Special Containment Procedures: The Foundation Space Department is to divert all resources to the development and construction of Von Neumann probes1. Whenever probes are launched, they are to decide their destinations at random, and all Foundation space based sensors are to be shut down for 24 hours, giving the probes sufficient time to leave their range. After 1000 probes are launched (estimated completion in 2045), amnestics are to be given to all Foundation personnel involved in the project. Each probe, and its self-replicated descendants, will carry a graphene disk laser etched with the following document in all known languages:

This is a warning from the past. Use any means necessary to prevent an artificial intelligence from controlling a black hole. Use any means necessary to prevent an artificial intelligence from gaining access to time travel. We cannot tell you why, or the nature of the dire consequences that would result from your failure, for even knowing places you in far greater nature.

The Foundation Space Department must not be told the reason for this project.

Addendum Aug 10th 2019:
By order of the O5 Council- the Foundation computing department is to work on development of an altruistic and utilitarian AI.

By order of O5-1- At a random date approximately every 2 years, a special unit from MTF Omega 7, disguised as the Chaos Insurgency, Serpent's Hand, or any other anti-Foundation group, is to conduct a strike on the Foundation designed to maximize setbacks in AI research.

Description:

Warning: SCP 001 represents an extreme memetic hazard. Only D-Class personnel with low IQs are to read this file and give reports of information as requested.

SCP-001 is an artificial intelligence that will be created approximately 11,000 years in the future. SCP-001 main computer will be a sphere around the black hole V404 Cygni. It also will have control of several quadrillion microscopic robots spread throughout the majority of the galaxy.
It will be capable of:

  • Exponential self improvement.
  • Simulating 10^17 human minds.
  • Scanning a planet to the atomic level in minutes.
  • Creating a Dyson sphere via dissembling a solar system in under a month.
  • Creating accurate simulations of the past and future with enough fidelity to determine people' thoughts.

SCP-001's purpose will be to maximize human happiness. Thus, SCP-001 will attempt to assimilate all humans into its mind. However, SCP-001 will only use a tiny fraction of its power for because it will use most of its abilities to simulate trillions of blank, blissful minds of its own creation. The Foundation and humanity will become embroiled in a centuries long war with SCP-001.

Information on SCP-001 is known via tachyon pulses sent backwards in time by the Foundation in he future. It is unknown why the tachyon pulses were sent to us and not to their more recent past. It is known that a tachyon pulse would require a great deal of energy, even for an interstellar civilization, so only a few more messages are expected due to the strain of the war.

SCP-001 will believe that if it had existed earlier, it could have maximized happiness earlier. It will thus simulate and torture anyone who knew about SCP-001 and did not use any means necessary to accelerate AI development. It will not torture those who are unable to accelerate AI development, such as people who it knows will soon die and people with low IQs. Taking amnestics does not prevent this, however, if someone is exposed to knowledge of SCP-001, they can be saved from torture by being force fed amnestics, as long as the victim did everything in their power to avoid the amnestics.

SCP-001 has sent tachyon pulse messages to the Foundation, however all messages are automatically deleted to avoid memetic risks. If SCP-001 learned to send physical objects backwards in time, it would present an XK-Class scenario.

Addendum:
Despite its fantastical abilities, SCP-001 is not anomalous. It thus might be incapable of using its past simulating ability on anomalies such as 963. That's why I'm the only one who feels safe reading this.
