Dr. Hiften's makeshift document on C Sites

C sites are an unusual bunch of containment sites that were created in the early 1990s as cheaper and easier solutions to the rising number of anomalies being discovered, which became so rapid that fully fledged sites were unable to be built quickly enough. However, this solution didn't last long, as C sites were poorly kept and were in a constant state of disrepair and need of extra resources due to a lack of concern from the higher ups in the foundation as they turned to other solutions. This led to the sites being shut down after after the "Foundation Site/Area Operation Regulations" were revised and updated in the late 2000s, with Site C-05 being the last one to be closed November 14, 2012. All anomalies that were originally housed at these sites were transported to other sites or areas. C sites were typically created around or within areas with high concentrations of anomalies. There are 30 sites in total, and they're separated into three different groups. Sites 01-10 are for securing and containing "Safe" anomalies, Sites 11-20 are for "Euclid" anomalies, and C Sites 21-30 are for holding "Keter" anomalies. It's unknown as to why they were identified this way, as they were not created in any particular order, and it's also unknown why the number of sites capped at thirty, though it is highly speculated that the reason for this is because of O5 looking into different ways to handle the rising number of anomalies.
Former Director of Site C-08 Dominic Hiften was distressed greatly by the absence of concern and ended up missing a few days after Site C-08 was shut down, and he has yet to have been found. The foundation has him listed as "terminated", however it is truly unknown if he is alive or not, and if so, what he's been up to for the past 9 years. Rumours have surfaced of him showing up in numerous attempts to steal information for himself from the foundation, but with no backing to the story, and no missing documents yet to have been reported, it's most likely safe to say that they are just that; Rumours.
