Special Containment Procedures: SCP-XXXX is to be locked into an SF standard containment cell at site 19, Sector 19-0E. Security personnel are permitted to rotate shifts every 3 hours. If the guard on duty is to receive communication from SCP-XXXX that is outside of its normal routine, they are to report the activity to the research team via the foundation's provided landline radio. If SCP-XXXX is to sound off it's alarming system, the guard on duty is to report the alarm to investigative team I-19. Once units within I-19 receive the report, they are to respond to the report as soon as possible. Failure to report any unusual activity by SCP-XXXX will result in relocation of the guard on duty during that time-frame.
Description: SCP-XXXX is a 3 meter long metal rod with cold-war era nuclear alarm sirens attached to the top. The base of SCP-XXXX is made out of brick and concrete. SCP-XXXX's speakers have been recorded to be active every one hour. Every hour, SCP-XXXX will begin to play cold-war era propaganda messages, specifically those which originated from America. These PSAs seem to be targeted to both young and adolescent civilians, warning them the dangers of, "The communistic power." No power source is required for SCP-XXXX to playback these messages.
Other than the hourly PSAs, SCP-XXXX is able to communicate with others, however, researchers have not always been able to always receive a response from SCP-XXXX. Occasionally, SCP-XXXX will begin to sound off a nuclear alarm for two minutes before SCP-XXXX's default 'announcer' voice will claim that nuclear outbreak is to begin at any moment. SCP-XXXX will then proceed to state precise details about how nuclear outbreak is about to start. These details are completely unrelated to the Cold War era, and instead state current political differences leading up to this event. At the time of writing this, SCP-XXXX has allowed the government to prevent at least two major wars from beginning.
SCP-XXXX was retrieved near the fields of █████ during mid 2000. The foundation was alerted of SCP-XXXX's presence when local authorities were receiving reports/noise complaints of an odd voice being heard within the distance of the field at late hours. SCP-XXXX was taken out of the ground, and back to the authorities to ask when the speaker was put into place. Authorities state that the speaker was not known of/built during the Cold-War era. Informational agents state that the first noise complaint traces back to 1 week after RDS-11, 1949. Report rates didn't start to increase until 1992. The Foundation merely regarded these reports as simple noise complaints until 2000, where authorities came to the foundation needing our assistance.
