████. In addition to this, a memetic kill agent is to act as a fail-safe, with a redundant fail-safe lying in an memetic amnestics agent. Mobile Task Force Mu-4 ("Debuggers") are to maintain oversight of the document for any attempts at unauthorized access, while Gamma-5 ("Red Herrings") are to work as additional reinforcement considering the nature of the document. Should Protocol-3 be enacted via Confirmation 3.3, the ranking member of Mu-4 has the final say regarding the activation of SCP-3241.
Access to the page containing SCP-3241 by the public, outside of use of Protocol-3, is to cause a redirection to any other primary file listed on the website that contains SCP-3241, showing as a system error on the websites part to avoid any suspicion.
Description: SCP-3241 is an information document located on ████████████.net (SCP-3241-A), placed by the Foundation intentionally as a final line of security in case of total failure by the Foundation to uphold security upon hostile entities and protection of the human race, planet Earth, or the universe as a whole. Should Protocol 3 (see Addendum 1 - "Foundation Framework: Protocol #3) be enacted, SCP-3241 is to be fully revealed to the public. Specifically, SCP-3241 speaks of the Foundation in its entirety, detailing the true nature of the website, the Foundation overall, the anomalies on the website, and the situation as it stands.
SCP-3241 was written by O5-██ shortly after they were inducted into the O5 Council, where they called for a meeting regarding Protocol 3 (see Addendum 2 - "Logs of O5 Council Meeting (K1)", and the lack of proper ways to implement it in the case of true catastrophic failure of the Foundation, as well as the lack of purpose it would have. O5-██ also detailed general distaste for the very concept of Protocol 3. It was at the end of the meeting that a vote was held, where it was decided that SCP-3241-A would be created, and that O5-██ would draft SCP-3241 to be released at a later date into the site in case of later need.
SCP-3241-A is a supposedly fictional website, centering mostly around horror, that details various anomalous occurrences, as well as the activities of the Foundation. It currently exists under the pretense of said fiction, where the website specifically describes itself, on almost all introductory pages, as fictional, which, considering the secretive nature of the Foundation, as well as the fact that the work of the Foundation would naturally be perceived as fantastical and fictional to the average person, is generally believed. Considering the risk of merely knowing about certain memetic entities, information regarding certain anomalies are fabricated, but for the most part, many details on this site are entirely factual, confirmed to the public by SCP-3241.

Addendum 3421-01: Foundation Framework: Protocol 3
This is an excerpt of the original framework of the Foundation, detailing Protocol 3.PROTOCOL THREE: TOTAL CESSATION OF FOUNDATION SECRECY
Forward: It is the duty of the Foundation to protect the innocent from knowledge of the terror that it has secured. In spite of this, there is the inevitability that we may one day fail in our mission. There is, in fact, the near certainty that one day this will happen. We can not forever contain the forces of nigh-omnipotence and limitless destruction on all fronts from doing harm to those we work to protect. It is due to this that, when the appropriate time comes, by decree of the O-5 Council that is currently standing, or by standing decree of the first O-5 Council, that the protection of secrecy to the civilians of this world be lifted so that they may able to assist in fending for themselves where we have failed.
Description: Protocol Three details the total nullification of the secrecy of the activities of the Foundation to the greater public. The method taken in doing this is to be determined by the active O-5 Council, with an update to the standing choice of method, should Protocol Three be enacted, needing to be made at an interval no lesser than once per five years, to accommodate for the changes in technology and human civilization in the time. Should Protocol Three be enacted, an effort should be made to spread the information of the Foundation, as heavily as possible, to no less than twenty-five percent of the first world population, should a method for doing so exist at the time. The degree of the level of spread of information will vary depending on the degree of the situation in which calls for Protocol Three.
Enactment: Initiation of Protocol Three is to be kept as a more fluid method of enactment due to the likely-hood of large-scale casualties, including high-ranking officials of the Foundation, causing the need for its enactment. In the event that no less than 9 of the 13 seats of the Overseer Council is full, a unanimous agreement by all existing Overseers sufficient to enact. In the event that fewer than 9 members of the Overseer Council are still living, all avaliable are to convene by whatever means possible, in order to enact on a majority vote, with the less strict vote being required due to the clear extent of damage as shown in the lesser presence of the Overseer Council. Should no personnel holding the title of Overseer remain in the Foundation, it falls to the judgement of the highest ranking Site Director to enact this protocol. This sole judgement also falls onto the shoulder of the highest ranking entity of the Overseer Council, should they have eminent reason to enact, with no possible way of contacting any more than two other Overseers.Addendum: Protocol Three, Action 3421 - In the event that Protocol Three should be enacted, without existing contact with the Overseer Council, it falls to the jurisdiction of the ranking officer of the Mobile Task Force Mu-4 ("Debuggers"), ideally consulting with the ranking officer of the Mobile Task Force Gamma-5 ("Red Herrings") and the ranking personnel at the base site, Site-██, to enact Protocol Three by means of publication of SCP-3421.
