Physical/anomalous capabilities

SCP-XXXX is basically a person turned lovecraftean entity, she exists outside of space-time in some form of extra-dimensional space, and manifests a projection of sorts into other dimensions, she can emulate the local laws of physics, but isn't quite bound by them

her manifestation is for all intents and purposes, a normal girl of her age considering appearance, durability, and strength.

the only noticeable anomalous quality of her physical form is that under pitch black conditions her pupils function as a window to the extra-dimensional space she exists in

in the event of death her body disappears and reappears nearby within 5 minutes. she'd remember having died, including whatever pain is inflicted in the process but considering the actuality of her being death is more like sticking her finger in box and it getting bitten so she yanks it out, hurts, but on at least some level she knows she's alright as a whole.

not entirely sure whats on the other side in extra-dimensional space, but im sure its horrifying in some way or another, perhaps just an almost entirely empty void or brain melting geometry, with a lack of physics or time. whatever it is, she doesn't want to be there, explaining why she keeps putting her finger back in the box.

she's fully aware that she's unable to actually be killed and will mess with stuff that's dangerous with something of a reckless curiosity

since she's displaced from space-time she has a tenuous relationship with physical space and the normal flow of time, which results in her being able to become incorporeal and phase through solid matter, along with the ability to "slide" along time within a 10 minute period
to explain her temporal distortion

this represents her tether in time, 0 is the present, the |'s represent 5 minutes into the future, 5 minutes into the past

technically she exists at all points in this time period simultaneously. and can shift her perception of it around at any point.

in practical effect, she can stretch out a single moment into a maximum of 10 minutes, or skip/accelerate 10 minutes

the tether does flow along with normal time and she's bound by it. so she cant just keep rewinding over and over to go further

All anomalous effects also apply to anything she touches or carries (of reasonable size)

In the event of something clinging to her as she disappears on death, its highly unlikely that whatever it is will return when she reappears due to the physics on the other side being weird, maybe even the lack of anything properly "physical"

Triggering event

still need to work out why this happens, maybe it just does?

A girl walking down the street, suddenly a screaming figure appears in the middle of the road, everyone is startled and the driver tries to avoid the figure, in the process hits the girl, killing her. X time passes in "extra-dimensional space" whatever that is is extremely traumatizing in addition to having just died. next thing she knows she appears in the middle of the road screaming, car avoids her and hits a girl nearby

need to work out what happens between this event and her being picked up by the foundation, perhaps she runs and due to unfamiliarity of the use of her spacial distortion capabilities she injures herself enough to be easily incapacitated

Containment and security concerns

The main thing about her being a threat would be something like "do not under any circumstances let her know the layout of the facility, or what items are contained within"

as for containment procedures, a box within a box, in the empty space between the boxes some kind of airborne incapacitation agent. the first box being a room with at least a bed, shower, toilet, and some form of entertainment. the idea being that she wont need to be moved from this room for anything other than testing. the room is only accessible via extendable catwalk.

before any movement from her room, its to be flooded with an airborne incapacitation agent for a period of no less than 10 minutes, she's to be blindfolded and hands restrained during any movement outside her room.

she cant physically be stopped from leaving containment, but can be stopped from going far

she'd be given a watch or something that tracks her localized time to see how far and often she displaces

even when phasing through things her biological functions continue so thermals and heartbeat sensors could track her

Things to cover in interview logs and incident reports

at least at some point she needs to attempt a breach and go mess with another SCP or have clear intent to.

how would a normal person perceive something moving at will through a period of time?

best ive come up with is like.. the event happens and time is altered, but it causes a deja vu effect
like people around would clearly remember both/all events having happened, dispite evidince of only one outcome

for example if she broke something she just goes "whoops" and undoes the action anyone perceiving the event would vaguely have remembered the object having broken but it wouldn't be broken

that or since technically she exists at all points in the 10 min period

so maybe something like

she enters a room at the middle point of her temporal existence, but to anyone perceiving she'd walk in and despite the fact that she just walked in, she would have seemed to have already been there for at least 5 mins

would simply perceiving these events cause a hazardous effect?

honestly i figure any interaction with here while she's actively doing it would be extremely confusing

she naturally resides at the middle point in time and is aware of when the "present" is but can slide back and forth and more or less stretch out a single moment over 10 minitues if she wanted

so a five minute conversation could have had like 15 minutes of iterations
