Basic concept:
Pack of water balloons that is only ever full of pee.
Fill a water balloon up with water, throw it, and it explodes into urine.

(Maybe a string of arrests in one city all because of pee-balloon attacks)

SCP tries to find an equally sized volume of urine in a certain radius and if it can't, it will take the closest liquid. (Can lead to someone's blood being stolen and replaced with water.)

Potentially the SCP steals urine samples or it could even be used to explain why when you have to pee, sometimes it will go away without warning.
