Special containment procedures: SCP-XXX's border is to be patrolled at all times by teams of three to four field agents. Foundation agents standing guard are to be dressed as members of German police, and are told to instruct civilians within the area to clear, citing hazardous radioactive waste.
Description:SCP-XXXX is a small town called Luchwisten located in the Black Forest of Germany. The town has extensive farmlands, and is self sufficient in terms of food production. The town is populated by all ages of non-anomalous humans of (presumably) German descent. On each citizen's wrist, the words "Test-Objekt" followed by a number is tattooed. The citizens of the town interact with each other in predictable fashions, however they do not acknowledge the presence of outsiders. Attempts to interact with them are ignored, and they do not appear to be aware of Foundation agents presence. Despite showing no interest in leaving the town, the townspeople are aware of global politics, newspapers and news programs are broadcast in the town as they would be in the rest of the country, and conversations between them reveal a diverse set of political views and knowledge of current events.
In the town's library on the second floor, within the restricted section, is a room labeled with "Site 223 Director". Inside the room, there are two bookshelves, each labeled in German. One bookshelf is labeled as notes, and the other is labeled as history. In the center of the room is a desk, with the words Prüfstelle 223 (Test Site 223). The books are entirely handwritten, with erasable graphite pencil. Tests have confirmed that altering the events recorded in the history books have an effect on the townspeople and the town itself. Altering the text of one book has also been shown to alter the text in subsequent books. After a period of 24 hours, any changes made to the history books will disappear, and any events that have transpired due to the changes (deaths, births, destruction or construction of buildings, etc) will cease to exist. The town will return to a state of being affected by well known historical events.

Procedure:The history book "The Second World War", was edited. Several paragraphs were edited to explain how the USSR had annexed the entirety of Germany.
Results: Upon exiting the Library, Foundation field agents found all German flags replaced with the flag of the USSR. Townspeople conversed in Russian.
Analysis: Editing the history books within the library has an effect on the history and current climate of the town, but not elsewhere.
Test B
Subject: Book titled "The First World War"
Procedure:The history book "The First World War", was edited. Several paragraphs explaining how Germany had turned on Austria Hungary which led to the mass bombardment of southern Germany.
Results: Upon exiting the Library, Foundation field agents found severe landscape changes resulting from artillery close to the town. The townspeople conversed in French. Later books in the library demonstrated that due to the conflict with Austria, Germany had been unable to resist invasion by the French, world war two did not occur due to Germany being fractured.
Analysis: Editing the history books within the library can demonstrate a domino effect through history.

Date 1927, August 3rd
Our progress with Germany has been going well, tests on site 67 have shown fascism being easily accepted by the locals here. The members of the town appeared almost too easy to radicalize. I do admit, it pains me somewhat to see my home reduced to such a state, but if it must be done for the greater good, it's a sacrifice I am willing to make. Testing will continue to see the validity of the ideology in the long term.

Directors recommend we move forward with America completing the Manhattan project. What we have planned for North Korea will most easily be achieved by pitting America and Russia against each other after the Axis powers lose. If America is to become the face of capitalism post Second World War it is imperative that they be the first to complete the nuclear bomb. Sites 34 and 73 have proven that a France-Russia Cold War will not produce the changes we require in Korea's leadership. If Vietnam and Korea go to war we will have to formulate an entire new plan for the start of the Third World War. I personally still think we should let the Axis Powers win, a Fascism-Communism Cold War would be much more interesting, and lead to WW3 much quicker. Anyway, we shall continue to run the trials for smallpox return in Europe. So far nothing except population reeducation has been shown, which will hurt our future plans. In three trials not a single Government has tried to weaponize it. Will keep you posted with further details.

This is unacceptable, the last the director was willing to accept any and all orders but I assure you, I am not. You are choosing the wrong path. I have already gotten nearly half of the other site directors to agree with me. You cannot simply disregard us. The Third World War has to commence, and it has to commence within the second decade of the 2000s. We are going to move ahead with the previous plan, with or without your support. As for this research station, in all likelihood it will be discovered first. No matter. The ones who uncover the world’s secrets, tend to keep it to themselves. It's alright, they'll have their use soon enough. Everyone serves a purpose in the end.
