Special Containment Procedures: SCP-4917 must be restrained at all times with specially made handcuffs to prevent any and all unnecessary movement. SCP-4917 must also be outfitted with an explosive shock collar and ball gag to prevent speaking. Subject is not to be fed and should be regularly exposed to extreme doses of radiation. Any attempt to converse with personnel should be met with extreme punishment. When a containment breach is achieved, any dangerous SCPs nearby should be put on high alert and lockdown to prevent SCP-4917 from freeing them. At this time finding SCP-4917 is to be the top priority. After a breach SCP-4917 should be covered in cement for at least a year to trap and discourage any other attempts. Destruction of SCP-4917 is currently pending approval by 05 council though there is no known way to permanently kill SCP-4917.
Description: SCP-4917 is a young, caucasian male of unknown origins. Subject is covered in tattoos all over his body similar to that of a diagram of cuts of meat on a pig. Easily recognizable by his mullet and love of rock band t-shirts, cargo shorts, and cowboy hats. Although appearing to be roughly 35 years old he claims to have been around “Since Cain killed Abel”. He also claims to have been Caligula, played saxophone with Josef Mengele, rode with William T. Anderson, and inspired Charles Manson, among other things. Generally SCP-4917 tries to cause any harm or chaos to the world, having been known to have a love for WMDs and war, often committing extremely depraved acts of violence on innocents just to shock and anger personnel. SCP-4917 also has the ability to heal from any inflicted damage very quickly and is far stronger than most humans. SCP-4917 has an uncanny ability to anger and manipulate people. Subject has convinced three interviewers to commit suicide and one to kill his wife. Destruction caused ranges from small-scale acts of violence to large-scale acts of violence and destruction, such as attempting to access nuclear codes and instigating wars.
Addendum 4917-1: History
The Foundation was first alerted to the presence of 4917 after finding the town of Canaan, Kentucky to be completely wiped out. Records in the town showed 4917 having entered the town a year ago. In this time 4917 was elected mayor and manipulated the people of Canaan until tensions rose and the the town descended into chaos. 4917 then had a cult he had formed of some of the people of the town kill the remaining survivors and then themselves. The Foundation tracked down 4917 after hearing of his anomalous properties and found him to be operating in a military base and attempting to have an ICBM fired at China. He was apprehended before this plan came to fruition but succeeded in killing five Foundation security forces and a large chunk of the military base. Class-A amnestics were administered.

SCP-4917 is bound and seated across from a Foundation scientist
Interviewer: Why did you kill that town in Kentucky?
SCP-4917: Same reason I shot JFK, that is to say I was bored.
Interviewer: Are you insinuating that you shot John F. Kennedy?
SCP-4917: Yeah, same as I did the number on Marilyn Monroe and crashed the Hindenburg.
Interviewer: What was your motivation in these acts other than boredom?
SCP-4917: Same motivation I had in telling the cancer kids at the hospital that christmas was cancelled and told the cripple kids that they were freaks, gives me the thrills, makes me feel good, baby.
Interviewer: Are you suggesting that you get sexual gratification from these acts?
SCP-4917: I guess you could say that but I think of it as an added benefit. To be honest I don’t know why I do the things I do, other than enjoyment.
Interviewer: Would you ever consider changing your ways?
SCP-4917: Hell no, asshole. In fact when I get out here I’m gonna find your family and [REDACTED].

After the interviewer’s death and a containment breach, it was ruled that no personnel are to speak to SCP-4917 without the highest level of clearance.
