Special Containment Procedures: SCP-3447 is not to be interacted with on any level save for indirect communication involving hidden messages through television/internet/mail/other means when necessary or electronic surveillance. At no point are any SCP Personnel to make any direct contact with SCP-3447 or to give him any indication or evidence that he is being watched, or surveillance is being taken. It is imperative to the safety of SCP Personnel and the general public that SCP-3447 is consciously able to self-deny and rule out his abilities and his connections to outside events as simple paranoia and self-delusion.
In any event that SCP-3447's mental state is disturbed or otherwise disrupted, every event will be taken to ensure that he returns to a stable, healthy mental mindset otherwise there will be a containment breach. Physical restraint is impossible in this scenario as Event SCP-3447-█ demonstrates and will lead to catastrophic consequences. In the event of a containment breach, SCP Media Division Personnel with institute a cover-up and freeze on all media releases relating to all incidents relating to SCP-3447 and will devise cover stories relating to whatever coincidences, happenings, or conjunctions occur relating to SCP-3447's conduct. SCP-3447 may be fully or partially aware of his capacity for destructive capabilities, and it is believed by Agent ██████ and Dr. ████████ that whatever destructive actions that occur may be fully or partially intentional.
Description: SCP-3447 is a white, muscular, human male, of Mediterranean complexion approximately 6'█ in height and 2██ pounds, aged ██ years old residing in an apartment in the United States with no cable television, equipped with his own security cameras and no internet connection. SCP-3447 was born on December 17, 19██ and was unknown to SCP personnel until the age of 22 where upon [RETRACTED] occurred, causing the deaths of some ████ people across the globe, leading to the collapse of several governments in the middle east, several wars, and riots in the United States. After arrest by civilian authorities by supposedly unrelated reasons, SCP-3447-█ occurred which lead to [RETRACTED]. It was during this time that he came under the attention of the Foundation and civilian authorities were persuaded to free him under the condition that he be under constant surveillance by both SCP, NSA, CIA, and ███.
SCP-3447 believes himself to be the reincarnation of several ancient conquerors or biblical figures, namely Tubal-Cain, Genghis Khan, Adolf Hitler, and ████-████, and investigation by SCP personnel indicates that he may have been summoned by an unknown cult, not related to The Serpents Hand or the Chaos Insurgency. Attempts to pin down the location, whereabouts or recognition of this cult have proven challenging, as while limited evidence of communication exists between this cult and SCP-3447 exist, the information we have is fleeting and limited to pure coincidence and sheer luck.
SCP-3447's main trademark is his capacity to change reality whenever angered, upset, or otherwise emotionally charged. An event as simple as rejection for a job, or rejection by a lover, can lead to a financial collapse or scandel for said company, or a terrorist attack in the lover's country of origin. How this occurs is not explained but the event manifests itself anywhere from hours to 1-3 days after the initial occurance, after the event is forgotten by the subject. It seems that SCP-3447 has an innate and skewed need for justice that whenever violated and accepted causes reality to break down and change in turn.
Any attempts to subvert his destructive impulses with a significant other have lead to catastrophic life events for the subject offered to SCP-3447, leading to another containment breach. It is believed that SCP-3447 is physically incapable of having a significant other. [RETRACTED] and [RETRACTED] were directly caused by SCP-3447's heartbreak over a significant other, including Agent ██████ who now resides in a mental institution. Therefore it is recommended that SCP-3447 be prevented from ever having any kind of romantic relations whatsoever. It should be noted that some solution should be found to this, as it has resulted in a sort of clinical depression in SCP-3447 and may lead to further containment breaches. Furthermore if SCP-3447 should ever become involved with someone SCP Media Division Personnel are directed to prolong his desire for said significant other as long as possible so that SCP Damage Control Personnel can prepare accordingly.
Furthermore it also seems that SCP-3447 is predestined to at some point succeed in attaining some kind of political or spiritual power over people. After each containment breach movies, books, and TV shows that contain a character with a remarkable resemblance to SCP-3447 are released shortly after. Further investigation by SCP Media Division Personnel indicate that writers, artists, and even actors are simply inspired by nothing, and there does not appear to be any influence on them by any source. It is highly recommended that when interacting with SCP-3447 one does not listen to or accept demands as he is highly manipulative and has an innate urge to dominate others. Dr. ███████ upon interviewing SCP-3447 recommended terminating him, however 0-5 Council has decided against this as this might cause a Class-5 Apocalypse event.
