Special Containment Procedures: SCP-XXXX is contained within the northwestern area of [DATA EXPUNGED] in Norway. Civilians are not permitted less than 1/2 a kilometer of SCP-XXXX. If SCP-XXXX leaves 2 kilometers from it's dock, alert a level 4 personal about the situation. SCP-XXXX rarely leaves the dock unless a person boards it's boat. As such, personal are not allowed with 10 meters of the boat at all times.
Description: SCP-XXXX is a hooded figure of unknown race or origin. It is covered in a long black hooded cloak. Attempts of removal of the cloak have been unsuccessful, as if the cloak was directly attached to its skin. SCP-XXXX sits atop a wooden rowboat. SCP-XXXX can move the boat freely without and physical movement. The boat will only move when someone has boarded. When someone boards the boat, SCP-XXXX says their full name, and the boat starts moving. It is unknown what happens to people who board the boat. Tracking systems have failed, and attempts to follow the boat also lead in disappearances. SCP-XXXX seems to go into a dormant when no one is around.
SCP-XXXX was discovered in 1962, when Dr.███████ was venturing through Norway in attempt to locate anomalies reported in the area. Instead, she discovered a small village. The locals were friendly and welcoming, and offered shelter. Dr.███████ stayed there for two weeks, hoping to find more information about an anomaly that we now know is SCP-722. During her stay, Dr.███████ heard about a ritual that one elder is going to go through. When asked about what ritual, the locals remained discreet and remained ambiguous about what will happens. As Dr.███████ has studied previous nordic traditions, she deduced that the elder with be euthanised to limit suffering of old age. On August ██ of 1962, Dr.███████ watched an old woman board on a boat containing SCP-XXXX. As the woman sat down, the boat moved further into the lake. A sudden fog appeared and enveloped the lake. SCP-XXXX was not visible for 8 minutes. When it returns, it is carrying a younger woman. Dr.███████ guesses in her early 20s. The young woman steps off the boat and the town cheers. Though Dr.███████ believed this may have been a simple parlour trick, she contacted the foundation to do further work.
Tests: The foundation arrived and had to cease all activity the locals were doing at the foundation. Though Dr.███████ was welcomed, other foundation members and security detail were met with resistance. Since SCP-XXXX can sense authority, tests were done to see its comprehension on the surrounding universe.
